The 1990s was a period of strategic innovation in US foreign policy. Operation Allied Force in particular represented an important step in the contorted evolution of America's attitude towards the use of force in the post-Cold War period. That operation demonstrated the growing influence of humanitarian concerns and the extent to which America was willing to reconsider Cold War criteria on the prudence and utility of force in support of its foreign policy. In its decision to intervene in Kosovo, the Clinton administration also divided opinion among the military. This, in effect, reduced the premium placed on the counsels of the armed forces and made it easier for the Bush administration subsequently to ignore their advice. Furthermore, having fought the war multilaterally through NATO, Operation Allied Force made America more wary of doing so again. In other words, the intervention set a number of precedents and left a significant legacy for the way in which US foreign policy was pursued in the decade that followed. This legacy is considered in two parts: the first analyses those issues associated with the use of force debate; the second considers how the Kosovo experience affected US attitudes to coalition warfare. 相似文献

One of the enduring tensions in Russian political culture is that between order and liberty. Indeed, many fear that when faced with the inevitable cacophony of democratic politics, most Russians demand the restoration of order, and by a 'strong hand' if need be. This lack of commitment to democracy among ordinary people is often seen as a major impediment to the consolidation of the democratic transformation in Russia. The purpose of this article is to assess empirically the degree to which the desire for social and political order undermines support for democratic liberty. Based on a survey of the Russian mass public conducted in 1996, and employing within the survey an experiment on support for the imposition of martial law in Russia, I discover that Russians are indeed willing to surrender some liberty for the restoration of order. The preference for liberty reflects general democratic attitudes more than it is sensitive to the particular context within which liberty is suspended. Nonetheless, the context of the dispute is important because it serves to stimulate particular attitudes; for instance, the intervention of a court transforms the conflict from a political to a legal dispute, thereby activating attitudes toward the rule of law. In the final analysis, I conclude that if elites maintain ordered political competition, it is likely that the mass public will maintain individual liberty, and democracy in Russia will prosper accordingly. 相似文献

Office location policy in Canadian cities has often emphasized the social costs of job-residence separation. From a survey of two Vancouver corporations, one centrally located and the other relocated to Burnaby, it was found that employees in both head offices are equally satisfied with their job location, if for different reasons. As policy suggests, decentralization is associated with a shorter journey to work, especially for clerical staff; however, unforeseen by policy, management is more ambivalent about suburban relocation, primarily for business reasons. In addition, employees express significant differences in evaluating new and old head office buildings as a work environment. La politique concernant la situation des bureaux dans les villes canadiennes a souvent insisté sur les coǔts sociaux entraǐnés par la distance séparant le lieu de travail du lieu de résidence. Une enquěte par sondage concernant la relation géographique entre les lieux de résidence et de travail évalue le degré de satisfaction des employés d'agences centrales de deux sociétés commerciales de Vancouver.
