Frederick G. Scott's World War I war memoir, The Great War As I Saw It, contains the sole unofficial eyewitness recording of a court martial execution that we possess. The case of William Alexander 20726 Alexander, William. 20726. Service records. Library Archives Canada, RG24, vol. 2538 HQS 1822, RG 150/acc 1992-93/166/Box 83-992 and RG24-C-1, 1946 Central Army Registry R112-553-X-E, Reel C-5053 90,  [Google Scholar], executed in October 1917, for desertion in the face of the enemy compelled Scott to devote more printed space to it than to the death of his own son, Henry. A discussion based upon a close reading of Scott's memoir and an exposition from archival sources of Alexander's case demonstrates the ways in which Scott evades the case's disturbing implications echoes wider aspects of Canada's early memorialization of the Great War.  相似文献

This article illustrates US policy on European integration and the European Economic Community (EEC) by focusing on the General Agreement on Tarriff and Trade (GATT) Kennedy Round negotiations (1963–7). However underestimated in the history of international relations, GATT provides in fact an outstanding framework for analysing the foreign policy of its members. Whilst analyses of the Round per se already exist, no scholar thus far has focused on US policy towards European integration. Moreover, no previous author has utilised the European archives and has examined the stances of the EEC. This article shows that US support for European integration, which both Kennedy and Johnson followed at the behest of the ‘Europeanists’ in their respective administrations, conditioned the bargaining position of the United States in Geneva. The US negotiators tried to enhance US trade interests while at the same time attempting to encourage European regional integration. In so doing, the United States played a role in the strengthening of European regional integration by favouring the unity of the area. Moreover, contrary to previous accounts, this article shows that US negotiators were able to direct and move forward a complicated negotiation, showing Washington's leadership. The article concludes by showing that the Kennedy Round ended a period of about twenty years during which the United States acted to promote the unity of Western Europe. At the end of the 1960s, with the worsening of the US economic conditions, the tension in transatlantic relations over monetary and security issues, and the strength that the EEC demonstrated during the Kennedy Round, ‘the Europeanists’ were no longer able to prevail with their line in the internal discussions. This change became apparent when the Nixon administration shifted to a more detached and ambiguous policy towards European integration.  相似文献

ABSTRACT

This article provides the most rigorous international history to date of Prime Minister Pierre Trudeau's 1983 peace initiative, one of Canada's major foreign policy ventures of the Cold War, examining both Trudeau's motives and the reception of his initiative among Canada's allies. Drawing on newly declassified sources in Canada, it uncovers the two-track strategy behind this initiative, aiming to mobilise Western European leaders to exert pressure on the Reagan Administration on the one hand, while quietly urging European allies to call for a review of NATO strategy on the other. Based on previously unavailable archival materials from seven different countries, this article also reveals how the Canadian initiative was received by the world leaders Trudeau sought to win over. It reassesses the Canadian initiative, revealing that it borrowed heavily from existing proposals from other countries, and that NATO leaders viewed the initiative as a mere electoral ploy to help Trudeau win re-election rather than a serious project to ease East–West tensions. This article concludes that with this initiative Canada was not in fact playing the role of a ‘helpful fixer’ and that the initiative constituted part of a wider and understudied trend in government responses to the ‘Second Cold War’.  相似文献

With the advent of independence, Pakistan almost immediately became embroiled in the hegemonic struggle of the cold war. Courted by the United States for its strategic North-West Frontier, Pakistan quickly became a Western ally. Fears of tribal unrest in the region and conflicting Pakistani and Afghan claims to the frontier, however, soon complicated the United States’ broader strategic vision. As Afghanistan continued to call for the establishment of an autonomous ‘Pakhtunistan’ comprising the North-West Frontier settled districts and tribal zone - and threatened to turn to the Soviet Union if US policy-makers did not support the Afghan position - US officials were torn between their official alliance with Pakistan and their desire to prevent a Soviet–Afghan understanding. Mirroring circumstances elsewhere in the Third World, local conflicts on the North-West Frontier mired US strategists’ wider plans for spreading Western influence. Officials ultimately opted for a flawed neutral position, angering the Pakistan government and alienating the Afghans. The US position towards the North-West Frontier - or lack thereof - eventually resulted in failure and a continued impasse in relations between Afghanistan and Pakistan.  相似文献

Abstract

The Topographical Survey of the Orange Free State, executed by the British War Office between 1905 and 1911, was not only one of the first but also one of the finest topographical surveys to be undertaken in British colonial Africa. The motivation for this undertaking stemmed from three sources: the personal interest of Sir David Gill (H.M. Astronomer at the Cape) in the measurement of the arc of the 30th meridian; Britain's imperialistic intervention in South Africa which resulted in the South African War (1899–1902) against the Boer Republics and which stressed the need for reliable military maps for warfare as well as for the general defence of the new colonies; and the need for accurate maps for purposes of colonial administration and land tenure. The survey took five and a half years to complete, and the 1: 125,000 series (G.S.G.S. 2230) that was compiled represented the only accurate maps of this part of the continent for almost seven decades.  相似文献

This article analyzes a situation when the war was actually over and society began to recover. The government faced a severe challenge after the war. These serious problems will be analyzed in the light of the Great Northern War (1700–1721). The plans of the central government to stabilize society will be analyzed, as will the different kinds of planning activities undertaken by the authorities. The critical nature of the situation led the government to concentrate solely on short‐term planning. The government had no proper strategies; there were just a couple of exceptions to this rule. Firstly, the problems in Finland were repeatedly concrete and tangible. This made them both easy to address and essential to redress. Conditions in Finland became an issue of the first order. Even here decisions were dictated to a great extent by short‐term goals. Another strategy was connected with notion of the ‘primacy of the economy’. The government tried to deal with the problems by granting tax exemptions and reliefs, or correspondingly by cut‐backs in areas other than those that had been devastated. The machinery of government was not able to create anything new after the war, but its supervision of existing activities was excellent. This was important with respect to the allocation and use of the meagre resources.  相似文献

The article focuses on five essential phenomena in the Finnish memory culture relating to the three Finnish wars fought in 1939–1945, namely, (1) the memory of the fallen; (2) the influential work by author Väinö Linna; (3) the contested memory politics and veteran cultures in the 1960s and 1970s; (4) Germany and the Holocaust in the Finnish memory culture; and (5) the ‘neo-patriotic’ turn in the commemoration of the wars from the end of the 1980s onwards. The Finnish memory culture of 1939–1945 presents an interesting case of how the de facto lost wars against the Soviet Union have been shaped into cornerstones of national history and identity that continue to play a significant role even today. Using the growing research literature on the various aspects of the Finnish war memories and memory politics, the article aims, first, at outlining a synthesis of the memory culture's central features and, second, at challenging the common contemporary conception, according to which the Finnish war veterans would have been forgotten, neglected and even disgraced during the post-war decades, to be ‘rehabilitated’ only from the end of the 1980s onwards.  相似文献

The dramatic growth of drone warfare in the last decade has meant the arrival of a new kind of war imagery in civilian life: the view through the drone camera. As such, the drone is not simply a weapon, but also an emerging medium for representing conflict. This article explores the ways this imagery has been selected, interpreted, framed and put to use in public and popular culture. In addition to exploring how these practices of looking fit within the larger history of war imagery, two prominent features of ‘drone vision’ are identified: the promotion of consumer interactivity in the drone war and the militarising of domestic space.  相似文献

Since the formal end to the conflict of dissolution of Yugoslavia in 1995, cultural heritage has been given a central role in post-war recovery and reconstruction, and in the development of sustainable peace in the region. This role reflects the pivotal function accorded to heritage in post-conflict settings within the international heritage doctrine, while re-assessing the crucial role of culture in ‘building peace in the minds of men and women’ (UNESCO) and in creating ‘greater understanding of one another among the peoples of Europe’. I will present and analyse the current formal/legal system of heritage construction and reconstruction in Bosnia and Herzegovina (BiH), its relations with the international heritage doctrine and its implications on the local process of memorialisation of armed conflict. As I will argue, one fundamental pitfall of the international heritage doctrine fashioned by UNESCO and the Council of Europe is that it implicitly relies on the nation-state as the carrier and developer of collective cultural memory and identity, overlooking settings where the primary mode of group identification and legitimisation occurs at different (lower) levels, as in BiH.  相似文献
