This paper considers the gendered organisation of narration in Joseph Conrad's Heart of Darkness. It is argued that the text fictionalises its audience as an exclusively masculine community of readers, bounded together by shared interests and commitments. The discursive construction of preferred reading positions is critically examined with reference to the mobilisation of discourses of cannibalism and representations of femininity in the text. It is argued that positive evaluations of the text, as a critique of imperialism or a commentary on the human condition, are problematised by consideration of the gender values inscribed in the texture of the narrative.  相似文献

This paper examines variations in local unemployment rates within metropolitan Adelaide and relates them to patterns of residential segregation, selection and allocation processes in rental housing and variations in accessibility to job opportunities. Adult male unemployment rates are highest in the inner and older suburbs characterised by areas of cheap privately-rented accommodation. Adult female and junior unemployment rates are generally highest in outer suburbs with high percentages of dwellings rented from the South Australian Housing Trust, and remote from job opportunities. Implications for housing, metropolitan planning and transport policies are considered. Although in the absence of an overall increase in the demand for labour such policies may be regarded as merely ameliorative, they are still worth pursuing if the opportunities to do so arise.  相似文献

This article reports on multiple regression analyses of unemployment rates in the local government areas of Sydney and Melbourne which show that the spatial inequalities in unemployment risks may be greater in Sydney than in Melbourne. This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken‐for‐granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer‐grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over‐neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities.  相似文献

In Australia, the Commonwealth and State governments are increasingly devolving natural resource management (NRM) responsibilities to regional bodies. This move has led to the development of regional NRM plans. Native vegetation and biodiversity conservation, along with soil, pasture and water resources, are key components of the regional NRM plans in Queensland's extensive rangelands. This paper outlines and applies a set of criteria for evaluating the native vegetation and biodiversity content of accredited regional NRM plans for Queensland's rangelands. The evaluation showed considerable variation in the comprehensiveness of the information and knowledge base and management action targets among plans, including the poor articulation of impacts of excessive grazing pressure on biodiversity. The NRM plans lacked effective integration of natural resource, native vegetation and biodiversity conservation targets and actions. Several regions had too many biodiversity targets, many of which were poorly integrated. This is symptomatic of a limited understanding of rangelands as ecological systems and the lack of an integrated planning framework. We conclude regional NRM planning is not a ‘silver bullet’ for biodiversity conservation in the rangelands, but rather, it is the beginning of a long road to address complex, multi‐scale problems at a regional level.  相似文献

Divided party government has become a frequent occurrence in both the United States and Australia in recent years. In the United States, Morris Fiorina has argued that this result is intentional on the part of the voters, who do not fully trust either party to govern by itself. We test this theory in both the United States and Australia by comparing the voting patterns of those who prefer divided versus united party government. It is hypothesised that Fiorina's theory will actually work better in Australia than in the United States, due to the presence of a strong party system as well as a voting system for the Australian Senate that facilitates strategic voting on behalf of small parties. Indeed, near-identical logistic regression models demonstrate that Australians' attitudes about divided government are a very significant predictor of straight-ticket voting even when a host of other factors is controlled for, whereas in the United States such attitudes are insignificant.  相似文献

The Australian federal Labor government initiated and administered over a period of four years a Community Cultural, Recreational and Sporting Facilities Program, supposedly with priority funding to disadvantaged groups. This program has recently been the subject of considerable public controversy with allegations of maladministration and political bias. This paper examines the program for objective evidence of political bias and finds that priority funding appears to have gone to government-held marginal electorates rather than disadvantaged groups. While first acknowledging the normal scientific caveat that absolute proof is not possible, the results here are strongly suggestive of political bias in the allocation of funds and supportive of the pork-barrelling hypothesis.  相似文献
