Definition of Seismic Input for Out-of-Plane Response of Masonry Walls: I. Parametric Study

Response of masonry walls to out-of-plane excitation is a complex, yet inadequately addressed theme in seismic analysis. The seismic input expected on an out-of-plane wall (or a generic “secondary system”) in a masonry building is the ground excitation filtered by the in-plane response of the walls and the floor diaphragm response. More generally, the dynamic response of the primary structure, which can be nonlinear, contributes to the filtering phenomenon. The current article delves into the details and results of several nonlinear dynamic time-history analyses executed within a parametric framework. The study addresses masonry structures with rigid diaphragm response to lateral loads. The scope of the parametric study is to demonstrate the influence of inelastic structural response on the seismic response of secondary systems and eventually develop an expression to estimate the seismic input on secondary systems that explicitly accounts for the level of inelasticity in the primary structure in terms of the displacement ductility demand. The Political Ecology of Palk Bay Fisheries: Geographies of Capital,Fisher Conflict,Ethnicity and Nation‐State

Indian trawl fishers in the Palk Bay regularly engage in cross‐border fishing to the detriment of Sri Lankan artisanal fishers whose nets are irreparably damaged. Increasing tension between Indian trawl fishers from the state of Tamil Nadu and Sri Lankan artisanal fishers from the Northern Province has resulted in the Sri Lankan government patrolling the international maritime boundary line (IMBL) more stringently and increased arrests of Indian trawl fishers. This paper argues that the present “fisheries crisis” in the Palk Bay must be understood from a political ecology perspective that takes cognizance of the circuitous nature of capital accumulation and how fisher conflict, ethnicity and the politics of the nation‐state have shaped the spatial practices of accumulation. In a changing global context where semi‐industrial vessels are increasingly crossing boundaries, it argues for more context specific studies of processes of capital accumulation.     

From crisis to catharsis: ESDP after Iraq

For many observers, the Iraq crisis spelled the end for EU ambitions in the defence sphere. The profound public and bitter divisions that emerged were seen as illustrative of the insuperable problems confronting ESDP. This article argues, however, that the reverse is in fact the case. Far from sounding the death knell for ESDP, the crisis has had a cathartic effect in compelling the member states to face up to and resolve the major ambiguities that had always threatened to undermine EU defence policies. Consequently, these member states have, in the months following the war, laid the basis not only for a more modest but also for a more effective ESDP.
