Residential water consumption accounts for approximately 70 per cent of Sydney's water consumption. The capacity of households to reduce water consumption is limited by expectations and conventions of water supply shaped by existing water infrastructure ( Allon and Sofoulis, 2006 ) and ‘saver‐unfriendly’ household water fittings ( Sofoulis, 2005 ). Sustainable lifestyle workshop programs – many of which address water use – are relatively new, and rigorous research into their impacts is scarce. Existing research generally relies on reported behaviour change from participants, which is then used to estimate resource savings. This paper examines water consumption data, and the questionnaire responses of participants in two sustainable lifestyle workshop programs, to examine whether reported behavioural and technical changes are translating into significant water savings. The Sustainability Street (Penrith) and GreenHome (Parramatta) programs are changing participant behaviours, but reductions achieved by Sustainability Street are not significant at the 0.05 level. GreenHome reductions, while significant, cannot be fully attributed to the program due to the downward trend commencing prior to the program. The improved behaviour of participants – in comparison to their previous behaviour and the behaviour of non‐participants – is thus not translating into significant water savings. This indicates that the relationship between improved environmental behaviour and actual water savings is not as straightforward as program operators might assume. The implications of this are that research should use real consumption data and not estimations derived from behaviour change, and strategies to reduce household water consumption need to involve bigger technical changes to household water infrastructures.  相似文献

This article examines social, economic, and political factors influencing the distribution of resources to local governments under the EPA Brownfields Program, an innovative federal effort to encourage the remediation and redevelopment of contaminated properties. Signed into law in 2002, the Small Business Liability Relief and Brownfields Revitalization Act provided the program with a congressional mandate, new tools to promote reuse such as liability protections, and increased funding up to a level of $250 million per year. This article contributes to research on environmental regulatory reform with an analysis of successful and unsuccessful local government applicants for EPA Brownfields Program support between 2003 and 2007. Building on prior research, we develop a series of expectations and an empirical model, and estimate the influence of program priorities, government and civic capacity, interest group pressures, and institutional politics. Results point to significant relationships between program priorities and award patterns. Contrary both to EPA's explicit commitments to equity and to analysis of pre-2003 award patterns, however, we find negative correlations between the proportions of local populations that are nonwhite or low-income and the likelihood of receiving an award. In addition, better-resourced governments and several dimensions of political representation show strong associations with the likelihood of winning awards. Voluntary environmental programs have emerged as important instruments of environmental policy. Despite considerable scholarly scrutiny, there remain debates about whether they reduce pollution among participants, and their overall impact at the country level. We present a cross‐national analysis of the efficacy of ISO 14001, the most widely adopted voluntary environmental program in the world. While several single country studies have explored the effect of ISO 14001 participation on pollution reduction at the facility level, this is the first article to assess (i) national level pollution reduction effects of ISO 14001 participation levels, (ii) across a large number of countries, and (iii) across two pollutants. We examine whether all else equal, the national level uptakes of ISO 14001 are associated with reductions in air emissions (sulfur dioxide, SO2) and water pollution (biochemical oxygen demand, BOD). Because firms, regulators, and environmental groups tend to focus more on visible types of pollution than less visible ones, we hypothesize that ISO 14001 uptake will be associated with more pronounced reductions in air pollution (visible) in relation to water pollution (less visible). Our analyses of pollution levels for a panel of 138 (72 for BOD) countries for the 1991–2005 period suggest that a 1 percent increase in aggregate levels of ISO 14001 adoption is associated with about a 0.064 percent reduction in SO2 emissions, all else equal. In contrast, we do not find a statistically significant relationship between ISO 14001 adoption levels and changes in water pollution (BOD).  相似文献

Abstract

This article focuses on the humanitarian non-governmental organization (NGO) CARE, Inc., and its transformation from a temporary non-profit agency working in post-war relief to Europe, to a permanent humanitarian enterprise delivering food aid and technical assistance to the so-called ‘developing world’. It analyses CARE’s shift from its early days as an American voluntary agency delivering food and consumer products (donated by private individuals in America) to individuals in Europe to a large NGO that co-operated closely with the US government in food-aid distribution to the Global South. Its expansion and professionalization was embedded in the development of new forms of public-private co-operation in humanitarian affairs, as well as in the overall setting of an emerging competitive ‘humanitarian charity market’ in the non-profit sector. In order to expand its organization and mission CARE implemented new and innovative business strategies and fostered the increasing ‘managerialization’ of its humanitarian activities. The article stresses the economic dimension of NGO activity as one perspective (among others) that helps us to better understand the complex dynamics of the ‘rise’ of humanitarian non-state players during the twentieth century.  相似文献

This article examines how basic socioeconomic and political factors are associated with higher levels of cooperation to garner a local community's shared green reputation. We analyze panel data on participation efforts in a collective voluntary environmental program, the Ecological Blue Flag Program, by the entire population of beach communities in Costa Rica between 2001 and 2009. Collective voluntary environmental programs are relatively new and aim to improve environmental performance and shared “green” reputation through joint participation and certification of multisector groups comprising businesses, governmental institutions, and nongovernmental organizations. Our results indicate that higher levels of within‐community cooperation for shared green reputation are more likely in seashore localities with lower income inequality and/or a higher number of businesses. These findings run counter to research suggesting these same characteristics are associated with lower levels of cooperation in the management of common pool natural resources such as fisheries and forests. We also find that within‐community cooperation is positively correlated with a greater proportion of expatriates from industrialized countries and/or with higher levels of democratic political participation.  相似文献

In recent years, communities have begun to implement both “soft” and mandatory policies designed to address worsening air quality. Voluntary or soft transportation policies have included air quality alert systems that encourage people not to drive on days when the air quality index is above a specified threshold and public education/action campaigns that focus on reducing automobile related travel. In this article, we evaluate the effectiveness of one such soft policy, the Clear the Air Challenge (CAC), in reducing ground‐level ozone during the Wasatch Front's summer ozone season. Using daily ozone data and color‐coded daily air quality designations from 2006 through 2012, we estimate a range of nonequivalent control group models. In only one of the models does the CAC generate a statistically significant but small reduction in ground‐level ozone. Future research should assess the full range of costs and benefits to the public associated with such soft transport policies.  相似文献

This article contributes to the burgeoning literature on the geographies of voluntarism by addressing how voluntary sector providers in rural communities respond to the downloading of responsibilities for health and social care associated with public service restructuring. Drawing on a qualitative analysis of long-term care in Ontario, it focuses on the consequent actions of non-profit organizations, community support groups and volunteer caregivers in three different rural settings. Despite evidence of increasingly disproportionate levels of voluntarism amongst rural communities, the results reveal sector- and place-specific opportunities that allow voluntary sector providers to overcome the limitations of the rural service environment. The findings suggest that in the longer run, however, the growing dependence on local solutions will only exacerbate the uneven geographies of health and social care across rural space. Resolving this paradox remains a critical yet neglected challenge for sustainable rural services and communities.  相似文献

This paper examines the degree of multidisplinary cooperation for Geographic Information Science (GIS) education programs that award GIS-related degrees or certificates at US colleges and universities. We classified departments and courses into ten major disciplines using Dewey Decimal Classification. In the 2007–2008 academic year, approximately 40 per cent of GIS education programs related to multiple disciplines and nearly 20 per cent were involved with more than three disciplines. Geography was the major provider of GIS education programs, but the ratio between geography-related discipline and other disciplines combined was approximately 1:3. Fostering multidisciplinary GIS education programs should strengthen geography in general as well as GIS education.  相似文献

抗美援朝运动期间,南京市医药卫生界组建医疗团奔赴前线。为保证顺利完成各项任务,医疗团在组织宣传、任务分配、经费筹措、人员轮换及家属安抚等方面均做了有效安排。服务期间,医疗团在救治伤病员、建立血库、营地防疫及帮助野战医院建章立制、改进设施、培训人才等正规化建设方面贡献突出。通过前线实践锻炼,医疗团团员提高了医疗技术水平和思想政治觉悟,多数成为优秀业务骨干,推动了南京市卫生事业的发展,但仓促组织医疗团也曾给南京市的医疗卫生工作在短期内带来一些问题。  相似文献
