Abstract

A new site management plan for Istanbul’s Historic Peninsula was approved in late 2011. In this paper, we examine its institutional setting, preparation process, and contents from organizational and administrative perspectives. The result of a participatory process, the plan is professional, logically consistent, and effectively identifies challenges facing cultural heritage. The heart of the plan is a complex architecture of Objectives, Strategies, and Actions that are integrated into forty-nine Project Packages. Surprisingly, however, the plan specifies neither concrete activities nor financial resource­s. Moreover, cultural heritage is consistently downplayed: rather than substantive interventions at monuments or museums, attention is focused on managerial and urban planning buzzwords (coordination, capacity-building, participation, awareness-raising, marketing). This arose from the preparation process, which was participatory but nonetheless dominated by urban planners and government agencies. The case suggests the potential risks of the uncritical application of managerial and urban planning tools to cultural heritage.  相似文献

Abstract

This paper outlines the history of preservation in situ as practised in London over the last hundred and fifty years. It touches upon the early development of the City of London and the destruction of significant remains, which gradually lead to a heightening of sensitivities and public concern for preservation, particularly of built fabric such as the Roman defences. The role of cases such as the Walbrook Mithraeum and Rose Theatre are discussed, both influential in changing the relationship between development and archaeology. The paper concludes by noting how much we have learnt from past mistakes, but notes that more can be done to make these sites more accessible.  相似文献

The paper assesses the urban base for rapid economic development and urbanization projected for western China under the most recent central government policy of "grand development of the western region." It focuses on the socioeconomic characteristics, receptiveness to innovation, and linkages of western China's cities to the world, by utilizing data from government documents and census publications. The analysis reveals remarkable differences among the main urban nodes, raising questions about existing urban and regional development theory and practice in China. Industrial areas play a critical role in urban and regional planning, especially for developing countries where reliable strategies for these areas can promote economic and environmental efficiency. The present study provides an integration of hybrid multi‐criteria decision‐making (MCDM) theories and Geographical Information System (GIS) processes in order to assess the suitability of an industrial location. Unlike traditional models, an efficient decision analysis demands handling uncertainties and considering dependencies between criteria. The proposed MCDM framework uses fuzzy theory because of the vagueness of experts' judgements. Moreover, Decision‐Making Trial and Evaluation Laboratory (DEMATEL) is employed to investigate interrelationships among the criteria. In the proposed empirical solution, analytic network process (ANP) principles are used to deal with systematic interactions. We considered several factors such as accessibility, topography, proximity, and socioeconomic characteristics in the decision‐making procedure for a sustainable industrial park. The system is applied to Hamadan province, Iran to determine appropriate locations that are the results of the aggregation of criteria maps in a GIS environment. The results demonstrate that accessibility and economic indicators are essential for choosing an industrial park's location. Additionally, the proposed method can be applied for an efficiency evaluation of available industrial parks.  相似文献

Perceptions of food systems and food acquisition decisions are grounded in specific socio‐economic and environmental contexts. Working in two relatively affluent urban communities in Melbourne, Australia and San Diego County, USA, this article explores the ways that individuals perceive their food systems, where they acquire food, and their definitions of ‘local’ sourcing. Surveys and interviews reveal a clear discrepancy between the ideals and the reality of food acquisition decision‐making, particularly the desire to eat ‘local food’. Survey respondents' realities do not live up to their expectations. These practices can largely be explained by the interplay between the respondents' perceived priorities, food preferences, dietary requirements, and decision‐making constraints in particular urban geographies. Further research is needed on the role of perceptions in food decision‐making in specific geographic contexts.  相似文献

Important pressures still increase the vulnerability of peri‐urban farming despite initiatives to protect agricultural land and activities since the mid‐1960s in several jurisdictions in the USA and Canada. Often, farmland is still removed from agricultural reserves for the ‘good of society’ (for example, creating industrial parks). In 2008, an action research project was initiated to attempt to reduce agricultural vulnerability in several peri‐urban and rural areas near Montreal by emphasising the importance of the appropriation of the value of these farmlands by non‐farm citizens and actors. The action research roles involved accompanying the farmers, facilitating meetings, mobilising non‐farm actors, and informing farmers of possibilities when asked to do so. In this article, one specific project is analysed in Senneville (in the west of Montreal Island). While the project was initiated by the farmers to guarantee their long‐term future, they also sought to involve other, mostly non‐agricultural, actors. In a colloquium, a collective vision for the project was constructed, integrating other functions of farmland such as conservation and leisure activities. Many meetings were organised over a three‐year period and formal presentations were made to the municipality. The project is ongoing, including new farm operations and the reinforcement of local markets for marketing mainly organic produce. The area is now an integral part of an emerging ‘green belt’ of the Montreal agglomeration and is already part of a ‘green coalition’ of both urban and peri‐urban actors (farmers and non‐farmers), and an emerging food system movement which represents a more holistic approach to food production.  相似文献

In 2013, The Oxford Handbook of Cities in World History, edited by Peter Clark, was published. Its 44 chapters (a total of 882 pages) aim to develop a framework for understanding urban history comparatively and over long spans of time. The authors of the four chronological chapters on Chinese cities attempt to achieve the following goals: to examine the diversity of Chinese cities over time, to analyze the characteristics of Chinese urban development in general, and to illuminate how changing Chinese cities and urban networks reflect and influence world trends. This essay discusses how the Oxford Handbook can serve as a guide and resource for meaningful urban comparisons and also highlights some of its limitations. It compares the Oxford Handbook to a similar volume, The Routledge Handbook on Cities of the Global South, published in 2014. The essay encourages scholars of Chinese cities to consider widening the scope of their comparisons and contribute to scholarship on the development of urban systems worldwide.  相似文献

The development of Dublin's Docklands was paradigmatic of the speculative storm that overwhelmed the Irish economy between the late 1990s and the crisis of 2008. It also served as a textbook case of entrepreneurial urbanism, with the development agency driving private‐led development on a former industrial and waterfront site. Following the crash, however, the key actors have been decimated: the development agency itself, the developers and the banks. This article traces the re‐emergence of Docklands development in order to analyse post‐crisis urban development. I argue that the latest phase of development reproduces key aspects of entrepreneurial urbanism, but also includes novel aspects. In particular, the National Asset Management Agency, a “bad bank” set up to rescue the financial sector, emerges as a major force. The article contributes to debates on urban development after the crash, and the specific relationship between post‐crisis entrepreneurial urbanism and financialization.  相似文献
