This paper proposes an a fortiori case study method of testing Bachrach and Baratz's 1962, 1963, 1970 well-known hypotheses about the second face of power. This face of power is allegedly characterised by exclusionary agendasetting; elites exclude the interests and demands of the poor from the policy agenda. A working assumption of the paper is that exclusionary agenda-setting may be quite infrequent. If we can specify the conditions under which it is relatively likely to occur, and then investigate cases which meet most or all of these conditions, we may be able to discover the minimum set or sets of conditions which have to be met. We could then make a fortiori inferences about other less stringent sets of conditions under which it would rarely if ever occur.  相似文献

Immigrant settlement patterns are inherently more dynamic and diverse than those observed at the time of the census. In particular, it is likely that the intended settlement pattern (the destination stated to immigration officials at the time of entry) differs from the initial settlement pattern (the actual settlement location). At best, previous research has relied upon census data to illuminate these patterns, but only allowing a rough estimate of the dynamics of the system. As a result, spatial adjustments to the settlement process are only partially understood, with limited distinctions between recent and earlier arrivals, those who settled after a series of moves, or those that did not move at all after arrival. Using the recently released Longitudinal Survey of Immigrants to Canada (LSIC), this article examines differences in the evolution of the settlement pattern of immigrants in their first 6 months in Canada, potentially illuminating differences between the intended and initial settlement patterns. The advantage of this file is its longitudinal nature, allowing settlement location of the same individuals to be traced over time. Results suggest that while mobility is high among the newest arrivals, the intended and initial destinations are largely equivalent.  相似文献

Our aim in this paper is to examine the ways in which electronic gaming machines (EGMs) redistribute resources to and from three remote towns in the Northern Territory (NT), namely Katherine, Tennant Creek and Nhulunbuy. We describe EGM expenditure levels in each town at the level of the individual venue, examine patterns of socioeconomic status within each town, explore the ways in which EGM markets are racialised through venue gate‐keeping practices and spatially‐based alcohol regulations, and examine the effects of resource redistribution mechanisms designed to return a proportion of EGM profits to host communities. The ability of venues to draw resources from extremely disadvantaged groups from the remote periphery is of central concern when attempting to assess the societal consequences of gambling in remote towns, both in terms of individual harm and the adequacy of resource redistribution. Existing mechanisms for resource redistribution are both selective and relatively meagre, pointing to a political and racial economy of EGM gambling that transfers resources from remote towns to sites of centralised ‘white’ power. We conclude that political economy in the context of remote NT towns may not be understood outside a consideration of racial economy and the way that constructed notions of race operate to legitimate existing processes of economic exploitation and resource redistribution.  相似文献

It is becoming increasingly apparent that, in order to understand a range of socio-economic outcomes, research needs to be focused on a multi-dimensional approach that accounts for individual characteristics and behaviours together with locality and activity within space and place. Within labour market analysis there is a need to situate empirical analysis within a conceptual framework that considers both the assets of individuals within the labour force and the social and local labour market contexts in which they find themselves. Using a broad notion of employability, this paper develops an analysis of unemployment in Australia's metropolitan labour markets. Specifically it uses a combination of individual survey data and aggregate labour market data to consider the associations between these multi-level factors. It finds that, while individual characteristics are important in understanding unemployment in metropolitan areas, it is equally the case that the strength of spatially distinct labour markets also plays a role. The paper reaches the conclusion that, while contemporary labour market policy tends to focus on individual characteristics, there is a need to widen the policy understanding of labour market outcomes so that other broader contexts, including the impact of space and place, are also seen as being influential.  相似文献
