The article contributes to the smart specialization literature by presenting a new approach, connectivity analysis, where Triple Helix (TH) relations (involving universities, companies and government) are at the centre of the entrepreneurial discovery process. Relations between helices may be seen, from the point of departure of proximity, as preconditions of connectivity, or interaction, measured through expectations and experiences. This offers potential solution to two limitations of proximity approach: its static nature and narrow focus on dyadic relationships. The connectivity analysis reveals the extent of mutual expectations, as well as tensions, or gaps. Based on this analysis, the article presents a policy model that is used to map structures of networks and gaps between TH actors. It may also identify strengths, weaknesses and problems. This analysis is used as input to structured dialogues between actors in leading positions in the TH and in smart specialization policy-making and implementation. This approach may lead to policy interventions supporting entrepreneurial discoveries. The model has been developed in partnership with researchers and the Regional Council of Ostrobothnia. The article also presents this case study and demonstrates the use of the connectivity model in practice.  相似文献

This article examines processes of state restructuring and technopole formation in Finland and in the Helsinki region and takes a critical stand towards the glocal state thesis. The relationship between the nation state and the capital region cities is analysed by focusing on the implications of recent national technology, regional and economic policy measures on the Helsinki region cities and on their responses to national policies. The characteristics of new urban competitiveness policies of the Helsinki region cities are scrutinized with particular attention to the efforts of constructing technopoles as new technology-based agglomerations of research and business activities. The article concludes that the glocal state thesis is inaccurate to describe the Finnish situation as it provides a picture of the nation state that is monolithic and too rigid. In some respects, the developments in Finland have moved in an almost opposite direction.  相似文献

The objective of this article is to explore the theoretical foundations of a wicked game. The theoretical part is based on the notion of wicked problems, which is developed further. It is also illustrated that the latest innovation strategy of the European Union, called smart specialization, resembles a wicked game. Comparison between the two revealed several similarities gives new insights into the theory of wicked problems and into the process of smart specialization.  相似文献

Policy scholars have increasingly focused on collaborative and competitive relationships between stakeholder coalitions. The Advocacy Coalition Framework (ACF) in particular has directed scholarly attention toward such relationships. The ACF defines advocacy coalitions as groups of actors who share beliefs and coordinate their action. However, previous research has been inconsistent in defining and measuring coalitions, which has hampered comparative research and theory building. We present a method called the Advocacy Coalition Index, which measures belief similarity and the coordination of action in a manner that makes it possible to assess the extent to which advocacy coalitions are found in policy subsystems, whether subgroups resemble coalitions, and how individual actors contribute to coalition formation. The index provides a standardized method for identifying coalitions that can be applied to comparative research. To illustrate the effectiveness of the index, we analyze two climate change policy subsystems, namely Finland and Sweden, which have been shown to differ in terms of the association of belief similarity with coordination. We demonstrate that the index performs well in identifying the different types of subsystems, coalitions, and actors that contribute the most to coalition formation, as well as those involved in cross-coalition brokerage.  相似文献

This paper aims to contribute to the debate on the success factors of peripheral regions in the knowledge economy. It explores the viability of the knowledge-based development model for peripheral regions by examining the experiences of a follower region in Finland. The empirical case is Seinäjoki region in Western Finland which adopted a determined knowledge, research and innovation-driven development strategy in the 1980s. The article analyses the evolution of this strategy and assesses the progress and results that have been achieved until 2012. The results show that the strategy has improved the preconditions and structures for innovation, but there have been difficulties in turning these into real innovation outcomes. Peripheral regions may benefit from a knowledge-based development strategy but the development is slow and only takes place through building base capacity in the region.  相似文献

In northern Finland, near the canyon lakes of Julma-Ölkky, Somerjärvi, and Rotkojärvi, steep rock cliffs produce distinctive acoustic spaces. On these cliffs, prehistoric rock paintings (5200 to 1000 BC) as well as an ancient Sámi offering site (circa 1100 to present) can be found. Ethnographic sources describe that the Sámi used to sing and listen to echoes while making offerings there. This article presents the results of an archaeoacoustic research project that seeks to explore the role of sound in the development and use of these archaeological sites. The innovative set of methods includes multichannel impulse response recording, angle-of-arrival estimation of early reflections, spectrum analysis, digital image processing, and 3D laser scanning. On the basis of the analyses, it is concluded that the cliffs that have been painted or held as sacred are efficient sound reflectors. They create discrete echoes and, accordingly, phantom sound sources. Especially at the Värikallio cliff near Lake Somerjärvi, the sound appears to emanate directly from the painted figures. These results, together with previously unnoticed drumming figures in the Värikallio painting, provide a clue to the significance of the sound rituals at these sacred sites.  相似文献

Three groups of motifs – cervids, boats and human figures – dominate North European hunter‐gatherer rock art. The scarcity of explicit narrative scenes makes the interpretation of this art a very difficult task, but important clues can be found in a group of ‘ambiguous’ images, where the said three categories are combined in ‘unrealistic’ ways. In this paper, the prospect of an ethnographically informed approach to their interpretation is explored, using as a case study the rock painting of Pyhänpää (Central Finland) and ethnographic material drawn chiefly from Saami religion and traditional Finnish epic poetry. It is argued that the ambiguous imagery of rock art has a clear counterpart in the pre‐Christian religious tradition, where cervids and boats have a similarly ambiguous nature. The painting, which shows an elk, a boat and a human figure merged together, is interpreted as representing the shamanic flight and the sense of co‐essence between the shaman and his spirit helper beings. The making of the painting is associated with the belief that such beings lived inside specific rock cliffs and that their power could be obtained through visits to rock art sites.  相似文献
