September 15, 2013, marked the 50th anniversary of the 16th Street Baptist Church bombing in Birmingham, Alabama, USA. The bombing remains one of the most infamous events in the history of white supremacist violence in the United States. While conventional accounts of the event and its aftermath often consider the legal restructuring of the US state following the passage of subsequent Civil Rights legislation, little has been written about the transnational significance of Birmingham in shaping the character of US power abroad. This article argues that memorialisation and cultural architecture of Birmingham represent a significant crucible forging a particular style of liberal empire. Tracing a cultural genealogy of Birmingham through the writings of former Secretary of State and National Security Advisor Condoleezza Rice and famed scholar-activist Angela Davis, I demonstrate how Birmingham, as a site of historic black struggle, has been remembered alongside the place-making of empire.  相似文献

Despite rapid economic growth and massive inflows of aid, rural poverty in Mozambique is worsening. Agricultural production and productivity have not increased in the last decade. Use of chemical fertilizers and other modern technology is at a low level and decreasing. The present development model emphasizes that the role of government and donors is to provide human capital and infrastructure, while the private sector is responsible for economic development and ending poverty. The most recent national surveys confirm what is being seen elsewhere in Africa — that this non‐interventionist strategy does not raise agricultural productivity or reduce poverty. While 80 per cent of Mozambique's population is engaged in agriculture, this sector contributes only 20 per cent of GDP. This suggests that investments in agriculture are likely to generate pro‐poor growth, both to rural and urban dwellers. This policy failure is increasingly recognized, but donors and government have invested too much political capital in the current policy to change easily.  相似文献

This article applies the theory of “conditional party government” (CPG) to the interaction between the majority party and the Appropriations Committee in the period following the Republican Revolution of 1995. We extend the analysis of Aldrich and Rohde (2000b) by examining how actions within the committee have changed over time and analyzing whether behavior and outcomes continue to match the expectations of CPG theory, particularly with respect to the times in which power in Congress switched from the Republicans to the Democrats and back. The conditions of the CPG theory continued to be met so that we can continue to test the theory's predictions. We show that following the Republican Revolution, the role of the party remained paramount and the party leadership maintained its influence over the direction of policy. While in the majority, both parties used the Appropriations Committee as a vehicle for policy change and the party leadership monitored committee actions, either by blocking policy shifts away from what the majority party wanted or facilitating changes in the desired direction.  相似文献

On 25 February 1999, Guatemalans received the much anticipated report of the United Nations-sponsored Commission for Historical Clarification (CEH), Memory of Silence, which detailed wartime atrocities and decades-long American support of the Guatemalan army. This document followed the earlier release of the Catholic church's own REMHI report (Recuperation of Historical Memory Inter-diocesan Project), Guatemala: never again . Using the recently released reports and databases of the CEH and REMHI, we explore the significant use of testimonio as a tool of shared witnessing, collective remembrance, and individual recollection of the special brutality directed against Maya women. Through testimonio, the outcomes of visible and invisible terror and violence in Guatemala are articulated as personal, social and geographic spaces of terror, all of which are gendered and racialised. With the civil war officially over, Maya women of Guatemala see the spaces of terror diminish. Given debates over testimonio, however, the grounds for assault and denial remain fertile.  相似文献

This article examines the experiences of individuals in romantic relationships that crossed ethnic, religious or racial lines in post-World War II Australia. Using interviews from the Australian Generations Oral History Project, supplemented by archival and newspaper material, this article examines how broader changes in immigration and the cultural make-up of Australia in the second half of the twentieth century impacted individual Australians, influencing who they could desire, court and love. Through the narration of intimate life stories, this article attempts to capture the emotional experience of individuals whose relationships, while made possible by national policy decisions, still tested and breached social norms and cultural expectations at the personal and familial level.  相似文献
