Rationality and Decision-making in Australian Federal Government

The predominant view is that decision-making in Australian government is based on politics rather than rationality. This paper argues that while decisionmaking continues to exemplify incremental analysis, it does not for the most part exemplify incremental politics, that is, acts of negotiation, compromise and bargaining or 'partisan mutual adjustment'. This is the case for three reasons: decision-making conforms to models of rationality; the technical nature of most policy issues is amendable to rationality; and relationships between departments have grown more consensual since the 1970s.     

CONSTRUCTION OF THE KHOJA ZAYNUDDIN MOSQUE: USE OF ANIMAL GLUE MODIFIED WITH URINE*

As part of an ongoing project at the World Heritage Site of Bukhara, we investigated the glue used in the construction of the Khoja Zaynuddin mosque. Analysis by a range of techniques confirmed that it consisted of a collagen‐based glue. However, the glue contained many non‐protein constituents. The presence of lipid material suggests that the glue was produced by a relatively unsophisticated process. More surprisingly, various marker compounds of urine were found. Study of the viscosity of a mixture of a modern collagen‐based glue and urea showed that the presence of urea at a concentration typical of human urine reduced the viscosity of the glue, thus improving its spreading characteristics and enabling its use at a lower temperature. Whilst the advantages of adding urea to glue were known to craftsmen in Europe and America in the 19th century, it would appear that the builders of Bukhara were aware of the technique, using less pure components, at a significantly earlier date.     

TORCS IN EARLY HISTORIC SCOTLAND

Summary Torcs are a prominent element in the Gododdin poem from Early Historic Scotland. This is intriguing as the archaeological evidence for torcs is much earlier. Examination of references to torcs in the poem shows that they were important status symbols worn by the entire war band. Archaeological evidence shows that gold torcs were worn in this area during the Iron Age, and in the early Roman period torcs occur on both native and Roman military sites. Some examples on Roman sites seem to be linked to the ala Petriana, an elite cavalry unit. As the poem is concerned with another elite cavalry group whose ancestors interacted with the ala Petriana the poetic prominence of torcs was probably influenced by this. Sculptural and hoard evidence confirms the use of torcs in Early Historic Scotland and reinforces both the idea of Roman influence and the link with cavalry.     

Money talks: banknote iconography and symbolic constructions of Scotland

ABSTRACT. It has become common for scholars of nations and nationalism to use banknotes, coins and postage stamps as passing examples of everyday objects expressive of nationalism. Until recently, however, it has been less common for these objects to form the focus of empirical enquiries that substantiate their contribution to the creation and transmission of national symbolism. This article addresses this lacuna through an empirical investigation of over 300 years of Scottish banknote iconography. In their symbolic content, banknotes are shown to be amenable to the service of both national and non‐national political agendas. To explain this phenomenon, we advance three interrelated arguments. First, we contend that variations in banknote iconography reflect the different political contexts in which notes were produced and the distinctive loyalties and customer constituencies of the banks that issue them. Second, we argue that changes in banknote imagery reflect changes in the scale of their circulation. Third, we argue that Scottish banknotes have always included iconography that constructs the image of the bank and advertises its reliability, often through association with national images. The article concludes by addressing Scotland's place in wider understandings of the iconographic power of banknotes.     

MARKETING VANCOUVER'S SERVICES TO THE ASIA PACIFIC

Over the last two decades the metropolitan Vancouver economy has evolved from its traditional role as a provincial higher-order service centre to a place in a network of increasingly interdependent cities of the Pacific Rim. Exports of producer services from the metropolitan region to destinations in the Asia Pacific are supported by a number of government initiatives and are expanding. Results of a survey undertaken by the authors of 251 producer service firms are reported. The findings focus on the extent and destination of producer service exports to the Asia Pacific and the marketing approaches adopted to further these economic ties. Implications of the findings for public-sector policy are considered.
Au cows des deux dernières décennies, L'économie du Vancouver métropolitain a évolué de son rôle traditionnel de centre provincial pour services sophistiqués à une position dans un réseau marqué par une interdépendance croissante des villes du 'Pacific Rim.' Dans la région métropolitaine, les services à la production sont de plus en plus exporté vers I'Asie orientale et les efforts à cet égard sont appuyés par un bon nombre d'initiatives gouvernementales. Les résultats d'un sondage entrepris par ies deux auteurs sur 251 entreprises de services à la production sont rapportés. Les constatations se concentrent sur l'éendue et la destination des exportations des services à la production, et aussi sur les approches de marketing adoptées pour renforcer ces liaisons économiques. Deplus, les implications de ces constafations sur la politique du secteur public sont considérés.
