Does the emergence of a new boundary‐spanning policy regime shift the focus of well‐established organized interests, or does it mobilize new ones? In this article, I show that interest groups with a presence in Washington before 9/11 rapidly—but temporarily—shift their attention to the homeland security issues. Established groups' entrenchment in antecedent subsystems appears to buffer against widespread policy disruption and interest upheaval. However, a new set of previously latent groups opportunistically mobilizes after the regime is institutionalized. Newly mobilized groups replace those that retreat back to the regime's antecedent subsystems. Though the policy regime fails to resolve the jurisdictional turf conflicts that triggered its creation, the institutionalization of homeland security generates its own original, distinct government demand for lobbying. Interests that previously had no business in Washington before 9/11 took advantage of the new opportunities the regime offered without supplanting interests established long before the Department of Homeland Security and its congressional committees existed. 相似文献

Are some American states inherently more innovative than others? This question has confounded researchers for more than four decades. In this study we develop a measure of collective policy innovation that measures formal cooperative policy arrangements among the states, compare the measure to existing measures of internal state policy innovation, and assess whether existing innovativeness measures explain policy cooperation among the states. This test of the innovativeness concept addresses internal and external validity concerns that have long plagued this research tradition. Our multivariate analyses indicate that policy innovativeness is often a statistically and substantively important determinant of compact participation. These results suggest that (i) innovativeness is a meaningful and durable state attribute, (ii) several existing indices successfully capture the underlying latent concept, and (iii) innovativeness provides analytic utility in multiple empirical contexts. 相似文献

For the most part, punctuated equilibrium scholarship has ignored the legal policy change generated by the Supreme Court. In this study, I address this gap though an examination of the Court's equal protection and gender cases from the 1970s. My case study here has two aims. First, I offer an adaptation of the jurisprudential regimes framework as a device for framing and identifying legal policy punctuations. After identifying Reed v. Reed (1971) as the cut point of such a regime, I then use Reed and its progeny to illustrate the promise of culture in explaining stasis and change, specifically focusing on the concepts of cultural cognition and cultural surprise. 相似文献

In the face of the reemerging threat of preventable diseases and the simultaneous vaccine risk controversy, what explains variations in Americans’ policy preferences regarding childhood vaccinations? Using original data from a recent nationwide Internet survey of 1,213 American adults, this research seeks to explain differing public opinions on childhood vaccination policies and related issues of governance. As Mary Douglas and Aaron Wildavsky's grid‐group cultural theory of policy preference formation suggests, cultural biases have a significant impact on the formation of preferences toward various vaccination policies. Hierarchs are in support of mandatory vaccination, oppose religious and philosophical exemption, and believe the government should preside over vaccination‐related decisions. Fatalists strike a bold contrast in their opposition to mandatory vaccination policy and support for religious and philosophical exemptions and the role of parents in deciding on vaccinations. Falling between hierarchs and fatalists, egalitarian support for vaccinations is stronger than individualists‘. 相似文献

Issue redefinition and venue shopping have been identified as key strategies for enacting agenda and policy change, but much work remains to be done in elaborating these processes. I argue that an important aspect of issue redefinition involves shifting not only the image of an issue but also the bases for considering those issues—what I call policy principles. Policy principles are the core values, beliefs, or guidelines attached to policies that help direct decision making. The emergence and acceptance of new principles by the public and policymakers can be a vital source of policy change, at times having far greater consequences for policy than redefining an issue. Venue shopping is also a multifaceted undertaking involving efforts by policy entrepreneurs and advocacy groups to keep issues out of venues they would rather not participate in as well as move decision making to new arenas. Moreover, while the literature suggests that shifting venues is usually a sensible strategy, sometimes venue shopping can backfire. A case study of the municipal movement to restrict the nonessential use of lawn and garden pesticides in Canada illustrates these theoretical points and shows the applicability of agenda setting models to contexts outside the United States. 相似文献

Why do policies change dramatically? Most prominent theories and many empirical studies of policy change address that question with attention to external shocks to policy systems or focusing events. These shocks or events are usually described as unplanned, unpredicted jolts such as global crises or natural disasters. I assert a role for focusing projects. These planned activities continue traditional priorities in an issue but do so to a degree perceived as excessive by enough people to shatter seemingly stable policy systems. I then propose a theoretical framework to explain the varying impacts from such projects. The framework uses two dimensions: one that accounts for the mobilization of pro‐change forces and one that assesses policy learning by members of pro‐status quo coalitions. I examine this framework in the context of changes to dam‐building policies in four diverse political settings: United States, Australia, Canada, and China. I find intriguing similarities between the focusing projects in these different contexts but also considerable variation in the extent to which they produce policy change. 相似文献

A prominent specialist on the Russian economy presents a timely assessment of Russia's accession to the World Trade Organization. The author discusses the reasons that prompted Russia to seek membership and scrutinizes the major obstacles, such as complexities of the accession process and the country's institutional malaise. An analysis of the effects of possible membership on the Russian economy is followed by a focus on Putin's first term (2000-2003) when he supported entry, and the second (2004-2007) when he lost interest. Also presented are two scenarios projecting reinvigorated pursuit of Russian membership, or abandonment of the goal. A team comprising a former Russian policymaker and American analysts of the current Russian energy policy examines the course of that policy and its limitations during the post-Soviet period. In the process, they critically analyze key problems in Russia's oil, gas, coal, and electricity sectors that represent a potential drag on growth of the entire Russian economy and at the very least call into question the sustainability of further increases in exports to the West. The authors explore in considerable depth and detail both the factors underlying the recent increase in government intervention in the energy sector and the likely consequences for domestic production, consumption, resource security, and critical exports. A noted American analyst of Russian, Central Asian, and Transcaucasian oil and gas industries and markets offers his own perspective on issues raised in the preceding paper on Russia's energy policy (Milov et al., 2006). While generally concurring that Russia indeed pursues an ad hoc (rather than systemic) energy policy, he expresses divergent views on the role of government-regulated versus market-based pricing in final and primary energy use, reasons for the intense flows of oil and gas to Europe, the role of pipelines in determining oil export allocations, and the contribution of regional monopolies and refining capacity to domestic oil product prices.
