Relatively little is known about the possibilities and limitations of voluntary public programs. The so-called 33/50 Program for reducing releases of certain toxic chemicals into the environment provides a useful instance for examination. In an investigation of toxics-reduction outcomes, with states as units of analysis, economic and policy variables help to explain the results. In particular, channels and approaches used In communicating policy intentions are related to outcomes. The animal remains found at the fourteenth–fifteenth century Hof van Leugenhaeghe are crucial to reconstruct the life of the noble inhabitants, as all buildings were destroyed with the construction of a later estate on the property called the Blauwhof. The diet confirms the high social status of this nobility with the suspected consumption of pig skulls, a possible sign of wealth in late-medieval Flanders. Other signs of a noble diet are found as well: juvenile cattle, a diverse spectrum of game, partridge and grey heron. The observed pattern of a wealthy diet is consistent with the zooarchaeological assemblages found at other noble sites in late-medieval Flanders. 相似文献

Despite sustained attention to the role of stakeholders in policymaking—both in legislative and regulatory venues—we lack a systematic understanding of whether and when stakeholders wield influence over decisions. This is particularly true regarding state-level rulemaking in the United States, which has become an important venue of policy action as federal policymaking is increasingly stymied. Although the specifics of the rulemaking process vary to some degree across states, determining whether common patterns of stakeholder influence exist across states and issue areas can advance our understanding of regulatory institutions more broadly. This study contributes to the growing body of scholarship on state-level rulemaking by analyzing the ways in which stakeholders participate in rulemaking processes and the effects on rulemaking decisions of such participation in three policy domains across five states. We find that while industry may be influential during rulemaking across cases, consequential opportunities for non-industry stakeholders to influence regulatory decisions also exist. 相似文献

There is more woodland in Britain now than for many centuries and considering many international climate change mitigation policies, woodland cover, both in Britain and internationally, is being promoted. However, neither the management of existing woodlands nor their expansion should be at the expense of important archaeological evidence. Due to the large number of known archaeological sites, the large areas of land with uninvestigated archaeological potential and the expanding woodland cover, suitable mitigation strategies need to be developed to allow preservation in situ of important sites. An understanding of how woodland soils and the buried archaeological resource interact is, therefore, essential. This paper utilises ongoing environmental research into the mineral weathering rates in forest soils and considers its application to artefact preservation. The study concludes that soil water pH, its movement, and the saturation of dissolved ions in the soil solution are major factors determining both mineral and artefact longevity. A simple guide to artefact longevity based on these properties is proposed and a geochemical model for predicting loss is tested. These tools could be applied to any soil or individual horizon irrespective of land-use. 相似文献

China's South–North Water Transfer Project (SNWTP) is a vast and still expanding network of infrastructure and institutions that moves water from the Yangtze River and its tributaries to cities in North China. This article aims to assess the SNWTP's impacts by beginning to answer seven questions about the project: How is the management of the SNWTP evolving? What are the problems to be resolved when managing SNWTP water within jurisdictions? What are the status and management of water quality in the SNWTP? What are the consequences of resettlements caused by the SNWTP? How is increased water supply affecting regional development? Is the SNWTP achieving its stated environmental goals? What are the sustainability credentials of the SNWTP? Drawing on primary and secondary data, the article demonstrates both that the opportunities and burdens characterising the project are highly uneven and that management systems are evolving rapidly in an attempt to enforce strict water quality targets. Furthermore, while the SNWTP may be helping to resolve groundwater overexploitation in Beijing, it is highly energy intensive, raising questions about its sustainability. Our analysis highlights the need to continue to interrogate the socio‐economic, environmental, and political implications of such schemes long after they are officially completed. 相似文献

Research on the process of policy change often involves a direct or indirect analysis of the roles of policy entrepreneurs and the mass media. In Colorado, beginning in 1998, twelve communities decided to obtain water rights for recreational in-channel purposes such as kayaking and whitewater rafting. These water rights stirred political controversy within some communities in Colorado related to spending public money, appropriate uses of water, and the role of recreation in local economies. Using a comparative case study research method, this research analyzes the role that policy entrepreneurs and local media coverage of recreational water rights played in initiating policy change in local communities. The most critical finding from this study is that in communities where citizens acted as policy entrepreneurs there was more controversy, less positive media coverage, and more media coverage early in the process. This case contradicts the assumption that local media coverage helps to highlight policy problems within communities. It supports the idea that experts wield higher levels of influence than citizens in promoting policy agendas. 相似文献
