This article examines discourses about grassland degradation in China as expressed by herders, government officials and researchers, presenting findings from fieldwork in Xilinguole League, Inner Mongolia. Recognizing degradation discourse and grassland restoration policies as key sites of political contestation, this study does not try to arrive at the scientific facts about degradation, but rather seeks to illuminate the mechanisms by which grasslands are identified as degraded, and the implementation of policies to restore and protect the grasslands. A key finding is that policy outcomes are widely divergent and difficult to predict. This is not merely due to differences among actors in terms of their interests, access to resources, power, values or knowledge, but as much a result of contradictions and tensions inherent in key policy goals, opening up spaces for local resistance as well as selective policy implementation. This highlights the open‐ended and contested nature of China's environmental state project.  相似文献

This paper seeks to highlight the content and context of the conversion narratives written by Jews converting to Christianity in late sixteenth- and seventeenth-century England. It will be demonstrated that a non-Pauline pattern of conversion writing emerges. The content of these conversion treatises will be contextualized by looking at a whole range of English treatises concerning Jewish conversion, in particular those containing voices of “hermeneutical” Jewish converts. It will be argued that the period under scrutiny evinced a waning of the barriers surrounding Jewish conversion.  相似文献

Abstract

This article describes a case where an attempt was made to introduce TEK/IK into a conflict between Sámi reindeer owners and environmental institutions. The conflict was brought on by the establishment of a national park in Southern Sámi areas in Norway. At first, the Sámi were in favour of the park, but later on their attitudes changed as the content of planned national park developed. The reindeer owners discovered that the size of the park would be reduced, leaving out what they thought were significant areas in need of protection. They saw the encouragement of increased tourism activities as a threat to reindeer herding and felt alienated by the number of representatives they received in the park management structures. On the basis of these observations reindeer owners protested, but were ignored. As researchers well-established in the Southern Sámi area, we were brought into conversations regarding the park as the local reindeer owners searched for ways of bringing new arguments into the process. At this point we thought TEK/IK represented an opportunity to add weight to Sámi perspectives. As the title of this article indicates, as push came to shove we did not succeed in making room for local participation in our TEK/IK project, despite these existing on-going relations. The article attempts to understand what happened. Our analysis is based upon a perception of TEK/IK as not one, but at least two co-constituted knowledge practices. The premise is that research failures are as important to publish as successes. Our joint ethnographic experience has methodological implications for future TEK/IK research.  相似文献

ABSTRACT

The nexus of workforce and destination development is a largely uncharted area within tourism research. The local human capital has above all been in focus when underlining tourism's potential to create employment even for the inexperienced and less educated. However, a discordant strand of theory holds the low levels of qualified knowledge within the industry responsible for absent destination development in areas struggling to develop competitive advantages. Additionally, the in-migration of a skilled workforce may be hampered by a lack of amenities attracting permanent residents. In order to explore whether the tourism sector is characterized by a less educated share of the workforce, a study was performed using micro-level data on the full working population of Sweden during the years 2000–2010. The workforce in tourism was compared to the total and two other low-skill sectors, and the results show that the educational aspects within tourism are more related to geography than economic sectors. Contrary to general presumptions, the workforce within the tourism sector has a higher level of formal education than the other selected sectors in regions with generally low educational levels. The implication is thus that strategies aimed at creating employment for the least educated in rural areas need to be reconsidered, and not unconditionally target the tourism sector. Above all, tourism development needs to be based on assessments of local preconditions rather than a generalized image.  相似文献
