This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post‐Cold War East Asian order transition centres on the disintegration of the post‐Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three‐pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long‐term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, ‘normal’ Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.  相似文献

A review of recent literature by Canadian geographers on Aboriginal people in this country suggests an increased focus on this important topic. This paper is organized by two main sections: the dispossession of Aboriginal peoples from their land and rights, and current attempts to contest and to redefine Aboriginal people's places in contemporary Canadian society. In both sections, I address representational strategies which transformed Aboriginal peoples and their lands conceptually, and the material transformations which accompanied them. I highlight evidence of Aboriginal people's responses wherever this material is available. Some remaining challenges to Canadian geographers are: integrating the research of people working as researchers for Aboriginal organizations, and institutions working with Aboriginal people into the academic milieu; including the voices of Aboriginal peoples in our research; and addressing under‐represented topics including urban Aboriginal peoples, reserve geographies, Métis peoples and Aboriginal women. Une revue des travaux des géographes canadiens au sujet des Aborigènes de ce pays révèle que ce sujet d'étude important reçoit de plus en plus d'attention. Cet article est composé de deux sections principales: la thématique de la dépossession des terres et de la privation des droits des Aborigènes, et les tentatives actuelles de contestation et redéfinition de leur place dans la société canadienne contemporaine. Dans les deux sections, j'aborde les stratégies de représentation qui ont transformé les Aborigènes et leurs terres du point de vue conceptuel, ainsi que les transformations matérielles qui les ont accompagnées. j'attire l'attention sur la réaction des Aborigènes à chaque fois que cette information peut être vérifiée. The flat topography of the Red River Valley reflects the morphology of underlying bedrock covered with late Quaternary glacial and glaciolacustrine sediments. The meandering Red River occupies a shallow stream‐cut valley that became incised into the Red River Valley plain following the final recession of glacial Lake Agassiz. Extreme flows carried by the river overtop the sides of the stream‐cut valley and spread laterally up to several tens of kilometres across the plain. An array of flood protection infrastructure has been constructed in the landscape to mitigate the flood hazard.  相似文献

An understanding of the nature and magnitude of hydrological, physical habitat and physico‐chemical effects resulting from surface‐water diversions in river systems is essential for effective management of water resources. For most coastal‐draining rivers in New South Wales, however, there are few data available on irrigation diversions, their hydrological impacts and environmental effects. This paper therefore presents an analysis of mean daily surface‐water diversions for pasture irrigation from approximately three years of metered data and the resultant effects on daily flows and aquatic habitats in the Bega‐Bemboka River. The period of analysis of the hydrological effects of irrigation diversions is extended to the full length of record (approximately five years) for gauging stations most affected by irrigation diversions, using Maintenance of Variance Extension Type 1 (MOVE.1) modelling techniques. The annual mean, median and peak daily rates of water diversion by metered surface‐water licences used to irrigate 925 ha of dairy pasture are 10.5 Ml d?1, 7.3 Ml d?1 and 41.5 Ml d?1, respectively. Diversion effects on flow duration statistics are such that the measured 90th and 95th daily flow duration percentiles at the gauging station most affected by upstream irrigation diversions are equivalent to the 97th and 99th flow duration percentiles, respectively, under MOVE.1 modelled natural flow conditions. While diversions for irrigation over the three‐year data period account for only 6.6% of total flow volumes, diversions as a proportion of daily surface‐water inflows increase exponentially under decreasing flow rates. Median and maximum daily diversion rates attain 91% and 118%, respectively, of total surface‐water inflows to the diversion‐affected reach when upstream inflows range from 15 to 20 Ml d?1. This exponentially‐increasing relationship between daily diversion rates and declining surface‐water inflows suggests that ‘rule of thumb’ guidelines on sustainable diversion limits based on mean or median annual percentage diversion volumes need to be applied cautiously to river systems with no or limited capacity to manipulate flows to meet downstream consumptive demands.  相似文献
