Contemporary cities in East Central Europe (ECE) represent a hybrid type of urban development which is still generally considered to be a special case and is only exceptionally referred to in the recently intensified debate over the European city. Our paper argues that such exclusion is short‐sighted because ECE cities face structural problems similar to those of their Western pendants. Therefore, the contextual frame of urban research needs to be widened and can no longer be restricted to post‐socialist transition. In this regard, one of the main challenges for future urban development will be the consequences of demographic change. Ageing, new patterns of fertility behaviour and more diversified household structures in line with the Second Demographic Transition (SDT) will have significant implications for urban structures and housing markets, as already known for Western Europe. The purpose of this paper is to work out new questions and hypotheses for future urban research with special respect to Polish and Czech cities. Besides West European experience, recent developments in eastern Germany are taken as a frame of reference, assuming that this specific transition case may, in many respects, be regarded as a forerunner for similar developments in its neighbouring countries.  相似文献

In many contemporary societies, the development industry plays an important and growing role in socio‐spatial differentiation. Political geography and geopolitics were built on the same basic postulate as political sciences and the theory of international relations: the nation‐state was the relevant scale for all types of analysis. This postulate was a reasonable one at the time of the Treaties of Westphalia. This type of polity triumphed on the international scene at the time when Hobbes wrote the Leviathan. The basis of the social contract implicit in the perspective was simple: in order to achieve personal security, everybody gave up the parcel of freedom (and the associated use of violence) he was naturally endowed with, and delegated it to the Leviathan, the State. The only field where competition between human beings was legitimate at the most elementary level was that of economy. The evolution of the international scene does not only result from the evolution of weaponry or communication and transport technologies. For many persons today, renouncing any parcel of their individual freedom appears as a mutilation of their egos. There was a general agreement in the past on the scale where the analysis of political action had to be developed: it has disappeared. For a growing part of modern societies, inter‐individual or local competition may take a political form and rely on the use of violence at all the levels, including the micro‐scale. It means that political geography and geopolitics have increasingly to allow for the variety of scales of political action and the changing relations between the competition for power, wealth and status which are present in every society.  相似文献

The practice of banishing thieves, and the changes that took place in that practice in mid-17th-century Turku, illuminates the issues of building a good urban community as well as the changes that were happening in law and judicial practice in early modern Sweden. Variations and changes in punishing thieves in the 1640s and 1650s in Turku show that the position of the thief in the urban community, and the amount that was stolen, affected the courts’ considerations throughout the two decades. Nevertheless, an ongoing tendency towards moderation in sentencing is visible in courts, and the influence of a new penal ordinance of 1653 is noticeable. The banishment of thieves, even if it removed unwanted people from town, was no more strongly connected to the goal of creating a good community than other punishments were. Both banishment and other punishments, however, were connected to the conceptions of an ordered and harmonious community. The court cases, nevertheless, show that the makeup of the Turku urban community was more open than the strict moral or legal guidelines of the time would suggest.  相似文献

The urban square has been a distinguishing characteristic of European cities for millennia. However, in the context of small towns, where the square is often the sole identifier of their physical urbanity, its role differs from that of large towns. This fact is substantial within national administrative systems that endorse desirable urban status to rural settlements endowed with urban morphology. It is also important in times of extensive EU-subsidized actions aimed at improving the quality of public space in small underresourced towns. However, many projects fail to draw from and respond to the specifics of the local context, and, by focusing on the details and disregarding the basics, they may defeat their purpose. Departing from extensive field observations in Poland, this paper puts theoretical framework and current trends in urban design into relation to various elements of a square's spatial configuration in order to arrive at degrees of their urban significance. By interpreting the fundamental values embedded in the morphology of market squares, this paper attempts to isolate the cultural archetypes that shape our perception of such places as urban. The proposed analysis could be used to meet the main goal of market square revitalization, namely to visually articulate urbanity.  相似文献

Abstract

The paper analyzes in constitutional and institutional economic terms Joseph’s economic policies, such as changes to property rights arrangements for farming, the introduction of a barter tax on crop production, and the multi-layered bureaucratic hierarchies of Egypt. Utilizing Buchanan’s approach to constitutional economics, I argue that these policies lowered attack/defense costs as they arise, when a group attempts to escape from the natural distribution state (the “war of all”, as Hobbes called it). A key thesis is that this encouraged interacting parties, already on the grounds of selfinterested choice, to engage in societal contracting out of the “war of all,” thereby reaping mutual gains.

Complementary to this strand of analysis, I have drawn on other institutional economic concepts, particularly those that were introduced by Williamson, and by North and Weingast. The paper argues in this respect that Joseph’s policies credibly and more reliably guaranteed property rights, which in turn lowered transaction costs of the interacting parties, i.e. Egypt and Israel. This ultimately yielded mutual gains and high economic performance for the society depicted in Genesis. In this way, cooperation was generated in economic terms.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献

During the last decade, in many European countries and cities, area‐based Urban Development Programmes have been initiated, in response to major problems of poverty and social exclusion. Urban Development Programmes are usually developed in a complex interplay between different governmental levels, and implemented by a wide variety of public and non‐public parties. This paper addresses the organisation of these programmes, concentrating in particular on the form and extent of ‘public‐public partnership’, i.e. on the role that the different levels of the public administration play, both through the administrative system and through policy‐making. The ‘empirical’ basis for the paper consists of case studies, derived from the UGIS project (‘Urban Governance, Social Inclusion and Sustainability,’ a research project financed by the European Commission, DG RTD). The short analysis makes clear that both the model of public administration, in terms of the extent and form of decentralisation, and the presence (or lack) of a national policy framework determine the extent to which UDPs can be planned, approved and implemented at the local level. One of the main findings is that the central influence over UDPs depends more on the urban policy framework of the central government than on the model of public administration of a country. Countries with strong national (regional) urban policies, sufficient decentralisation of public administration to the municipal level and the use of governance methods at the local level open up possibilities for successful UDPs. Without upper‐level urban policy frameworks UDPs might be successful as well, but their replicability and the control over their external effects will not be ensured.  相似文献

Since market‐oriented economy reform, China has experienced significant changes in urban landscapes and the internal structure of cities. Recent studies have provided some insightful understanding into urban changes at a macro‐scale, e.g. social and spatial segregation, the division between rural migrants and urban households, changes in land uses. To a lesser extent, urban changes are understood at the microscopic level of the neighbourhood. Urban (re)development has created many new urban landscapes. Meanwhile, traditional old urban areas still constitute a significant proportion of Chinese cities, and normally contain large concentrations of marginal population. Possessing the particular characteristics of long developing history, high population density, and low housing quality, traditional urban areas have also experienced different changes in the post‐reform period. This study, based on a field survey of three traditional urban areas in Nanjing, attempts to reveal the built environmental and socio‐economic changes which can be partly attributed to different levels of urban redevelopment. More importantly, the study highlights the significance of neighbourhood‐based social interaction to marginal population. Against the backdrop of massive urban displacement and rapid redevelopment, it is argued that the effect of dismantling neighbourhoods could be detrimental to a sustainable urban society and the positive social objectives should be seriously considered in the process of urban redevelopment.  相似文献
