Strategic planning, as developed in the military and business sectors, offers a procedural model with important differences from the earlier comprehensive approach. Economic and physical development strategies, often called for by national planning legislation in European countries, frequently have little in common with the model proposed by Steiner for private firms, or espoused for the public sector by Bryson and others: there appears to be confusion resulting from use of similar terms. This paper investigates efforts to employ at least the major features of strategic planning in two institutionally and culturally different contexts, nearly half a world apart. In Bergen, Norway, these principles have informed economic development planning and planning for a major district of the city. In the case of Seattle, Washington, USA, the new comprehensive plan is based on framework policies developed during a 2‐year public process, and now that the city‐wide plan is adopted, Seattle is turning to developing neighbourhood plans which will provide more operational detail for guiding public and private investments. Comparison of these two cases both provides contrasts and similarities stemming from the two different contexts, and help to evaluate the transférability of strategic planning from the private to the public sector.  相似文献

Two Norwegian researchers examine the forces alternatively driving and hindering offshore hydrocarbon development in the Russian sector of the Barents Sea. The paper describes exploration activities beginning during the Soviet period and extending to the present, the status of the major development projects financed in part with foreign capital, and conflicting regional and central government interests involved in such development. Coverage includes the emergence of Rosshelf, an oil/gas conglomerate formed to facilitate defense conversion activities of major naval shipyards. Critical to analysis of the projects' potential is assessment of alternative gas supplies and energy development strategies. The Thabeikkyin earthquake (moment magnitude scale of 6.8) occurred on November 11, 2012; its epicenter was located 25 km from Thabeikkyin Township, Mandalay Region, Myanmar. Many buildings were damaged severely during the earthquake. In this study, damage patterns of brick-nogging buildings were firstly developed, and damage grades were characterized to allow for easy classification of the damaged buildings. The damaged data of all building types in the surveyed areas were collected by classifying the four damage levels as no damage, slight damage, moderate damage, and heavy damage. To develop the damage patterns of brick-nogging buildings, damage categories were arranged into three damage grades (slight, moderate, and heavy damage). Secondly, a questionnaire survey was conducted to calculate the seismic intensities of the affected areas. Medvedev–Sponheuer–Karnik (MSK) seismic intensities for the surveyed areas were estimated by analyzing the questionnaire survey responses. Finally, fragility curves for brick-nogging buildings were constructed using the estimated seismic intensities from the survey responses combined with the damage levels. These fragility curves may be useful to assess damage to brick-nogging buildings and to predict the number of damaged buildings in future earthquakes.  相似文献

This paper assesses the prospects for Soviet gas exports to Western Europe, analyzing both supply (domestic) factors, such as gas production, consumption, and transportation, and demand (foreign) factors such as gas demand and market share. This is done using a network allocation model of the Soviet gas pipeline network (for 1985, 1990, and 1995) and a country-by-country analysis of the gas market in Western Europe. In general, the outlook for increased gas exports to Western Europe, at least to the turn of the century, is rather bleak. This is mainly due to a relatively slower rate of growth of gas demand in Western Europe than projected earlier, coupled with overcontracting of gas supplies, because the USSR has enormous gas reserves, ample production, and no major pipeline bottlenecks restricting export volumes. The development of public broadcasters’ Internet services has compelled practitioners and researchers alike to ponder public service beyond broadcasting. Yet, for public service as a key cultural policy tool, rethinking is also needed on the level of regulatory definitions. Are we witnessing a policy transformation into a media‐neutral public service concept? If so, what are the implications for the legitimacy of public service beyond broadcasting? Relating the current situation to a wider policy context, this article scrutinizes different regulatory approaches, tentatively characterized by (1) extending broadcasting, (2) adding to broadcasting and (3) demoting broadcasting. The approaches are illustrated with three cases: Norway, Germany and the UK. Assessing the different approaches, I discuss advantages and pitfalls, and the implications for the legitimacy of public service freed from broadcasting rationales. As policy actors strive to create stable conditions in an unstable situation, I argue, they should keep in mind both the risks of succumbing to details or pursuing exhaustive lists in basic definitions, and the linguistic and cultural characteristics of each polity.  相似文献

Oxygen isotope ratios (δ18O) were measured in micromilled samples of cod otoliths recovered from two Stone Age sites, one from Skoklefald, southeastern Norway and five from Skipshelleren, southwestern Norway. Discrete samples of otolith material were milled from the edge of the otolith towards the centre, each sample representing 3–4 weeks of growth. The δ18O values showed seasonal signals, covering a period 1–2 years prior to the time of capture. Isotope ratios at the edge of the otoliths, which is the material deposited at the time of fish capture, corresponded to the coldest seasonal water temperatures, in late winter or early spring. These data provide independent evidence for the season of use of the Skoklefald and Skipshelleren sites.  相似文献

Scholars have applauded and critiqued the "equity" dimensions of the four-year mayoral administration of Harold Washington in Chicago (1983–1987). Much of the debate has centered on haw to assess the progress of equity planning and implementation in specific contexts, whether it has produced concrete outcomes for poor communities, become institutionalized, or changed civic decisionmaking structures. This article attempts to capture the contested and emergent quality of equity planning in the Washington administration by examining its focus on jobs in some detail. The jobs goal–derived from neighborhood experience of economic change–became a central element of Washington's 1983 mayoral campaign and one of the key development goals of the administration. The administration pursued an array of jobs policies and programs, attempting to link economic development with employment services, hold accountable those firms receiving public incentives, retain manufacturing, and provide equitable access to city resources. By the end of Washington's first term, many economic development accomplishments had been achieved but the administration also experienced dilemmas that challenged the jobs goal and its equity potential–for example, the connection between local investment and regional and national economic policies. Consideration of the early experiences of the Washington administration in Chicago in formulating and implementing job policies and programs clarifies the difficulties of a broad-based and sustainable equity program. These lessons are particularly useful today as many low-income advocates, municipalities, and states struggle to reform workforce and economic development systems.  相似文献
