The conventional model of the relationship between welfare incentives and poverty rates holds that welfare payments produce an income-enhancement effect that removes families from poverty until some threshold. Beyond this point increased payments engender a work-disincentive effect resulting in increased rates of poverty. We challenge the model's assumption that poverty levels are a simple and spatially invariant response to welfare incentives, contending instead that local employment conditions may substantially alter the relation. Our reformulation of the conventional modeling approach is based on the expansion method. Specifically, we extend the model to include the effects of local labor-market conditions on the response of poverty levels to welfare incentives. In contesting the invariance assumption, the expansion method allows us to determine where and in what contexts welfare is “work discouraging.” The empirical analysis, which is undertaken at the county level, indicates that welfare payments vary in their influence on poverty rates across different employment contexts. A national map portraying this parameter instability demonstrates that female-family poverty rates are most responsive to welfare assistance in the rural South and least responsive in the metropolitan Northeast. Finally, we examine two sharply contrasting locales to illustrate how poverty is governed by specific employment and welfare characteristics. 相似文献
Excavations at Muweilah have uncovered twelve buildings encircled by two pairs of walls and ditches. We have published preliminary studies of several buildings. Research has now progressed to a stage where it is possible to produce a more complete analysis of the architecture. In this report, we present a detailed discussion of the fortifications and each building with its installations. Our assessment of the architecture identified the repeated combination of three rooms in many of the buildings in the Central Area of Muweilah. Moreover, a detailed study of the fortifications revealed several means of accessing Building II, the columned hall, in the Western Area. These findings offer insights into the organisation of Iron Age II settlements in south‐eastern Arabia. 相似文献
ABSTRACTAlong Florida’s nearly 13,000 km of shoreline, nearly 4000 archaeological sites and over 600 recorded historic cemeteries are at risk from climate change impacts including coastal erosion and a 2-metre rise in sea level. In 2016, the Florida Public Archaeology Network (FPAN) created the Heritage Monitoring Scouts (HMS Florida) programme to engage the public in monitoring sites at risk. The programme grew quickly during the first year of operation to include 233 volunteers who submitted 312 monitoring forms. The programme exists beyond the singular act of a volunteer reporting site conditions; across Florida, varied combinations of local partnerships present unique opportunities for programmes, for example, the pilot program at the Guana Tolomato Matanzas National Estuarine Research Reserve. Preliminary outcomes from the first year of HMS Florida and the pilot indicate the programme is effective in public engagement and a powerful management tool for tracking change to sites over time. 相似文献
Many conflicts in the Asia-Pacific region have included sexual violence crimes targeted primarily against women. However, in comparison to other regions, Asia-Pacific states have been reluctant to embrace international law innovations to end impunity for such crimes into the future, as evidenced by their unwillingness to become signatories to the Rome Statute of the International Criminal Court. Of the 39 countries constituting the Asia-Pacific region, only 17—less than half—have joined the Rome Statute. This article initially surveys some of the reasons for non-ratification of the Statute. It further examines the role of civil society and the potential normative impact of the Statute to enhance national sexual violence legislation and prosecutions. Finally, it identifies some practical steps that the Australian government could take to encourage regional states to ratify, implement and enforce the Rome Statute in order to further protect all victims of international crimes and bolster the broader Women, Peace and Security framework. 相似文献
