Privacy and False Identification Risk in Geomasking Techniques

Recent years have seen an increase in location privacy research, including the application of geomasking procedures. Geographical masks aim to protect privacy and preserve spatial information through the displacement of point data. False identification, or the mistaken association of data with the incorrect person or household, is an unexplored issue in geomasking, despite legal protections against false association. This study introduces a topological framework for assessing identification risk and examines the risk of false identification in four masking techniques: random perturbation, donut masking, and the newer Voronoi and MGRS masking techniques. While Voronoi masking is found to best preserve the clustering properties of a sample of urban foreclosure data, the other three masking techniques result in better protection against correct and false identification.     

Earthquake Faulting Effects on Buried Pipelines – Case History and Centrifuge Study

Permanent ground deformation (PGD) is one of the most damaging hazards for continuous buried lifelines. This hazard is especially severe when the PGD results in net compression in the pipe. In that case, buckling of pipe material can occur. If buckling is moderate, deformation of the pipe cross-section can lead to flow restriction and high friction losses, and eventually require line replacement. If buckling is severe, high localized strains can lead to pipe rupture, loss of contents, and possible pollution of surrounding soil. In this article, centrifuge tests of buried pipelines subject to abrupt ground failure in the form of surface faulting are presented. The fault movement results in mostly compression in the pipe. The test results are compared with a case history of pipe failure in the 1999 Izmit, Turkey earthquake and also with the results from the centrifuge tests which result in net tension in the pipe. The experimental setup, procedures, and instrumentation are described in detail. Suggestions for design practice are offered based on the analysis of results from both the 1999 Izmit case history and the centrifuge modeling.     

Outsourcing Regulation: Analyzing Nongovernmental Systems of Labor Standards and Monitoring

A range of new nongovernmental systems for advancing labor standards and enforcement have emerged over the last 5 years. This article comparatively assesses these multistakeholder systems of codes of conduct and monitoring, discusses their underlying models of regulation, and proposes a set of criteria for evaluating their effectiveness, including their legitimacy, rigor, accountability, and complementarity. Critical issues are raised about the transparency of existing initiatives, independence of monitors, convergence of standards, and dynamics among nongovernmental regulation, unions, and state enforcement. The article concludes by arguing that with increased transparency, improved technical capacities, and new mechanisms of accountability to workers and consumers, nongovernmental monitoring could complement existing state regulatory systems.

It looks at the relationship archaeologists have with popular TV, focusing in particular on the new series American digger by Spike TV, and Diggers by National Geographic, and reflects on the relationship archaeologists have with amateurs using metal detectors to uncover treasures.     

Trade unions,the Australian Labor Party and the Trade–Labour Rights Debate

This paper examines the Australian trade union movement's campaign to convince the Australian Labor Party (ALP) to support the inclusion of core labour standards in international trade agreements. Despite historical affiliations, the Australian union movement has been unsuccessful in its attempts to influence the ALP. In contrast, the US union movement has convinced both the Republican Party and the Democratic Party to accept that core labour standards should be a part of the trade negotiating agenda. The reasons for the US unions' success on this issue are examined within the context of the changing relationship between the respective union movements and their traditional parliamentary allies. The need for Australian unions to examine and reassess their strategies by drawing lessons from the US experience, including the possibility of a changed relationship with the ALP, is discussed.
