During the last two years travel agents have changed from being relatively unregulated (outside New South Wales) to regulated in terms of licensing and compensation fund membership requirements. Why has this happened during a period when political debate has centred on deregulation? It is a premise of this paper that arguments in favour of deregulation rest on an image of the State as a prison for private entre‐preneurship; and arguments in favour of regulation rest on an image of the State as a protector of the consumer and public interest Both images are superficial and belie the nature of State‐capital‐consumer relationships and ideologies. Underlying each are rationalist assumptions which suggest that the State and industry are static, ahistorical objects; that governments have unambiguous intentions; and that regulation and deregulation are always successful. Each of these assumptions is questioned. By focusing on a history of travel agency regulations, this paper endeavours to uncover that which these images obscure in the deregulation debate.  相似文献

Constitutional designers often construct political institutions to provide greater autonomy to ethnic minority groups. One tool available to constitutional designers is ‘ethnic gerrymandering’, where the boundaries of local government units are altered to provide greater representation to minority groups. This paper analyses the effects of changes in the ethnic composition of municipalities, which occur as a result of ethnic gerrymandering, on ethnic party behaviour. I compare ethnic party behaviour in local elections in the Republic of Macedonia from 2000 to 2013. I expand on a theory initially proposed by Sherrill Stroschein linking ethnic demography to ethnic party behaviour. I find that changes in the ethnic composition of municipalities influence whether rival ethnic parties engage in outbidding or whether ethnic communities unite behind a single ethnic party. My findings have important implications for those tasked with designing political institutions in ethnically divided societies.  相似文献

This article draws on the perspectives of students and organizers involved in recent iterations of the Model Arctic Council (MAC), an experiential learning simulation designed to expand students’ knowledge and understanding of the Arctic and its governance. While much of the discourse related to simulations such as the MAC emphasizes its pedagogical and networking benefits, this article leverages participant-based ethnography to argue that the MAC also affects multi-track diplomatic outcomes in addition to serving as a site for diplomatic engagement. Applying an interpretive approach driven by the onset of practice-tracing in international relations, we demonstrate that the MAC both produces and constitutes diplomacy. Such a reimagination elevates the diplomacy of non-state actors and exposes false binaries between state diplomacy and non-state diplomacy.  相似文献
