Following the plot of Bengt Pohjanen's Meänmaa: narrativization as a process of creating regional identity

This paper discusses the artistic and cultural work of one minority author and regional activist, Bengt Pohjanen, and how it constitutes a means for mediating regional identity narratives, constructing Meänmaa, the region straddling the border between Sweden and Finland in the Tornio River Valley. We will approach narrativization as a creative social action, focusing on the performative, social and political aspects of regional stories, and by this means impugning the division between territorial, bounded, and networked, unbounded, conceptualizations of regions. We will follow the narrative plot of Bengt Pohjanen's Meänmaa, pointing out how an artistic and cultural region becomes part of our social reality and how regional consciousness and identity become established and constantly renegotiated within and across national borders.     

Cultures of Border Control: Schengen & the Evolution of European Frontiers

This paper traces, and is the traces of, a collective project to render a neighbourhood queer. It is a project that emerges from queer social relations. Academic research and knowledge generation are approached collaboratively by working with queer-identified residents from west-central neighbourhoods in Toronto, Canada who volunteered with the Queer West ShOUT Youth Program. Within the context of two participant-facilitated discussion events, we discursively and artistically investigate queer world-making in the neighbourhood of West Queen West. Through collective mental mapping and photovoice renderings we interpret the queering of urban space as a queer utopian impulse. We critically examine the ‘concrete utopia’ of Queer West Village and question its resonance in the lives of ShOUT volunteers. Theoretically inspired by Muñoz, our ‘a/r/tographic’ mode of inquiry and critical praxis are a rendering of ‘queer futurity.’ We draw on our past to critique our lived present so as to imagine future potentialities. We do so in order to argue that it is vital that the queerness we individually and collectively strive for at the spatial scale of the neighbourhood, such as the process of place-making itself, is grounded in material experience yet remains provisional and an ideality that motivates us.     

Border-regional resilience in EU internal and external border areas in Finland

European border regions have witnessed a long history of remarkable mobility shocks stemming from complex ecological and economic changes and geopolitical events. The experience of near-continuous regional and global crisis has increased interest towards the idea of resilience, that is, the ability of communities and regions to adapt and cope with disturbances and transitions. Inspired by the literature of regional resilience and the evolutionary approach, this paper will examine the difference that borders and geopolitical conditions make from the perspective of regional resilience and especially ‘border-regional resilience’. Particular focus will be on irregular cross-border mobilities and consequent transitions in EU external and internal border towns, here the Finnish towns of Lappeenranta and Tornio. The study points out that the geopolitical environment and the openness of the border partly determine the regional development trajectories and the ways of coping with cross-border mobility-related changes. Although the border location entails some vulnerability, formal and informal cross-border institutions and relations of trust are of crucial importance from the perspective of border-regional resilience. The paper proposes a research agenda for studying border-regional resilience in the context of environmental, economic and social changes and geopolitical events.     

Border guarding and the politics of the body: an examination of the Finnish Border Guard service

In previous studies, the question of the state control over the bodies of people at border-crossing points has been of great interest, while less attention has been given to the bodies that carry out border surveillance and control. This article introduces a new perspective on the study of the state and gender by examining the imaginations and rationalities of state border guarding and the politics of the body in the Finnish Border Guard (FBG) service. By taking the body politics and gendered relations of border guarding as an analytical starting point, this study takes a step forward toward ‘feminizing’ the study of borders and border securitization. The article scrutinizes the depictions, articulations, and conceptualizations of the work competence in border guarding and the performances of female border guards in the official media of the FBG organization, as well as discusses how the interrelations of border guarding and body politics become structured around questions concerning masculine romantics, the (in)capacities of female officers and the embodied nature of border monitoring. The study shows the pervasive, and also controversial, nature of gendered imaginations and rationalities in the domain of border guarding in contemporary societies.     

Neoliberalizing Border Management in Finland and Schengen

Abstract: This paper provides a critical examination of the development of border management in Finland and the Schengen Area, the point of departure being that contemporary performances of border enforcement and security cannot be understood as distinct from the process of neoliberalization. The particular case which is examined is that of the Finnish Border Guard (FBG) service. Border management in Finland provides an interesting case not only because Finland is responsible for controlling the Schengen, European Union–Russian border but also because since Finnish state reforms in the early 1990s, neoliberal rationales have increasingly provided the guidelines for how to calculate and optimize border security. This paper emphasizes that the rationales of border management should be made transparent and opened for public debate. The analysis is structured around the themes of internationalization, competitiveness, risk prevention and the functioning of society, all of which are regarded as the key rationales of neoliberalized border governance.
