In this paper, we develop a three-region economic geography model with workers of heterogeneous skills and mobility rates to consider how first-nature, regional differences impact both inter- and intraregional inequality. In our model, the skill premium within a region summarizes both the degree of intraregional inequality between mobile, skilled workers and immobile, unskilled workers and the interregional inequality through differences in the welfare of unskilled workers across regions. Regions with the highest skill premium have the greatest degree of intraregional inequality and provide the lowest level of welfare to unskilled workers, relative to other regions. We find that the skill premium will be higher in regions with a greater supply of unskilled labor, lower supply of housing, or are more remote. An increase in a region's housing supply or centrality will lower intraregional inequality and raise the welfare of the local, unskilled workforce. However, the magnitude of these changes are declining in the initial number of skilled workers in the region. The model is extended to consider imperfectly elastic housing supply. The larger the price elasticity of housing, the larger the range of values, such that more populated regions will host a disproportionate share of skilled workers, have lower levels of intraregional inequality, and provide higher levels of welfare for unskilled workers.  相似文献

Foreign direct investment (FDI) has been used as a tool to improve the competitiveness of countries or regions affected by a structural crisis focused in the industrial sector. Spain, in general, has implemented this strategy successfully. However, the inflows of FDI in Spain have been concentrated in the most dynamic regions: Madrid and Catalonia especially. The Basque Country, typified as a declining old industrial region, has not benefited from this inflow owing to its low attraction for foreign investors. Furthermore, the sectors in which FDI is located are mature ones. The result is that FDI in Spain is increasing the gap between the growing and the declining regions. This fact is clearly detected when the case of Japanese FDI is analysed: Japanese FDI in the Basque Country is scarce and marginal when compared with that directed to the regions of Madrid and Catalonia.  相似文献

The period comprising the end of the Early Neolithic and the Middle Neolithic, dated broadly within the fifth millennium cal BC, corresponds to an interval that remains largely unknown in the extreme north-western tip of Africa. This situation contrasts with that of the Early Neolithic, a period characterised by the earliest evidence of the diffusion of a productive economy, cultivated plants and domestic animals. The paucity of data for these later phases can be explained in part by the lack of secure contexts and sequences based on radiocarbon datings of short-lived samples. The current study presents the results of the excavations of El-Khil Caves B and C that yield materials allowing re-evaluation of the chronology of a type of ceramic known as Ashakar ware. The study also identifies two traditions in the northern Moroccan Middle Neolithic. The first is heir to the so-called Impressa Mediterranean ware and rooted in the Cardial Neolithic, while the second is characterised by roulette cord impressions, red slip and tunnel lugs and probably rooted in the region of the Sahara, and has no technological precedents in the study area.  相似文献

The defining element of island regions is their isolation, the separation of the islands from the mainland; there is an inherent notion of natural border. This condition has preserved ecosystems and protected against outside threats, stimulating ‘coevolution’ between man and the environment, a fundamental ingredient of sustainability. But insularity also means the evident added costs of access to markets which, together with territorial limits and the scarcity of basic resources, especially on small islands, hinders their socioeconomic development. These costs are even greater in the case of outlying islands, which suffer from a ‘double insularity’ in the form of both external and internal borders. For this reason, it is common for governments to establish various forms of support, from tax exemptions to the creation of permanent aid funds, like those implemented by the European Union for the outermost regions. This article discusses these aspects in the case of the Canary Islands, an example of a European outermost island region. The findings show that the support measures have not always been favourable for all the islands.  相似文献

A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in‐depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity.  相似文献

This paper deals with the cultural and educational relations between the United States and Portugal during the Cold War. It is built upon the premise that cultural policies and cultural relations between states are a fundamental part of international relations. Determining hand laterality during human evolution is important in order to identify brain hemispheric lateralization for motor tasks and, indirectly, to gain information on the complex cognitive functions of the human brain. In this paper, we present a new method for inferring handedness from lithic evidence. The study is based on an analysis of the scatter patterns of lithic remains from stone-knapping episodes. An experimental programme was carried out by 14 knappers (eight right-handed and six left-handed), ranging from individuals that had never even struck two pebbles together to individuals who were quite familiar with prehistoric tools and had some degree of practice. The results of the experiment show that the material scatter patterns of right- and left-handed knappers at group level are different, but they do overlap at certain intervals. At the individual level, the probability of falsely ascribing left- and right-handedness has also been estimated. In addition, we have adapted this method to be applied to the archaeological record. In this case, only well-preserved knapping events with no post-depositional alterations can be used to assign left- or right-handed knappers, with the former being more reliably detected than the latter.  相似文献

Strengthening social, economic and territorial cohesion is a central objective of the European Union (EU) and the Structural Funds reflect the main financial effort of the EU to pursue this goal. So far we have gone through four programming periods; to what extent the EU Funds have become more effective in promoting growth and reducing the disparities between EU Member countries is a matter of concern. We investigate the existence (or not) of learning effects and efficiency improvements following the reforms of Regional Policy. The study is applied to data from EU regions (EU12) in the most recent programming periods where data are available. The results suggest an improvement of the Funds efficiency in growth in 2000–2006 when compared to the previous programming period. Moreover, the returns from investments of Funds tend to be higher in richer, higher-educated and more innovative regions. Finally, the Cohesion group has not been able to transform the large transfers received into additional growth.  相似文献

In the great civilisations of the past, shapeshifting promised a restoration of order in turbulent times in return for the deference of loyal subjects. It was a strategy of the powerful to maintain advantage and could also be used to bind opponents to an undesired form. This study finds its resonance in the contemporary shapeshifting that is the supposed transition from the fossil fuel economy. With reference to the fusion of oil, grain and sugar companies in Brazil's ethanol sector, it explores how amidst economic, environmental and political insecurity these “old villains” of the carbon economy have fused and emerged as the “new heroes” of the green economy. Accounts of dissenting rural subjects, however, unveil the mythical nature of avowed social gains from this shapeshifting. Amidst rural conflict and a successive weakening of regulation, it becomes evident how their petrification, in a metaphorical and increasingly literal sense is required.  相似文献
