The treatment of leprosy in 19th‐century London: a case study from St Marylebone cemetery

A young adult male, context [825], exhibiting a suite of proliferative and erosive skeletal changes, was excavated from the old burial ground of St Marylebone, London, in 2005 by the Museum of London Archaeology Service (MoLAS). Although pathognomonic rhinomaxillary changes were absent, a number of lesions were of a type previously recorded in individuals suffering from lepromatous leprosy, including resorption of the alveolar process of the maxillae and the digits of the right hand, osteomyelitis in the left ulna and collapse of the left ankle. Whilst this infectious disease was widespread in medieval Britain, it had declined by the 19th century, and has been identified in only one other post‐medieval archaeological context. The right leg of [825] had been surgically amputated. This form of intervention was a recognised treatment for the complications of the disease, where neuropathic damage of limbs led to life‐threatening infection. The healing of the amputation demonstrates the success of the operation, and the skill of the surgeon. Although the identity of the affected individual is unknown, burial within St Marylebone cemetery implies a level of status not frequently associated with leprosy sufferers in the past. Meteorological influences on the spatial and temporal variability of NO2 in Toronto and Hamilton

The spatial and temporal variability of nitrogen dioxide (NO₂) concentrations and their relationships with meteorology was evaluated in the Toronto–Hamilton urban airshed. NO₂ concentrations were highest in the early morning and late evening. Mean concentrations were highest in winter, although individual one-hour NO₂ concentrations were found to be highest in summer. Wind direction was the strongest control on hourly NO₂ concentration, and temperature and wind speed also had an effect. Our analysis of NO₂ concentration variation by wind direction showed that areas downwind of major highways, urban centres and industry were exposed to higher pollutant concentrations. Seasonal patterns of NO₂ concentration displayed significant spatial heterogeneity, in particular, in Toronto. Onshore winds sheltered coastal inhabitants from the full extent of NO₂ exposure they would otherwise experience. Seasonal variations in meteorology and emissions mean that the degree of spatial variability in NO₂ concentrations changes from season to season. This study will help to improve existing land-use regression-based NO₂ prediction models by incorporating meteorological controls on NO₂ distributions for health effect studies.     

China's Emerging Neoliberal Urbanism: Perspectives from Urban Redevelopment

Abstract: China's urbanization is undergoing profound neoliberal shifts, within which urban redevelopment has emerged in the forefront of neoliberalization. This study aims to understand China's emerging neoliberal urbanism by examining the association between urban redevelopment and neoliberalism. Rather than a deliberate design, neoliberalization in China is a response to multiple difficulties/crises and the desire for rapid development. The neoliberalization process is full of controversies and inconsistencies, which involve conflicts between neoliberal practices and social resistance, and tensions between central and local states. Nevertheless, China's neoliberal urbanism has a responsive and resilient system to cope with the contradictions and imbalances inherent in neoliberalism. Meanwhile, neoliberal urbanism is more tangible at the sub‐national scale, since the local state can most effectively assist neoliberal experiments and manage crises. This study not only contributes to the understanding of China's neoliberal urbanism, but also has multiple implications for neoliberalism studies in general. First, in examining the interrelationship between the state and market, it is the actual effect of legitimizing and facilitating market operation rather than the presence (or absence) of the state that matters. Second, a new nexus of governance has formed in the neoliberalization process. Not only the nation state but also the local state is of great significance in assisting and managing neoliberal projects. Third, this study further validates the importance and necessity of scrutinizing neoliberal practices, in particular the controversies and inconsistencies within the neoliberalization process.

Branded cities: outdoor advertising,urban governance,and the outdoor media landscape

Abstract: In many cities both rich and poor, new forms of outdoor advertising are emerging with potentially significant implications for the nature of the urban public realm. Public–private partnerships for advertising‐funded provision of basic items of urban infrastructure such as bus shelters, street signs and public telephones have grown as a result of structural changes in the advertising industry and shifts towards neoliberal forms of urban governance. This article critically interrogates the implications of these new outdoor advertising arrangements for the urban public realm, and argues that they have potentially harmful consequences for the accessibility and diversity of the outdoor media landscape. It then proposes three strategies for the democratisation of that landscape. These strategies are not premised on an outright rejection of outdoor advertising, but rather seek to contest the monopolistic capture of outdoor media by public–private partnerships involving urban authorities and outdoor advertising companies.     

“A World Class City of Your Own!”: Civic Governmentality in Chennai,India

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.     

Ulsterisation and the Troubles thriller: Eoin McNamee's Resurrection Man

Although the progression of peace is, in all likelihood, finally imperilling the ascendancy of the thriller as the literary venue for representing social and political life in contemporary Northern Ireland, the genre continues to provide important access points for understanding the Troubles. Eoin McNamee's grim and harrowing Resurrection Man, for example, may be the only contemporary Northern Irish novel to represent the British government's mid-1970s internal security strategy known as ‘Ulsterisation’. By suggesting the various ways in which violence and subterfuge were nourished by government interests and supported by covert operatives, McNamee's novel subtly depicts a London intent on managing the conflict while insulating it from British politics and international criticism. Even as it does so, though, Resurrection Man ultimately struggles to avoid the thriller's more regressive tropes and generic conventions.     

Reversed,defaced, replaced: late medieval London and the heraldic communication of discontent and protest

ABSTRACT

Cultural history is currently rediscovering heraldry as a versatile means of communication that was widely employed throughout all parts of medieval society, not least the city. Scholars, however, primarily analyse the urban space as a stage for noble self-representation by means of heraldic communication. This paper argues for a different perspective, that townspeople and other commoners were far from primarily passive observers of heraldry displayed in the city. Four case studies from late medieval London demonstrate public expressions of discontent and protest through forms of heraldic communication which did not rely on display, but instead on the manipulation and destruction of the heraldic signs of kings, princes and other noblemen. Indeed, such heraldic practices of ‘non-nobles’ suggest that heraldry, in the later Middle Ages, was accessible to all parts of society, and constituted a ubiquitous and powerful aspect of urban visual culture.     

城乡关系变迁中的大都市政区整合与转型——上海案例

在工业化、城市化相互交织的进程中,大都市区城乡之间的权益矛盾关系极其复杂,行政区划调整成为调节城乡权益配置的重要政策工具,由此为协调城乡关系的行政区划调整也很频繁。本文以城乡关系变迁为逻辑主线,分析了上海市行政区划变更所面临的国家宏观背景变迁、战略调整,总结得出上海市存在"市管县体制"、市辖区切块扩张、撤乡改镇、整县改区等行政区划调整模式,这些调整有利于国家推进工业化、都市化战略,并存在城市中心主义倾向,将在建构城乡一体化发展新格局中发挥重要的作用。     

Policing the Holy Nation: The State and Righteous Violence in Vanuatu

ABSTRACT In Vanuatu, the police force has in recent years been strengthened by foreign government aid. AusAid and NZAid are heavily involved inside the police force, seeking to create ‘good governance’ and to shape Vanuatu's national developments. However, these measures also coincide with some other unexpected developments. Recent cases of violence, and especially of sorcery, have led the police to intervene in a quest for moral order. Police are becoming part of the articulation of new occult understandings of wealth and power. These developments are traced back partly to the history of colonial governance and the idea of righteous violence, but also to current restructurings of the Vanuatu state and growing Christian conceptions of Vanuatu as a holy nation.
