Based on a study in four Norwegian cities (Oslo, Stavanger/Sandnes, Bergen and Trondheim) differing in size and centre structure, this article illuminates how residential and workplace location, local-area density and transit accessibility influence different aspects of travel behaviour. We find strong effects of residential and workplace distance to the city centre on overall driving distances and commuting distances. We also find clear effects of local area densities around residences and workplaces on the choice of car as a travel mode, along with less pronounced effects of the distance from dwellings and workplaces to the city centre. In the cities with the best developed transit provision, we also see clear effects of transit accessibility at the residence on the propensity of choosing the car as travel mode. The results provide strong support of Norwegian national policies of urban densification as a planning strategy to curb the growth in urban motoring. However, although the influences of urban structure on travel show many similarities across the four cities, there are also important differences reflecting variations in centre structure (predominantly mono- or polycentric) and population size. The magnitude of the influences of various urban structural characteristics on travel behaviour are thus highly context-dependent.  相似文献

Shortly following Canada's controversial adoption of nuclear weapon roles in NORAD and NATO in 1963, the focus of nuclear debates shifted to the potential impact on Canadian and international security of the construction of US anti-ballistic missile (ABM) systems. This article expands the focus of scholarship on the ABM issue from the political and policy-making settings to include members of the attentive elite and the news media, and finds these groups deeply divided between liberal and conservative internationalists. On the one hand, supporters of liberal internationalism believed that AMB systems would destabilise the international security environment and ultimately increase the likelihood of nuclear war. Conservative internationalists took the opposite position, arguing that the systems represented a necessary addition to the Western nuclear deterrent and would make nuclear war less likely. In other words, the ABM debate exposed deep divisions in Canadian society between those who preferred diplomatic and multilateral versus military means of achieving middle power goals in the international system.  相似文献

God, at least as an active agent, is excluded from today's scientific worldview—including the worldview of the humanities. This creates a gulf between a godless science and believers in God's active presence in the world, a gulf that I argue is unbridgeable. I discuss the general methodological question from the starting point of a 1652 episode in a Norwegian valley, where God reportedly saved two brothers stranded on an islet by providing just enough fresh, edible plants each day for them to survive until they were found by a search team after twelve days. I resist four temptations to take easy ways out of a real dilemma: whether to accept or dismiss this and similar miracle accounts. The first is to explain evidence and refuse to consider the events about which the evidence reports; the second, to deny that reports of miracles represent a problem since biblical actors and authors lacked Hume's concept of inviolable laws of nature; the third, to become resigned to a putative epistemological gap that renders impossible any dialogue on religion with actors from the early modern period; the fourth, to restrict our studies to asking what the events meant to the historical actors without passing judgment on the truth value of their beliefs. I suggest that when doing historical research, historians are part of a scientific community; consequently, historiographical explanations must be compatible with accepted scientific beliefs. Whereas many historians and natural scientists in private believe in supernatural entities, qua professional members of the scientific community they must subscribe to metaphysical naturalism, which is a basic working hypothesis in the empirical quest of science. As long as the supernatural realm is excluded from the scientific worldview, however, historians’ explanations of miracles will differ fundamentally from the explanations proffered by believers.  相似文献

Development of codified and tacit knowledge is important for capacity building in regional communities. To do so regions need active cooperation and trust building between public organizations related to research and education, private companies and organizations and the civil society so as to cross sector barriers and to mobilize to meet regional challenges proactively. Such processes must enjoy wide support in the regional community; mobilization for change must take place from below and across a broad front. Actors from outside can stimulate such processes, but they cannot take responsibility for them. The role in building out the community that is held by democratically elected bodies, make it natural to demand or expect that such actors take an initiative towards improvement, which brings challenges that are discussed later in this article.  相似文献

In 1987, the authors of Our common future argued that unless the world embraced and operationalized sustainable development, it would risk being overwhelmed by a series of interlocking crises related to population growth, urbanization, poverty and environmental degradation. Since then, many authors have argued that the world is on a worst case scenario trajectory. Post‐Rio assessments of progress towards sustainable development have been largely negative. Since 1987, climate change has added a new stressor to the mix while shortening the time frame for transformation. In the context of accelerating change and converging stresses is the concept of sustainable development as compelling today as it was twenty years ago? Is it reasonable to believe there are means by which to reduce poverty and simultaneously protect the environment? This article briefly reviews the global challenges that first stimulated the concept of sustainable development and asks how contemporary processes of global change are affecting both these challenges and this approach to addressing them. While there are some grounds for optimism, several variables are identified that make sustainable development increasingly difficult to design and implement. The article concludes with an evaluation of how these difficulties might be overcome, and why it is essential that we try.  相似文献

Layered low permeability rock units, like shales, represent seals or ‘cap‐rocks’ in a variety of geological settings. A continuous increase in the fluid pressure gradients across a virtually impermeable rock layer will ultimately lead to hydro‐fracturing. Depending on the boundary conditions, such fracturing may lead to the formation of a set of sub‐parallel cracks oriented more or less perpendicular to the cap‐rock layer. In this article, we propose a new numerical model that describes interactions between multiple cross‐cutting fractures in an elastic low permeability rock layer. The width of each fracture and the spacing between them are modeled as a force balance between the fluid pressure and the elastic forces in the cap‐rock and between each fracture. The model indicates that the system of fractures evolves toward a spatially periodic steady‐state distribution with a fixed fracture spacing and aperture. The results are similar for incompressible and compressible fluids. The steady‐state conditions depend on only two dimensionless parameters, and the fracture spacing is only weakly dependent on the cap‐rock thickness. This is in contrast to fracturing produced by simple extension of an elastic rock layer beyond the fracture strength, in which case fracture spacing is proportional to layer thickness.  相似文献
