16、17世纪之交,西北欧商人商船纷纷南下欧洲经济重心区———地中海世界。在西北欧商人商船大规模南下之时,西北欧还只是欧洲一个半边缘地区,然而当南下过程接进尾声之时,西北欧却一跃而成为欧洲新的经济重心区,其中荷兰取代了威尼斯、热那亚而跃升为欧洲新的领导者。西北欧商人商船南下地中海的过程对后来西北欧经济的发展具有重要的历史与现实意义。  相似文献

交通与贸易是影响土地开发的两个重要因素。明代山东各地虽然都不同程度地开展了一些贸易活动,并且也或多或少地促进了当地土地的开发,但总体来看,多数地区仍面临着因交通贸易相对欠发达而造成的土地开发受阻的事实。具体而言,各地又有所差别,地处东部沿海的青州、莱州、登州三府因在交通与贸易方面皆远远落后于地处西部运河沿岸的济南、兖州、东昌三府,因此交通贸易对土地开发的限制较西三府表现得更为突出。有鉴于东三府交通贸易严重阻碍土地开发的现状,任职于当地的一些官员提出了实行海上自由贸易及开通胶莱河等主张。  相似文献

It is a paradox that the Liberal Party's electoral defeat in 1841 attested to its underlying strength and vitality. This article focuses on the impact on party unity of the free trade measures advocated by the ministry in the months preceding its fall. The Liberal Party's bold electoral platform antagonised its protectionist MPs, a group previously overlooked in the historiography, but fell short of the demands of its radical wing for political reform. While all the ingredients for fragmentation existed, unity prevailed. Protestations of loyalty to the leadership could be heard from the mouths of Liberal MPs of all shades, from stalwart protectionists who coalesced around the ministry on traditional foreign policy grounds through to the most fervent radicals who celebrated its ‘new’ direction. Such findings of cohesion contradict accounts which have hitherto viewed the 1841 electoral defeat as evidence of the party's inchoateness. Indeed, this article shifts the historiographical narrative away from addressing why the Liberals lost to the more pertinent issue of why the losses suffered were not greater. In answering that question, both the sensitivity with which the financial agenda was presented by ministers and the flexibility of different sections of the Liberal Party in interpreting and presenting the free trade measures to the electorate are underlined. Above all, Lord John Russell is rehabilitated as a ‘popular’ leader and his importance in the development of the nascent Liberal Party is unearthed.  相似文献

ABSTRACT

As the potential for cultural and creative industries to drive growth and job creation is increasingly recognised, developing countries like South Africa are examining their cultural goods and services trade in a new light. This article investigates the pattern of South Africa’s cultural trade, with a focus on the strategically important BRICS trading bloc. Results show that, like many small, open developing countries, South Africa has a significant cultural goods trade imbalance, especially with China and India. While cultural trade policy is still somewhat fragmented, there are indications that where policies have been put in place, such as in the crafts and audio-visual sectors, progress in reducing significant deficits has been made. At the same time, the pattern of CCI trade preferences currently favours SADC, the EU and EFTA over BRICS partners. Finally, South Africa performs well in a number of services sectors for which cultural trade is important.  相似文献

Despite making modest progress on challenging management and security issues common to their shared border, the United States and Canada have, in recent years, slipped behind on advancing a progressive border agenda. The momentum unleashed under the 30-point Smart Border Action Plan, signed in late 2001, has slowed in the face of new regulations at the border, many of which were initiated by the United States. These include significant changes in US admission procedures under the Western Hemisphere Travel Initiative (WHTI), new border policing resources and protocols, as well as new customs and inspection fees. The much-heralded Security and Prosperity Partnership of North America (SPP), designed to facilitate both trade and security between the two countries, has also lost momentum, with the last trilateral meeting of leaders resulting in little more than a press release. As a result of these and other developments, it appears that rather than “thinning,” the US–Canada border is “thickening” at precisely the time when greater economic and security cooperation is necessary to bolster North American competitiveness in an increasingly globalized economy and complex security environment. This article will investigate some of the key reasons behind these policy developments, exploring some of the early positions that frame approaches to border management in the Obama administration. It will also offer some thoughts on opportunities for improved border management policies by providing some specific recommendations, which may help advance solutions to pressing – and festering – bilateral security and trade issues.  相似文献

Governments, upon assuming office, most often seek to refocus foreign policy according to the preferences of the new prime minister and the primary means of accomplishing this has been to release a white paper outlining the priorities of the new government. This article will demonstrate that discussions of trade issues reinforce existing studies questioning the innovation and impact of white papers. The purpose of this analysis, however, is not to dwell on the utility of white papers and foreign policy reviews but instead search for a deeper understanding of why trade policy is discussed in an unoriginal and superficial manner. Abstract

Since signing and implementing the North American Free Trade Agreement (FTA) in the early 1990s, the United States has pursued other free trade agreements with nations in Latin America and Asia. The premise undergirding FTAs is that trade liberalization within the neo-liberal global economy produces economic growth and development among all parties, and reduces poverty in poor nations. We examine arguments of proponents of free trade and the neo-liberal economy— particularly those of Martin Wolf, author of Why Globalization Works— to test these claims. We explore alternatives that center on norms of ecological sustainability and social justice, holding these two as inseparable. The central moral question of how to achieve needed socioeconomic development in the Global South in ways that are both ecologically sustainable and socially just frames our analysis. We conclude by proposing five principles for an alternative, more sustainable and equitable economic paradigm.  相似文献

Two economic geographers survey the changing trends of China's outward foreign direct investment. Based on materials derived from original field work as well as published studies, they shed light on the major mechanisms through which mainland China's leading firms have successfully ventured abroad, as evidenced by proposed or realized acquisitions of significant corporate entities in the United States, Africa, Europe, and elsewhere in Asia. The authors argue for a political-economy approach to understanding "globalizing China," a complex phenomenon whereby the Chinese state is strategically and intricately enmeshed with the corporate interests of its leading business firms. An American specialist on Russian agriculture examines that country's agrarian policy, as well as the agricultural sector more generally, one year into the presidency of Dmitriy Medvedev. Focusing on the three key policy issues—state financial support, state intervention in the grain market, and international food trade policy—he assesses the extent to which current policy represents a continuation of that prevailing during the presidency of Vladimir Putin. The author discusses the appointment of a new Agriculture Minister in 2009, which may signal a different approach to the management of the sector, and concludes with an assessment of the impact of the global financial crisis.
