The imperative to coordinate is strong, but the means remain contentious. One approach is to amalgamate agencies into a few large organizations, the other to encourage a diversity of policy options. Drawing on the federal amalgamations of departments in Australia since 1987, this paper reports that senior bureaucrats find more policy coordination benefits than costs from working in larger structures, while ministers report a loss of options and a risk of information overload.  相似文献

The laissez faire political economy of the late eighteenth century was marked by two sharply opposing views of the relation between social security or insecurity and economic growth: one associated with Adam Smith, Turgot and Condorcet; and another associated with Malthus. The latter school, with its faith in the motivating force of insecurity and fear, has been the more influential in subsequent economic thought. But, contrary to prevailing neoliberal stereotypes, Smith, Turgot and Condorcet had much to say to modern students of economics concerning the necessary and positive relationship between social security and economic development. This essay explores their vision of how to improve the life chances of the disadvantaged.  相似文献

The refining of silver ores in New Spain was defined by the chemical nature of the silver ore. Argentiferous galena (lead sulphide) could only be refined by smelting (36% silver produced), irrespective of silver content, and amalgamation (64%) could only be applied to the silver sulphide ores. Both processes were transferred from Europe, but amalgamation was transformed by local expertise from a recipe of limited application to an industrial-scale solution for refining sulphidic silver ores. Its implementation shaped the environmental history of colonial silver refining in the New World. Mercury was consumed mainly through its chemical conversion into calomel, with minimal emissions of volatile mercury. Waste silt and liquid mercury in the soil and waterways were its main legacy. Smelting created a greater impact on the environment of New Spain, via lead in lead fumes as the main heavy metal issued to the air, and its depletion of woodlands. This article argues that a technical analysis of period refining practices in New Spain reorients our understanding of Spain’s imperial relations with its New World colonies, of the role of local knowledge in a global economy of silver production, and of environmental issues in colonial history. It thus speaks to the problem of unpacking the complex web of relations that composed early European imperialism, in which were enmeshed commodities such as silver, cotton and sugar.  相似文献

This article examines the relationship between literary and bioarchaeological approaches to slavery, and investigates how the methods and priorities of each discipline might inform each other in understanding what it was like to be enslaved. Both bioarchaeologists and creative writers have attempted to access the inner lives of enslaved people, yet there has been little interaction between them. This paper offers an account of a research project which brought together a literary scholar, two archaeological scientists and seven creative writers to explore how writing might not only communicate a history understood through archaeological evidence, but could itself inform approaches to that evidence. We discuss two key themes which emerged from the project: Conversation and Caring. These themes were crucial to the interdisciplinary process, as it was only through attention to our relationships with each other that we could begin to reassess the nature of material in each of our disciplines.  相似文献

Many conflicts in the Asia-Pacific region have included sexual violence crimes targeted primarily against women. However, in comparison to other regions, Asia-Pacific states have been reluctant to embrace international law innovations to end impunity for such crimes into the future, as evidenced by their unwillingness to become signatories to the Rome Statute of the International Criminal Court. Of the 39 countries constituting the Asia-Pacific region, only 17—less than half—have joined the Rome Statute. This article initially surveys some of the reasons for non-ratification of the Statute. It further examines the role of civil society and the potential normative impact of the Statute to enhance national sexual violence legislation and prosecutions. Finally, it identifies some practical steps that the Australian government could take to encourage regional states to ratify, implement and enforce the Rome Statute in order to further protect all victims of international crimes and bolster the broader Women, Peace and Security framework.  相似文献
