International economic power (the ability to shape rules of global economic conduct) needs to be understood in terms of the interactions between rule‐makers and rule‐takers in the global economy. Attempts to reshape development paradigms through interventions during financial crisis have been highly significant for the domestic political economy of the developing world. In the 1980s and early 1990s, the primary question was how much countries would liberalize in response to financial crisis. Reactions to the crises of the late 1990s in Asia and Latin America were more varied. This article explores domestic political responses to crises in both regions in the 1980s and late 1990s. It argues that countries are finding it increasingly difficult to trump domestic political pressure for change with arguments about technocratic necessity. Popular pressure is pushing governments into new experiments in economic nationalism, not a radical rejection of global economic integration, but a reshaping of relationships in an attempt to secure national interests and, in some cases, to devote more resources to welfare. Experiments to date are modest, but could presage more significant change in the future.  相似文献

Site F2 in the Timna Valley, Israel, is a small copper smelting site of ‘primitive’ technology, dated by its excavator to the Pottery Neolithic (sixth to fifth millennium bce ). This early date challenges the common view of the beginning of smelting technology in the Levant and has been contested by various scholars since its publication. In this study, we present results of archaeointensity experiments conducted on slag fragments from the site. The slag yielded an excellent ancient geomagnetic value (64.1 ± 1.1 μT) that, when compared to the Levantine master curve, suggests an age not older than the second millennium and most probably between the 13th and 11th centuries bce . In addition to demonstrating the applicability of geomagnetic archaeointensity experiments to independent dating of slag, we discuss the implications of the current results for the socio‐historical picture of the Timna Valley, and in particular for the way in which technological developments were previously modelled in the archaeometallurgical research on the region.  相似文献

This paper explores the perceptions of drought by residents in outback South Australia and their associated responses to the drought. Behavioural Geography methodology is used with data drawn from interviews with pastoralists, business owners, and residents of small outback towns and Aboriginal communities. Although they were not resident in the region, the perceptions of tourists were also garnered. The results show that perceptions varied between the groups of people interviewed. Outback residents contrasted their own frugal water use with reports of wasteful behaviour by foreign tourists. Local inhabitants were largely ‘accepting’ of the drought, having survived worse droughts in the past and over many years. They were therefore of the sentiment that they would cope with future droughts. Despite the sentiments of acceptance, the dropping groundwater levels and continued lack of rainfall were leading to growing concerns for the future. The concerns point to a boundary to community resilience to drought in outback South Australia.  相似文献

Political protest in Europe and the problematic politics surrounding bank recapitalization in the US have raised growing concerns about the rise of populist politics. Populist politics is problematic in its search for simplistic solutions to complex problems, its disdain for institutions and its political ambiguity. Nonetheless, the rise of populist mobilization also points to genuine concerns about the functioning of democracy. The politics of financial regulation has been dominated by a narrow, utilitarian and technocratic mode of policy-making that has tried to limit public debate, favouring an expert discourse which privileges questions of efficiency over questions of distribution. This article explores the distributional issues at stake in banking recapitalization (particularly questions about the returns governments receive for their investment) and regulation (through an exploration of the financialization literature). It argues that, while populist appeals to 'the people' are too ambiguous to be helpful, given the complexity of the interests at stake in financial regulation, there is a need for a wider and more democratic debate about financial regulation that pays greater attention to distributional issues. Populist mobilization can create pressure for debate, even if it presents few solutions. As a result, we should be wary of moves to shift too much regulation to the international level where populist mobilization is less effective.  相似文献

This article takes the 50th anniversary of the Treaty of Rome as an opportunity to reflect upon half a century of academic discourse about the EU and its antecedents. In particular, it illuminates the theoretical analysis of European integration that has developed within political science and international studies broadly defined. It asks whether it is appropriate to map, as might be tempting, the intellectual ‘progress’ of the field of study against the empirical evolution of its object (European integration/the EU). The argument to be presented here is that while we can, to some extent, comprehend the evolution of academic thinking about the EU as a reflex to critical shifts in the ‘real world’ of European integration (‘externalist’ drivers), it is also necessary to understand ‘internalist’ drivers of theoretical discourse on European integration/the EU. The article contemplates two such ‘internalist’ components that have shaped and continue to shape the course of EU studies: scholarly contingency (the fact that scholarship does not proceed with free agency, but is bound by various conditions) and disciplinary politics (the idea that the course of academic work is governed by power games and that there are likely significant disagreements about best practice and progress in a field). In terms of EU studies, the thrust of disciplinary politics tends towards an opposition between ‘mainstreaming’ and ‘pluralist versions’ of the political science of EU studies. The final section explores how, in the face of emerging monistic claims about propriety in the field, an effective pluralist political science of the EU might be enhanced.  相似文献

Collaborative research partnerships between academic anthropologists and host or descendant communities are becoming more popular in anthropology. The reviewed books demonstrate there are different understandings of what collaboration means for professional identities and expertise across subfields. Therefore, such partnerships are unlikely to promote cross-subfield integration. Nevertheless, while their collaborative styles diverge, the reviewed authors are motivated by a shared interpretation of disciplinary responsibilities and opportunities that emerges from anthropology's longstanding commitment to fieldwork and also reflects post-World War II historical transformations. Their shared interpretation raises challenging questions for the discipline at large about professional practices like evaluation.  相似文献
