This article begins with a critique of the well-known claim by Besley and Burgess concerning the negative impact of labour regulation on organized sector manufacturing performance in India. In the second part of the article, the authors use a state-level panel data set for the period 1969–2005 to analyse the relative importance of profitability (rate of profit as a percentage of the total replacement cost of capital stock) and industrial disputes (man-days lost to all industrial disputes as a percentage of total workers employed) to explain cross-state variations of manufacturing performance in India's organized sector. Using three different measures of manufacturing performance — net value added, investment and employment — they find that profitability is more significant than industrial disputes in explaining the variation of manufacturing sector performance across Indian states. The findings presented here therefore question the uncritical acceptance of Besley and Burgess's results in the literature on labour regulation.  相似文献

This article illustrates how the potential of recognition‐based politics to achieve distributive justice is determined by political structures and the power relations that constitute them. In response to Nancy Fraser's framework of social justice, it shows that the meaningful coordination of identity‐based claims with distributive justice is constrained — not only by the content of the claims themselves, but also because redistributive demands are subverted through competing pursuits for power and legitimacy between rival political factions. The article describes how the separate‐state movement for Jharkhand in Eastern India was de‐radicalized by three instruments, namely, the reservation system, cultural nationalism and state development discourse. This explains why distributive measures do not feature prominently in the Jharkhand state and why recognition politics has taken a disciplined form in the electoral mainstream while distributive politics continues to be pursued through violent and extra‐parliamentary means.  相似文献

Birth rates in India have been in a definite decline since about 1985. However, contrary to our assumption that fertility declines in this region hinge on improvements in the status of women, declining fertility seems to be going hand in hand with worsening population sex ratios. This article examines the evidence for a causal connection between fertility decline and increasing gender imbalance by looking at differences in fertility and in gender inequalities between North and South India in the past, and their increasing convergence in gender inequalities in recent years. It pays special attention to the southern state of Tamil Nadu which has been in the forefront of the country's fertility decline but is nevertheless moving towards a North Indian pattern in many aspects of women's status. The Tamil Nadu example is a particularly striking way of studying the country-wide trend because it represents a break from the past, in contrast to North India, where increasing gender differentials may be seen more as an accentuation of long-existing trends. The main problem seems to be that pressures to lower fertility are occurring independently of a change in underlying son preferences and falls in fertility are being aided by technologies which allow one to manipulate not just the sex composition of living children, but also that of children as yet unborn. Some policy implications of this last situation are discussed.  相似文献

While rapid fertility decline in India in the last two decades has received considerable attention, much of the discourse has focused on a decline in high parity births. However, this paper finds that, almost hidden from the public gaze, a small but significant segment of the Indian population has begun the transition to extremely low fertility. Among the urban, upper income, educated, middle class, it is no longer unusual to find families stopping at one child, even when this child is a girl. Using data from the India Human Development Survey of 2004–2005, we examine the factors that may lead some families to stop at a single child. We conclude that the motivations for this very low fertility are likely to be a more extreme form of those for low fertility rather than reflecting the qualitative change in ideologies and worldviews that is hypothesized to accompany very low fertility during the second demographic transition.  相似文献

Abstract. Due to spatial separation between points of distribution and consumption, a vital feature of retailing is the provision of delivery services by customers, retailers, or transport intermediaries. Some store retailers, many Internet retailers, and most transport intermediaries use a multizone pricing plan or a generalized N‐zone menu plan. We extend spatial pricing theory to encompass multizone plans. We prove that the optimal number of zones varies with the level of demand relative to the spatial dispersion of customers, and with the cost of implementing a zonal plan. We show that a small number of zones capture almost all the profit attainable with a spatially discriminatory plan.  相似文献

Alleviating poverty, mitigating inequality and achieving growth are all acknowledged goals of development, whatever the degree of success with which these goals might have been addressed in various economies of the world. Apart from questions of resolve and genuine commitment, what makes it hard to engage with these goals is that the pursuit of any one of them does not necessarily secure the ends of either or both of the other two. Such engagement requires a measure of conceptual clarity, an identification of normative priorities, and the deployment of carefully crafted policies that accommodate trade-offs among competing goals. In particular, policies such as the single-minded pursuit of growth as a panacea for all the difficulties of development appear to be misguided, and based on a faulty application of deductive reasoning to past experience. These issues are addressed here by attending to some elementary arithmetic revolving around the measurement of money-metric poverty and inequality, and the decomposition of poverty changes into effects attributable to growth and distributional changes.  相似文献
