AbstractThis article addresses the puzzle of why Ireland has proved so open to immigration. It compares responses to immigrants in the Republic of Ireland during the Celtic Tiger era and during the post-2008 economic crisis and finds no evidence of a political backlash during the latter period even though opinion polls suggest that opposition to immigration had increased and other evidence suggested that there had been an increase in racist incidents within Irish society. Nor did the resumption of large-scale emigration trigger political hostility to immigrants. The outcome of the 2004 Referendum on Citizenship, which removed a constitutional right to Irish citizenship to the Irish-born children of immigrants, suggested that that nationalism still matters hugely and a latent tendency towards ethnic chauvinism amongst the host population. Yet, a decade after the 2004 Referendum it looked as if the old mono-ethnic sense conception of the Irish nation had been disrupted, at least a little bit. 相似文献

AbstractRecombinant DNA technology was invented in 1973. Within a few years, molecular biologists began developing practical applications and establishing private companies to exploit them commercially. In 1978, Harvard biologist Walter Gilbert, one of the leading figures in the field, joined the founding scientific advisory board of a Swiss biotech startup called Biogen. He later became the company’s CEO. His participation helped Biogen recruit top scientific talent in the United States and Europe and encouraged many of his professional colleagues to follow his example and go into business. In this way, Gilbert became a linchpin in the formation of the contemporary biotechnology industry. Because his adventures in business were shaped by circumstances unique to the late twentieth century, Gilbert’s case adds a distinctive point of reference to studies of academic entrepreneurship. It also points to internal contradictions and conceptual ambiguities in neo-institutional accounts of research privatization. 相似文献

We develop the concept of a policy bubble to capture the notion of long‐term overinvestment in a policy. In sketching the relation of policy bubbles to economic bubbles, we describe how these two concepts have similar origins but different trajectories because they are filtered by different institutions. We examine in some detail three likely instances of ongoing policy bubbles: crime policy, school reform (charter schools and private education vouchers), and the contracting and privatization of public services. We show how these cases differ from the housing bubble of 1997–2007, how they differ from each other, and the extent to which they can be considered policy bubbles. Last, we suggest this concept can help unify the policy process literature with the practice of policy evaluation and outline testable hypotheses for future research. 相似文献

The issue of site function rarely has been a main focus in the study of Portuguese Upper Paleolithic. This fact may be related to a lack of interest in this research area. More likely, however, it is due to the fact that there are relatively few Paleolithic sites with data that allow a serious study of site function. At Picareiro Cave, central Portugal, there are various data sets from level F/G dated to the latter Magdalenian that are adequate for this type of research. These are habitat structures, lithic artifacts, macro- and mesofauna, as well as 3D location of all artifacts and fauna larger than 1 cm. Based on the interpretation of the analytical results of each data set, it is possible to reconstruct site function of this particular level of Picareiro Cave. The morphology of one of the hearths, being very large in size, with the base prepared and a pavement surrounding it, as well as the condition and diversity of fauna, indicates that it was used for processing the meat of rabbits, red deer, and wild boar, probably through smoking and grilling. All of the evidence from the different types of data (lithic artifacts, habitat structures, use of space, and fauna) indicate that Layers F/G of Picareiro Cave are the result of a specific task, that of processing animal carcasses of rabbits, red deer, and wild boar. 相似文献
