“Not a Club for Ethical Culture”: The Early Writings of Max Weber,Liang Qichao,and Kang Youwei on the Stock Exchange

This paper examines early discussions of stock exchanges by Max Weber, Liang Qichao, and Kang Youwei and considers their contemporaneity. Despite different contexts, the discussions shared a nineteenth-century preoccupation with global competition and Darwinian struggles for survival. All reveal the attendant anxieties of latecomer nations experiencing belated modernity. Weber, however, wrote from a position that embraced German colonialism, whereas Liang and Kang’s advocacy of stock exchanges was marked by concerns for the Chinese nation that emerged as a result of the experience of colonialism and economic imperialism.

Covering up spying in the ‘Buster’ Crabb Affair: A note

Abstract

F EWER COLD WAR myths are more enduring in the United Kingdom than that of ‘Buster’ Crabb. In April 1956, Britain’s Secret Intelligence Service (SIS) coaxed Commander Lionel ‘Buster’ Crabb, a naval frogman from the Second World War, out of retirement to dive under the Soviet cruiser Ordzhonikidze, while it was docked in Portsmouth. It had brought the Soviet Premier Nikolai Bulganin and the First Secretary of the Communist Party, Nikita S. Khrushchev, to the United Kingdom on a state visit. The operation, routine by all accounts, ended in both personal and diplomatic failure. Fourteen months later, the decomposed body of a frogman washed up in Chichester harbour. Despite the British government’s hope that the discovery might be the end of the affair, it fired up the conspiracy theorists, who alleged that the body could not be Crabb’s; that, in fact, he had been kidnapped, taken to the Soviet Union, and renamed Korablev.¹ The government did little to dispel such myths. A few days after Crabb’s disappearance, The Times succinctly summed up the situation: ‘official reticence about the activities which led to the death of Commander Crabb has caused much speculation.’² Curiosity was further piqued a few days later when the prime minister, Sir Anthony Eden, stated m the house of commons on 9 May that ‘it would not be in the public interest to disclose the circumstances in which Commander Crabb is presumed to have met his death.’³     

Approach to Trading Off Economic and Environmental Values in Industrial Land-Use Planning

Few contemporary issues have received as much sustained attention as the deterioration of the quality of our natural environment and, particularly, the need to manage the trade-off between economic growth and the quality of that environment. This paper discusses research currently under way to develop a land-use planning methodology that will help planners address the trade-offs between environmental quality and economic development. The methodology is used to evaluate the social, economic, and environmental impact of alternative land-use plans. The methodology consists of a regional analysis submodel and a site analysis submodel. The first component is based on an expanded input-output analysis incorporating land use, resource inputs, and waste-emission outputs. The second component is an empirical analysis based on the specific suitability and compatibility of proposed land-use development packages. The land-use planning model developed is applied to a case-study area centered on Charleston, South Carolina.
