Neoliberalisation from the Ground Up: Insurgent Capital,Regional Struggle,and the Assetisation of Land

In this paper we argue that “assetisation” has been a central axis through which both neoliberalisation and financialisation have encroached in the post‐Fordist era. We focus on the mobilisation of land as a financial asset in northwest England's former industrial heartlands, offering an account of how property developer the Peel Group came to dominate the land and port infrastructure of the region through aggressive debt‐led expansion and, in particular, a hostile takeover of the Manchester Ship Canal for its land‐bank. In doing so, we illustrate how the capture of resources, especially land, by private corporations has shaped both substance and process of neoliberalisation from the ground up. By focusing on transformative struggles over land we contribute to research agendas attempting to understand the systemically dispossessive nature of assetisation, its relationship to fictitious capital formation, and the way such neoliberalising transformations are produced through grounded and situated socio‐spatial struggles.     

Context and the role of policies to attract foreign R&D in Europe

This paper explores the effectiveness of policies ‘in’ attracting the foreign research and development (R&D) of multinational enterprises (MNEs) to specific countries in Europe. We develop a macroeconomic investigation covering 29 European countries during the period between 1990 and 2012 in order to address: (a) whether the provision of direct financial support for business R&D is effective for the attraction of foreign R&D; (b) whether direct support is more effective than indirect support for this purpose and (c) whether the link between direct financial support for business R&D and the foreign R&D of MNEs is conditioned by the context within which the support is provided. The results of the analysis show that, first, the provision of direct financial support is generally effective for the attraction of foreign R&D by MNEs. Second, direct support for business R&D is more effective for this purpose than indirect support. Third, the provision of direct financial support for business R&D yields greater returns in contexts that are more socio-economically suitable for knowledge-intensive, innovative activity.     

The transformation and future prospects of Europe's defence industry

Europe's defence industry has evolved by transforming itself from a collection of nationally oriented firms to one dominated by two giants. Stimuli external and internal to the European Union (EU) are responsible for this development. After describing the evolution of this sector since the end of the Cold War, the authors present four factors that played key roles: developments within the United States' defence industry; the impact of technology and defence economics; general economic restructuring within the EU together with nascent defence industrial policy; and progress towards the creation of a European Security and Defence Policy. While the evolution required all four factors, the EU played a critical and under–appreciated economic and political role in the changes that have transformed the European defence industry, and is now positioned to continue to shape this process.     

Nation‐building through discourse theory

Abstract. The article sets out to demonstrate the value of discourse theory for studying nationalism as an ideology. It looks at the debate surrounding the concept of discourse and its manifold meanings before examining Laclau and Mouffe's discourse theory, with particular reference to the concept of hegemony and the influence of Gramsci on their work. This leads to a discussion of the relevance of discourse theory to a study of nationalist ideology, especially the antagonistic dynamic between nation‐state and minority nationalisms. Not only does discourse theory serve to embed the omnipresence of ideology within a useful hierarchy of mega and micro discourse, but it also provides a conceptual toolbox for analysing nationalist ideology at the empirical level.     

The Basis of Union: New Zealand Baptists forge a Denomination in the 1940s

This essay examines a crucial period in New Zealand Baptist life. During the 1940s Baptist leaders sought to establish a more centrally organised denomination than had previously existed. Motivated by a desire to position Baptists closer to the mainstream of Protestant religious life, this centripetal dynamic was tested by a cluster of crises and debates. Some of these reflected theological tensions that had been present in the denomination for decades. Others, more immediate and linked to particular personalities, exposed key issues of control and authority. The leadership of the largest church, Baptist involvement in the Ecumenical movement, and the principalship of the theological college were contested. Despite the considerable potential for division, the outcome was a more connectional denomination, able to maintain unity under stress, though one not as centrally driven as some in the Executive desired.     

Interpreting the expansion of sea fishing in medieval Europe using stable isotope analysis of archaeological cod bones

Archaeological fish bones reveal increases in marine fish utilisation in Northern and Western Europe beginning in the 10th and 11th centuries AD. We use stable isotope signatures from 300 archaeological cod (Gadus morhua) bones to determine whether this sea fishing revolution resulted from increased local fishing or the introduction of preserved fish transported from distant waters such as Arctic Norway, Iceland and/or the Northern Isles of Scotland (Orkney and Shetland). Results from 12 settlements in England and Flanders (Belgium) indicate that catches were initially local. Between the 9th and 12th centuries most bones represented fish from the southern North Sea. Conversely, by the 13th to 14th centuries demand was increasingly met through long distance transport – signalling the onset of the globalisation of commercial fisheries and suggesting that cities such as London quickly outgrew the capacity of local fish supplies.     

James McNeill Whistler in Chile: Portrait of the Artist as Arms Dealer

The colorful and controversial life of American artist James Abbott McNeill Whistler took many twists and turns. One of the most dramatic and least explicable of the turns came in 1866, when he traveled to Valparaiso, Chile. Generations of Whistler biographers have been puzzled by the reasons for this sojourn, but a recently discovered collection of documents provides significant clues for solving the mystery. Whistler, it seems, had become involved in a scheme to provide weapons to the Chilean navy in a war against Spain. The scheme turned into a fiasco, dashing Whistler’s hopes of handsome financial profits, but his weeks in South America significantly shaped his development as an artist.

Why get involved? Finding reasons for municipal interventions in the Canadian music industry

This article investigates the role of Canadian municipal governments in relation to the development of music industry policy. It examines two attempts by Canadian cities (Calgary and Toronto) to develop municipally based music policies. Both cases are examined in context of the policies of other levels of government in Canada, where municipalities have not generally played a significant role in addressing the music industry. Historically, music industry policy has been a concern of federal government policies. The article addresses how this creates a particular conception of the industry and the extent to which municipal policies need to challenge this in order to be effective. Further, the article examines some of the other factors that constrain and shape the ability of Canadian municipalities to intervene in this field.
