Rent,Real Estate,and Flood Mitigation in New Orleans East

This paper presents results from a study of environmental harm created in the collision of real estate speculation and the political process that governed extension of the urban frontier of New Orleans into its eastern wetlands. Near term concerns of rent‐seeking real estate capital and the contested politics of urban infrastructure expansion challenged a fragmented state charged with regulatory oversight and protection of investments in land and citizens. The paper engages theoretically the relative inattention of urban political ecology theory to rent as a way to theorize how capital flows through land, and argues for increased attention to the problem of land rent and the multiple scales of political engagement that manage ecological crisis immanent in the metabolism of nature and society under capitalism.

1990年出土于河南省偃师县的《姚孝经砖文》所记为冢地买卖之事, 当归入买地券类。但学界未能审查,而以其为“目前所发现的最早的东汉墓志”, 以至以讹传讹, 误人视听。本文则对《姚孝经砖文》的内容重新进行简释,并对学界的误说予以订正。     

Law and the historical geography of the Galilee: Israel's litigatory advantages during the special operation of land settlement

This article contributes to a re-evaluation of the role of law in historical geography. It focuses on Israeli officials' application of the complex legal process of ‘settlement of title’ to land in the all-Arab central Galilee during the 1950s and 1960s, which was aimed at transforming Jewish–Arab socio-spatial power relations in the region. Expanding Israeli conceptions of state land and the government's focus on contesting land claims of Arab citizens transformed the process into an overwhelmingly litigatory one, triggering thousands of legal disputes between state agencies and Galilee Arabs. Drawing on Galanter's work on repeat player advantage and Kritzer's work on government litigants, this article characterizes the state as a ‘government compound repeat player’, enjoying advantages that not only won cases in the Haifa District Court but that also had direct impact on the subsequent geographical transformation of the region. On a more general level, this article argues that law has played a greater role in shaping historical geographies than the literature might suggest and encourages additional work on the subject.

The Local Drivers of Land Degradation in South‐East Asia

Economic globalisation has led to a huge increase in demand for food, goods and services by expanding urban middle class populations. These demands cause environmental changes that in turn feed back upon the urban environment and human population. While the global changes are well researched, the cumulative significance of local environmental changes is less well known. Yet, the local changes may have greater impact on the decisions which individuals make that affect soil erosion and land degradation. People respond to family circumstances and to local economic opportunities in ways that most suit the needs of their families and households. Several demonstration projects that were not adopted offer lessons in understanding how people make their land‐use decisions. An understanding of people's past experiences, present needs and views of the future helps those seeking to improve environmental management to promote policies and actions that are likely to succeed by being acceptable to those involved.     

China's Infrastructure Investment Boom and Local Debt Crisis

A noted Hong Kong-based economist addresses the emerging financing problems prompted by debt-laden local governments in China in the aftermath of the global financial crisis. More specifically, using the most recent data available, he traces the root of China's local debt overhang to a protracted debt-financed infrastructure investment boom in which several key institutions (the cadre evaluation system, the land management regime, and the banking sector) have created an environment that draws local governments into a land-infrastructure-leverage trap. The author argues that the resulting high levels of debt may ultimately impede the country's efforts to mitigate structural imbalances in its economy. 《四库全书》载《图绘宝鉴》底本考原

四库全书辑入的《图绘宝鉴》是一部重要的古代画史作,其内容与本书其他重要版本多有不同,使研究颇感困惑。通过对四库本与正德本、津逮秘书本及借绿草堂本等版本的比较,发现四库本的底本孔府本并非正德本,而应是嘉靖本或其增补本毛大伦本：并同时推论出嘉靖本的底本是正德本的一个残本。
