From 1927 to 1932, wide-reaching negotiations took place between Reza Shah's court minister, ‘Abdolhossein Khan Teymurtash, and the British Legation in Tehran, the aim of which was to resolve all outstanding issues and to normalize relations between the two countries on the basis of a general treaty. This article examines these Anglo-Iranian negotiations with a particular focus on the thorniest issues—Iran's territorial claims in the Persian Gulf, particularly its claims to sovereignty over Bahrain, Abu Musa and the two Tunb islands. Though an agreement was never reached, an examination of the content and conduct of these negotiations offers some valuable insights into the unique features of Iranian nationalism and Iranian ambitions in the Persian Gulf during the Reza Shah period.  相似文献

Some general parameters are proposed for evaluating homeland security measures that seek to make potential targets notably less vulnerable to terrorist attack, and these are then applied to specific policy considerations. Since the number of targets is essentially unlimited, since the probability that any given target will be attacked is near zero, since the number and competence of terrorists is limited, since target-selection is effectively a near-random process, and since a terrorist is free to redirect attention from a protected target to an unprotected one of more or less equal consequence, protection seems to be sensible only in a limited number of instances.  相似文献

This study describes the life and work of early-twentieth-century German scientist Korbinian Brodmann (1868–1918). His medical training at universities in Munich, Würzburg, Berlin, and Freiburg and his further education are illustrated. His early Leipzig career and cooperation with brain researchers Oskar and Cécile Vogt in Berlin are portrayed, as are his contributions to a localization theory of the cerebral cortex—namely, Brodmann’s cytoarchitectonic approach—and the invention of a cortex area nomenclature, further developed until the beginning of World War I. His Tübingen professorship and being nominated to manage a major department of Emil Kraepelin’s Munich research unit represent further aspects of this study, a promising career ahead, harshly interrupted by an early and unexpected death.  相似文献

Offshore 3D‐seismic acquisition has been a standard for high‐precision structural imaging in the oil and gas industry for many years. Recently this technique has been adapted by only a few teams to the resolution required for archaeological marine investigation. In contrast to sonar techniques, the 3D‐seismic method produces images below the sea‐floor. We investigate the harbour of the Viking age proto‐town of Hedeby in Northern Germany with the SEAMAP‐3D system. SEAMAP‐3D allows for rapid acquisition and employs an automated data processing sequence. We observe a wealth of archaeologically relevant detail and compare our results with previous work.  相似文献

Non‐Governmental Organizations (NGOs) are increasingly challenged to demonstrate accountability and relevance, with reporting, monitoring and evaluation arguably having become development activities in their own right. Drawing on interviews and observation research, this article examines the impact of intensified monitoring and evaluation (M&E) requirements on a number of South African NGOs. M&E — and the types of expertise, vocabularies and practices it gives rise to — is an important area that is usually neglected in the study of NGOs but that significantly impacts on NGOs’ logic of operation. By focusing on three areas — data that are considered appropriate to conduct M&E, staffing and organizational cultures, and NGOs’ reformist relationships with other civil society organizations (CSOs) — M&E is revealed as a central discursive element in the constitution of NGOs appropriate to neoliberal development. By engaging a neo‐Foucauldian framework of governmentality, M&E practices are thus understood as technologies through which governing is accomplished in the trans‐scalar post‐apartheid development domain.  相似文献

The vast majority of communities offer financial incentives to private businesses and, among these, tax incentives remain the most widely used. Tax and other financial subsidies used to attract firms account for the bulk of public resources spent on economic development. Yet the interests of city residents—especially those marginalized in city politics—generally are not a key consideration in the fashioning of incentives. Using a hypothetical abatement proposal, this article highlights nine key questions that must be addressed to understand the potential benefits to the community of tax incentive programs. This exercise demonstrates how proponents of incentive deals typically overvalue benefits. By asking the right questions and conducting their own analysis, citizens can arrive at a more realistic estimate of net benefits.  相似文献
