Fitting Constrained Poisson Regression Models to Interurban Migration Flows

This paper demonstrates the effects of fitting singly and doubly constrained spatial interaction models using the Poisson regression approach. A large data set containing migration flows between labor market areas in Great Britain in 1970–71 is used. The results of fitting unconstrained, singly constrained, and doubly constrained models are compared with respect to goodness of fit and the interpretability of parameter estimates. The addition of other explanatory variables to the model is also explored.     

Popular Presidents Can Affect Congressional Attention,for a Little While

Does the president have the ability to set the congressional agenda? Agenda setting is a prerequisite for influence, so this is an important element in understanding presidential–legislative relations. We focus on the State of the Union address and show that popular presidents can, indeed, cause Congress to shift attention to those topics most emphasized. The impact is tempered by divided government and time, however. No matter the state of divided government, however, popular presidents can direct congressional attention, at least for a little while. Unpopular presidents, by contrast, are irrelevant.     

Policies for Biodiversity Conservation: The Case of Sub-Saharan Africa

Why does biodiversity conservation matter, and what can be done about it? The article discusses the options in the case of Sub-Saharan Africa, drawing on the results of a Darwin Initiative project on the ecology and economics of biodiversity conservation in the continent. It uses the case of Sub-Saharan Africa to illustrate both the consequences of biodiversity loss and the constraints within which policy-makers operate. To most people the biodiversity loss that matters is not the global extinction of species, but the effects of local change in flora and fauna on watershed protection, soil conservation, habitat, productivity and amenity. For this reason, biodiversity conservation concerns even the poorest communities. But because poverty, indebtedness, insecurity of land tenure and other social conditions affect the way in which people respond to incentives, the policy options for biodiversity conservation may be different in different parts of the world.

Huerequeque: An inland outpost of the Initial Period Sechín Alto Polity in the Casma Valley of Peru

The Sechín Alto Polity effectively controlled the Casma Valley zone on the Peruvian north coast during the Initial Period (2100–1000 cal b.c.) through an inclusive administrative strategy whereby large inland centers and their component monumental architecture served specific, complementary functions within the polity. Smaller satellite sites established on the coast insured a supply of marine protein to the inland agricultural centers. The political strategy of the Sechín Alto Polity also included expansion inland to colonize the mid-sized site of Huerequeque at a key location in order to annex abundant agricultural land, to access a trade route to the highlands, and to extend and define the eastern Sechín Alto Polity boundary farther. Huerequeque is unique, however, because of its distinct cultural heritage, and excavations there have made it possible to examine the process through which the expanding polity established an administrative presence, imposed Sechín Alto Polity practices, and eventually abandoned the site. More broadly, elucidating this process is critical to a better understanding of the development and expansion of complex societies.     

"Fitter families for future firesides": Florence Sherbon and popular eugenics

In the 1920s, eugenicists adapted public health contests to create "Fitter Family for Future Firesides" contests. Designed by Mary T. Watts and Dr. Florence Sherbon, these contests were deliberately staged at agricultural fairs. These contests encouraged families to re-imagine their histories as pedigrees subject to scientific analysis and control, while appealing to a deeply rooted sense of nostalgia for the rural family as the nation became increasingly urban, as rural children left farms, and as the culture of the Roaring Twenties challenged "traditional values". As such, the fitter family contests fused nostalgia for the farm family with a modernist promise of scientific control.
