Museums are increasingly recognised as having a role to play within international relations, to facilitate cultural exchange, assert national identity and foster mutual understanding. Whilst international work is perceived to be politically motivated and diplomatically advantageous, it can be highly beneficial to cultural institutions. In this paper, ‘cultural diplomacy' is shown to be a strategy used by museums to enable organisational development and economic growth. This paper demonstrates how national museums adopted a political rhetoric and used strategic lobbying to formulate a new cultural policy, which expanded the scale and scope of their international work. By defining the parameters and principles of this policy, the institutions wield power, thus challenging the conventional perceptions of policy-making and contradicting commentators who accuse museums of political subservience. Throwing the notion of instrumentalism into disarray, this paper calls for a theoretical and conceptual rethinking, to revamp understanding and bring it in line with practice.  相似文献

In some European countries, performance contracts have become an instrument for the governance and control of major cultural organisations by the public administration. The negotiation and signing of a performance contract are mainly aimed at developing the goals of cultural policies by means of large organisations in order to achieve the traditional objectives of cultural democratisation and other instrumental objectives (economic development, urban regeneration or social inclusion). Nevertheless, the development level of performance contracts varies when we compare England, France and Catalonia (Spain). Each particular level of development is conditioned by the overall administrative and institutional context and the development level of results-based management and an accountability culture. The level of public funding and the degree of autonomy of management within each organisation can also explain why in some cases governance has been contractualised whereas in other cases either progress is more rhetorical than real.  相似文献

Who participates in the European Capital of Culture? This article analyses participation in Stavanger, European Capital of Culture (ECOC) in 2008, drawing on data from a survey conducted among a cross-section of the population of the city and its closest surrounds. It examines whether there is systematic variation in the number and type of events attended across key social background characteristics such as gender, age, education and income, as well as interest in culture. It finds systematic, but small differences between the genders, age groups and people of different educational attainment, and no differences between people with high and low income. Participation levels are high in all social strata. However, interest in culture is an important predictor of participation. Differences in social background and cultural interest matter more for participation in high-brow events. The authors conclude that the ECOC event was fairly inclusive of different population segments.  相似文献

Australia faces a complex set of dilemmas in foreign, defence, and economic policy. Australian governments have traditionally relied on the United States to underwrite the country's defence policies, and have regularly demonstrated loyalty to the bilateral strategic alliance. Yet, Australia's economic security has become more dependent on China, a country with which the US has a competitive relationship. This article first reviews theories of competition among great powers. It then analyses key factors that are shaping the region and the Australian policy environment. It is argued that Australia may have much to gain from acting collaboratively with other middle powers within multilateral institutions. In this context, Australia may also benefit from a more robust recognition of its own distinctive national interest.

In 2011, Australia communicated a clear choice about its strategic future. It would continue to cleave tightly to the US alliance, expand its military links and work to advance the USA's conception of regional order. Given its economic interests, why has Australia bound itself to the US alliance? What lies behind this strong commitment and what would it take for Australia to change its relationship with the USA? This article presents an analysis of the current state of the US–Australia alliance and argues that Canberra's pursuit of close relations with the USA reflects the interaction of a rational calculation of the costs and benefits of the alliance with a set of resolutely political factors that have produced the current policy setting. The article first assesses the security cost and benefit behind the alliance. It then argues that the move also derives from the strong domestic support for the US alliance, a sharpened sense that China's rise was generating regional instability that only the US primacy could manage and the realisation that the economic fallout of such a move would be minimal. It concludes with a brief reflection on what it might take to change the current policy settings.  相似文献

The difficulties in realising a united policy as well as the energy status of Italy and Europe until the eve of the 1973 oil shock are underlined. This article explores how older visitors use meanings created through encounters with contemporary visual art in art galleries for identity maintenance and revision processes. The analysis is based on the results of a 28-month study of the responses of older people to contemporary visual art in art galleries in north-east England, UK. The identity processes used in this study are those defined as maintenance and revision as understood by Kroger (2002) Identity processes and contents through the years of late adulthood. Identity, 2, (1), 81-99, Kroger and Adair (2008) Symbolic meanings of valued personal objects in identity transitions of late adulthood. Identity, 8, (1), 5-24. and Marcia (2002) Identity and psychosocial development in adulthood. Identity, 2, (1), 7-28. Respondents who did not have an existing identity-defining commitment towards art and who had less ability to decode the art works used the art to make symbolic links to aspects of their identity. The meanings created were then used to help satisfy current identity needs. In contrast, those with an existing commitment to art used the experience of the visits to deepen their current knowledge. Engaging with contemporary visual art facilitated identity processes that contributed to participants’ well-being. This study contributes to studies on identity by exploring how content and identity processes interact and provides new perspectives on the role of art in identity formation for older people. It also has significance for museum, gallery and heritage policy and practice.  相似文献

There is a long-standing debate concerning the suitability of European or ‘western’ approaches to the conservation of cultural heritage in other parts of world. The Cultural Charter for Africa (1976), The Burra Charter (1979) and Nara Document on Authenticity (1994) are notable manifestations of such concerns. These debates are particularly vibrant in Asia today. This article highlights a number of charters, declarations and publications that have been conceived to recalibrate the international field of heritage governance in ways that address the perceived inadequacies of documents underpinning today’s global conservation movement, such as the 1964 Venice Charter. But as Venice has come to stand as a metonym for a ‘western’ conservation approach, intriguing questions arise concerning what is driving these assertions of geographic, national or civilisational difference in Asia. To address such questions, the article moves between a number of explanatory frameworks. It argues declarations about Asia’s culture, its landscapes, and its inherited pasts are, in fact, the combined manifestations of post-colonial subjectivities, a desire for prestige on the global stage of cultural heritage governance and the practical challenges of actually doing conservation in the region.  相似文献

Abstract

The concept of ‘social exclusion’ has become central to the UK government's political philosophy. The need to combat the causes and deal with the symptoms of ‘social exclusion’ has become vital to many policy initiatives. The use of heritage resources to help deal with social problems has been practised since the early years of the 19th century and can provide a community with a focus, identity and pride as well as making a contribution to regional economies. This paper traces the use of heritage resources in community regeneration programmes and demonstrates their lack of objectives and unplanned nature. A holistic multi‐agency approach is advocated to tackle social exclusion, with heritage playing a central role. Finally, the paper calls for research which will clarify the contribution that heritage resources can make and identify a framework within which heritage can realise its potential to build communities.  相似文献

Across the middle decades of the twentieth century, approximately 500,000 people left Ireland for Britain. Around half were young, single females migrating alone. Drawing on archival material in Ireland and England, this paper analyses the ways in which Catholic and secular agencies became aware of female Irish migrants; and how they understood and responded to their needs. Catholic organisations focused on maintaining religious belief and practice as a means of avoiding social problems in migrants. Some female migrants, such as nurses, were considered exemplars of Catholic and Irish femininity. However, female sexuality was problematised when associated with single motherhood, prostitution and cohabitation. The Irish hierarchy expected to lead policy development for migrant welfare. The framing of female migrant social needs within a moral and religious discourse led to solutions prioritising moral welfare delivered by Catholic priests and volunteers. Both the Irish government and British institutions (state and voluntary) accepted the centrality of Catholicism to Irish identity and the right of the Catholic Church to lead welfare policy and provision for Irish female migrants. No alternative understanding of Irish women's needs within a secular framework emerged during this period. This meant that whilst the Irish hierarchy developed policy responses based on their assessment of need, other agencies, notably the British and Irish governments, did not consider any specific policy response for Irish women to be required.  相似文献
