I ka Piko,To the Summit: Resistance from the Mountain to the Sea

This paper focuses on Mauna Kea, the highest mountain in Hawai?i, and uses it as a case example for examining articulations of place and space, or how areas can be understood, read, and interpreted to push particular agendas. Furthermore, it comments on the often-conflicting expressions of belonging and possession, how they are enacted and embodied both on and off the mountain, and how they have been used in contemporary discourse regarding the sacred. Finally, it offers insight into how resistance efforts may be grounded and motivated by connections to place.     

Health Consequences of European Contact in the Great Plains: A Comparison of Systemic Stress Levels in Pre‐ and Post‐Contact Arikara Populations

The biocultural effects of European contact varied considerably throughout the Americas. Some populations were decimated by colonialism, while others benefited from trade relationships and access to new technologies. It has been suggested that initial contact with European fur traders and explorers was economically favourable for Plains village populations, thereby facilitating a period of cultural florescence. In this study, we evaluate the hypothesis that Plains groups were better off than their predecessors during the initial contact period by comparing frequencies of enamel hypoplasia, cribra orbitalia, and porotic hyperostosis in pre‐ and post‐contact Arikara skeletal assemblages. We included both juveniles and adults in our sample to capture variation in the stress experience of different segments of the population. Our analysis revealed similarly low frequencies of cribra orbitalia in the pre‐ and post‐contact groups and no observed cases of porotic hyperostosis. Enamel hypoplasia, however, was significantly more prevalent among post‐contact Arikara villagers when compared to their pre‐contact counterparts, which suggests that stress levels were higher after European contact. Additionally, enamel hypoplasia was most common among post‐contact juveniles. The elevated frequency of enamel hypoplasia in the post‐contact sample combined with the low frequencies of cribra orbitalia and porotic hyperostosis suggests that disease stress, rather than nutritional deficiencies, was likely responsible for the decline in overall health following European contact. These results also suggest that juveniles are sensitive indicators of systemic stress within a population and should be included in bioarchaeological analyses of prehistoric health when available. A PUBLIC UTILITY APPROACH TO LAND USE

Escalating legal confrontations between private enterprise and government over land use controls are raising the costs of land development and slowly eliminating the potentials for reasonably priced family housing. Equally important, these confrontations are beginning to have more and more of the negative aspects of public utility control processes without any of the associated benefits. Now would seem to be an ideal time in which to review the “public utility” approach to land use controls since it can offer many more benefits than current control systems, while balancing society concerns and private developers' fair return objectives.     

On Covering Problems and the Central Facilities Location Problem

A number of variations of facilities location problems have appeared in the research literature in the past decade. Among these are problems involving the location of multiple new facilities in a discrete solution space, with the new facilities located relative to a set of existing facilities having known locations. In this paper a number of discrete solution space location problems are treated. Specifically, the covering problem and the central facilities location problem are shown to be related. The covering problem involves the location of the minimum number of new facilities among a finite number of sites such that all existing facilities (customers) are covered by at least one new facility. The central facilities location problem consists of the location of a given number of new facilities among a finite number of sites such that the sum of the weighted distances between existing facilities and new facilities is minimized. Computational experience in using the same heuristic solution procedure to solve both problems is provided and compared with other existing solution procedures.
