Rethinking conceptualisations of adult-imposed restriction and children's experiences of autonomy in outdoor space

This paper calls for more sensitive understandings of children's experiences of autonomy and restriction in outdoor space. The study with children and adults living in a suburban area of Cape Town, South Africa, suggests that the imposition of adult structure and surveillance on childhood should not be automatically perceived as negative. The children's experiences were more nuanced and must be contextualised with reference to the predominant concern with (in)security in these suburban geographies. The notion of accompanied mobility is then considered to suggest how children's outdoor mobility might be framed as a collective or community responsibility, as opposed to an individualistic concern of parents.

Ophthalmoscopy in Charlotte Brontë's Villette

This essay re-examines the representation of scopic conflict and discipline in Charlotte Brontë's novel, Villette (1853), within the context of the reconfiguration of the eye during the 1850s. Villette is pioneering in its representation of an ophthalmoscopic conception of the eye, as an organ which could be looked into by medical practitioners as well as looked at. This notion of the eye was only possible after Hermann von Helmholtz's invention of the ophthalmoscope in 1850. Villette is thus one of the first literary responses to the newly visible living retina. This essay argues that in light of the novel's emphasis on a penetrable, legible eye, the critical emphasis that scholars have placed on surveillance as a disciplinary model in Villette is overstated. Visual exchanges are described not in the disembodied abstractions of panopticism, but with references to a violent lexicon derived, in part, from the novel terminology of ophthalmoscopy. The prominence of opthalmoscopy points towards a remedial narrative in which diagnosis is succeeded by surgical intervention, and ultimately the restoration of sight. M. Paul Emanuel is the principal emblem of this visual practice: a merciless autocratic ophthalmologist who brings pain but also palliation. Villette's remedial narrative is organized around three devices designed to respectively look into, perforate, and enhance the human eye: the ophthalmoscope, the stylet (an instrument used in eye-surgery), and spectacles. This analysis adopts a historicist approach to re-contextualize Brontë's imaginative depiction of optical technology and perception within the mid-century emergence of ophthalmology.

Regulating the global illicit economy: Singapore's role in United States' spatial financial surveillance

Illicit transactions are increasingly integrated to legitimate financial flows between international financial centers (IFCs) and offshore jurisdictions (OJs). The United States (US) is actively engaged in regulating illicit transactions through anti-money laundering and counter-terrorist financing (AML/CFT) regulations backed by economic sanctions statutes. In this paper, I show how US sanctions regulatory capacity has developed by scaling out compliance and enforcement functions to state regulators and advanced business services (ABS) intermediaries in Singapore. Scaling out draws on a relational scale framework that locates the multiscalar surveillance of IFCs and OJs' entangled financial networks as an instrument for governing the illicit global economy. At the same time, Singapore's enrolment in US financial surveillance benefits the financial center by strengthening the city-state's regulatory functions. Using cases of high-profile illicit financial activities as well as interviews with regulatory agents in Singapore and to a lesser extent the US, the paper shows how multiscalar compliance and enforcement practices support US′ extra-jurisdictional discipline of rogue actors and jurisdictions while augmenting Singapore's stature as a clean and trusted financial center.     

‘Constituting a Problem in Themselves’: Countering Covert Chinese Activity in India: The Life and Death of the Chinese Intelligence Section, 1944–46

This article explores the actions taken to address the issue of covert Chinese activities in India during the Second World War identified by Force 136, the Far East incarnation of the Special Operations Executive (SOE), which resulted in the creation of the Chinese Intelligence Section (CIS) in early 1945. It considers this development within the wider context of security intelligence in relation to British India, which has been the subject of increased academic study in recent years as a result of the increased availability of relevant archival material. The need for CIS to be established draws attention to the parameters within which the various intelligence and security agencies operated, their attention focused primarily upon clearly identifiable threats to British rule, particularly nationalism and communism. The issue of covert Chinese activity in India did not fit easily within this framework; the manner in which SOE’s concerns were ultimately addressed illustrates how the prevailing colonial security mindset shaped the conceptual horizons of security intelligence activity.
