Abstract: At the core of colonial and apartheid social engineering was a spatial strategy based on institutions and infrastructure linking together rural homesteads and villages, and mining centers and towns. In the case of the mining industry, single‐sex compounds were set up as the foundation of the infrastructure of control over black labor. In this paper we examine how various forms of control operated. We locate our contribution within the labor geography literature. We argue that it was not only state institutions and major corporations that shaped landscapes of control. In this regard we highlight the centrality of workers’ agency, specifically the way in which the National Union of Mineworkers captured the compounds and subverted the logic of employer control. However, the union's successes as well as the advent of democracy have resulted in profound changes, thus presenting the union with new challenges.  相似文献

The apartheid history of South Africa contains racial and religious discrimination, both running parallel to and supporting each other. South Africa's exodus from a society of forced religious homogeneity to one of celebrating religious pluralism adds valuable and unique patterns of thought to the promotion of religious pluralism and religious freedom. A brief history is presented of religion within the context of racial discrimination and eventual democracy in South Africa. The current plural religious demography of South Africa is presented to create a sense of the extent of diversity in the country and the extent of religious pluralism that should be considered for today. This demographical position necessitates an investigation into the current legal position on dealing with such a religiously plural state as well as the challenges it presents. This is also necessary in order to present the evolution of religious pluralism in an oppressive state to the right to religious freedom in democratic South Africa. This evolution can also serve as an example internationally to countries struggling with the issue of religious pluralism. The article is also of importance to sensitise South Africa to existing and escalating challenges against religious pluralism within the country.  相似文献

In 1898 the Russian Empire opened a consulate in Tangier, its first formal diplomatic mission in Morocco. This article examines the reasons behind Russia's approaches to the Sultanate in the wider context of Russian relations with the Arab Middle East. Russia's policy toward Morocco reflected a desire to build influence in the Arab world through ‘soft’ power - peaceful diplomacy laden with benevolent cultural and economic values. Strikingly, much Russian diplomatic rhetoric emphasized or pretended to cultural commonalities between Russia and the Middle East, focused on shared experiences of Islam, to position Russia as an influential ‘honest broker’ between Morocco and encroaching Western imperialist powers. This did not prevent France's establishment of a protectorate in 1912, but Russian goals in Morocco remained consistent through the First World War and up to the time of the Revolution of 1917, and mirrored efforts elsewhere in the Arab world.  相似文献

Additionality is one of the key principles driving the functioning of the EU cohesion policies (ECP). The present paper studies how additionality affects the impact of firm-level investment support on firm investment behaviour in differently competitive markets. We find that the investment additionality and the level of competition importantly affect the firm investment behaviour. Imposing additionality on the ECP investments in perfectly competitive markets causes distortions in the capital market and leads to lower welfare levels. In contrast, without the enforcement of additionality, the distortions are zero and the investment support fully benefits the firms. In an imperfectly competitive environment, the firm-level investment support may increase investment and may be welfare increasing with and without the enforcement of the investment additionality.  相似文献

A collection of 1825 vertebrae belonging to 105 individuals from several Argaric Culture sites (Bronze Age, SE of Spain) were studied. Several pathologies that could provide information about activity patterns were analysed, including spondylolysis, compression fractures and Schmorl's nodes. Spondylolysis appears exclusively in men. Compression fractures seem to be more related to age (osteoporosis) and are more frequent in women, but without statistical significance. Schmorl's nodes affect a large number of the individuals studied, with a slight predominance in men; there are no differences by age. The results obtained were compared with the available archaeological and anthropological information, which shows a clear division of activities by sex in the Argaric population. The life of Maria Dlamini, a contract cleaner at the University of the Witwatersrand, is used to explore continuities and discontinuities between the apartheid labour regime and the neoliberal, post‐apartheid order in South Africa. As South African institutions have adopted neoliberal market strategies, the growth in the contracting‐out of cleaning has intensified work and reduced wages and benefits for many workers. Significantly, as was the case with the migrant labor system under apartheid, it has also increasingly displaced the burden of social reproduction onto the households and communities of the working poor. Whereas the racial spatial order under apartheid was dictated by national‐level political decisions, through use of the concept of “boundary drawing”, we show how the language of the market justifies new exclusions based upon the micro‐politics of the “rational” restructuring of institutions such as universities.  相似文献

This article questions the export of ‘social exclusion’ discourse to the field of development and poverty studies. It considers the findings of ongoing research into chronic poverty in the Western Cape district of Ceres, one of the centres of the South African deciduous fruit export industry. It explores the links between the livelihood options of poor people and processes of global integration, agro‐food restructuring and the modernization of paternalist farming styles. In this context the concept of ‘social exclusion’ is of only limited utility, and has significant disadvantages. Although it has the potential to focus attention on the disabling effects of poverty, its most common usage often fails to capture how poverty can flow not only from exclusion but also from processes of integration into broader economic and social networks. The author argues that these are better captured by the notion of ‘adverse incorporation’, and calls for a more cautious approach to the modernizing myths and moralizing narratives that shape policy debates.  相似文献
