This essay focuses on Philippine President Rodrigo Duterte’s speech delivered in December 2018 regarding his intent to wipe out the communist elements in the country. It first provides a background on the fifty-year-long communist insurgency in the Philippines and the peace process under Duterte’s administration. It then historically reflects on the case of coordinated killings of communists in Indonesia during Suharto’s regime to examine whether Duterte’s plan of an “all-out war” and “strategic hamletization” mirrors the rhetoric and strategies carried out by the Indonesian military. The last section surveys the potential outcome of Duterte’s proclamation and less violent options for his administration in addressing the communist insurgency in the Philippines.  相似文献

Since the newly elected Philippine president Rodrigo Duterte took office in June 2016, more than 7,000 deaths have been linked to his ongoing “war on drugs.” Despite international condemnation of extrajudicial and vigilante killings, the statistics show no sign of slowing down and the administration remains firm in eradicating people engaged in illegal drugs. This article inquires whether the Philippine “war on drugs” is an act of genocide using Gregory H. Stanton’s stages of genocide. Based on data drawn from news articles, policy issuances, government briefings, public speeches and available drug-related statistics, this article argues that Duterte’s rhetoric and policies satisfy the stages of classification, symbolization, dehumanization, organization, polarization, preparation, extermination and denial. The analysis in this article hopes to send a message to the international community, civil society and the Philippine government that the human rights situation related to the “war on drugs” in the Philippines needs to be addressed immediately. It also aims to demonstrate the utility of Stanton’s stages in identifying early warning signs of genocide.  相似文献

While much public attention focuses on the impact of immigration policy at the national level or in major metropolitan areas, the realities of political policy regarding refugees and immigrant populations are also felt in smaller, more rural communities as well. Local decisionmakers increasingly face new community needs at a time when mandated programs are being shifted as federal responsibility changes. This article recounts the work of a unique, ongoing collaborative effort that began in 1996 establishing a partnership between health care and public safety services in support of low-income and immigrant populations in the city of Portland, Maine. The project seeks to address two of the most pressing problems associated with immigrant populations: preventive medical care and the reduction of neighborhood violence. The project is predicated on the belief that community building works best when all residents are stakeholders in a vision that includes strong schools, safe neighborhoods, and healthy families. The elements of the Portland experience in service provision are recounted for other state and local policymakers in forging new and collaborative working relationships among service providers and government agencies  相似文献

ABSTRACT

The unprecedented and unsustainable impact of human activities on the biosphere threatens the survival of the Earth's inhabitants, including the human species. Several solutions have been presented to mitigate, or possibly undo, this looming global catastrophe. The dominant discourse, however, has a monolithic and Western-centric articulation of the causes, solutions, and challenges arising from the events of the Anthropocene which may differ from the other epistemes and geographies of the world. Drawing on the International Relations (IR) critical engagement with the Anthropocene, this paper situates the Asia-Pacific region in the Anthropocene discourse. The region’s historical and socio-ecological characteristics reveal greater vulnerability to the challenges of the Anthropocene compared to other regions while its major economies have contributed recently to the symptoms of the Anthropocene. On the other hand, the region’s ecocentric philosophies and practices could inform strategies of living in the Anthropocene. This contextualised analysis aims to offer an Asia-Pacific perspective as well as insights into the development of IR in the age of the Anthropocene.  相似文献
