This paper builds on the assumption that cooperation between higher education institutions (HEIs) and creative and cultural industries (CCIs) stimulates innovation and economic growth at the regional level. It further assumes that HEIs and CCIs hold different perspectives on their intention to cooperate with external actors and, thus, there is a need for joint arenas to develop and integrate knowledge and practices among stakeholders across academia and industry. With this rationale in mind, the paper’s main objective is to discuss how universities’ roles in the establishment and development of locally embedded CCIs change or evolve over time. Taking a process economics perspective and building on a case study from the South of Norway, two questions are addressed: (1) What are the barriers – structural and cognitive-cultural – hindering cooperation between HEIs and CCIs in Southern Norway? and (2) How can long-term win-win cooperative arrangements between HEIs and CCIs be enhanced? Different knowledge bases, combined with lack of knowledge and understanding of the other sector’s expertise or knowledge content, and thus the lack of common language, were found to be the biggest barriers that must be overcome to stimulate strategic cooperation between HEIs and CCIs in Southern Norway. The findings support the need for a diverse and flexible policy where target initiatives are adjusted to CCIs’ needs and academic departments’ fields of knowledge to decrease barriers to cooperation, with the ultimate aim of moving from a situation of ‘lock-in’ towards the creation of new innovative and valuable relationships.  相似文献

This article investigates the implications of women’s exclusion for the nature and durability of peace processes, and whether factors that undermine peace consolidation post-settlement might be prevented through more inclusive peacemaking. It examines the Sudan-South Sudan peace process that produced the 2005 Comprehensive Peace Agreement, the roles women played in peacemaking and their exclusion from official negotiations, and the sources of insecurity post-CPA. South Sudan’s peace process shows that the exclusion of women can be understood as a canary in a coal mine: a highly visible marker of the broader exclusivity of such processes, and the complex dynamics of elite capture in war and peace processes. Women’s exclusion was the product of the region’s political marketplace, in which power and authority is secured by elites through violence and bargaining, to the exclusion of other groups. By understanding exclusion as a deliberate strategic tactic that extends from war into peacetime, I argue that the exclusion of women is not the reason why peace processes fail in and of itself, but rather the product of elite ownership of peace processes and the structure of many peace processes that facilitates and rewards such ownership, with serious consequences for the sustainability of peace post-settlement.  相似文献

ABSTRACT

Regional inequality within Japan has been a key political issue in Japanese politics throughout the entire postwar period. In this analysis, we examine how Japanese parties have positioned themselves on the question of regional inequality, focusing on how the party system response has been shaped by ideas and ideologies. The article analyses two 15-year periods separated by a quarter of a century (1960–75 and 2000–15) during which regional inequalities became a particularly salient and pressing issue. We compare institutional and socioeconomic contexts, broader governing ideas, and policy responses to this issue by major parties in their election platforms (manifestos). We find that party ideology and broader paradigms continued to shape party responses to regional inequality during both periods.  相似文献

ABSTRACT

The idea of adequately ‘representing’ violence was an important point of discussion amongst Resistance artists and intellectuals at the time of the French Occupation. In particular, intellectual resistant Jean Paulhan had written on the subject in his text introducing Jean Fautrier’s retrospective exhibition of November and December 1943 in occupied Paris, ‘Fautrier the Enraged’. While the thematic of the exhibition proposed an academic and traditional subject matter, Paulhan demonstrated that Fautrier’s typically matierist and anti-naturalistic approach was instrumental in ‘suggesting reality’. Fautrier’s individual creative process, Paulhan argued, led to a transparent experience to be shared between viewer and artist not only on an aesthetic level, but also from a political point of view. At the time of ‘Fautrier the Enraged”s writing, Paulhan had indeed been concerned with issues of political engagement, as is evident from his essay ‘The Flowers of Tarbes or Terror in Literature’ (1941), which reflects upon the human condition and is concerned with reconciling poetry, politics and ethics. The author believes that such questions were being addressed in Paulhan’s text on Fautrier and by Fautrier’s art and that an aesthetic reading of Paulhan’s text is inseparable from a political interpretation of Fautrier’s art within the context of the Occupation. Indeed, the aesthetic criteria used in Paulhan’s text as framework to his argument were then loaded with political meaning. For instance, Paulhan considered virtuosity as an essential artistic characteristic to be opposed to the art of imitation based on the technical ability to observe and simulate ‘nature’ as imposed by the occupants. With excerpts from Paulhan’s essay and exchange of letters with Fautrier as well as visual analysis of some of the artworks presented in the exhibition, this paper deals with the wider issues of ‘representation’ in the historical and cultural context of the Second World War in France.  相似文献

In Argentine Patagonia, the type of archaeological burial “in pit” has been only identified on the coast of Lángara Bay. This modality is characterized by the presence of single and multiple primary burials. Studies on five human burials in pits are presented in this article. The aim is to compare the contexts of burials in pit at the site level and the spatial characteristics of their distribution in the Lángara Bay locality from a diachronic perspective. The approach focuses on mortuary practices and social relations of hunter-gatherer groups during the Late Holocene. A characterization of the burials, their chronologies, bioarchaeological determinations, stable isotope studies, and their spatial distribution are included. The results allow us to chronologically place the contexts between ca. 3000 and 2000 cal BP. A spatial pattern in the distribution of burials in the coastal landscape was identified. Finally, it is proposed that this part of the Patagonian coast was a persistent place of burials in pit.  相似文献

In late colonial Basutoland and early independence Lesotho, the issue of who could access citizenship rights and passports became increasingly important. Political refugees fleeing apartheid South Africa took up passports on offer in the territory to further their political work. Basotho residents also took up passports in increasing numbers as a way of safeguarding their economic, social and political rights on both sides of the border. The lure of a Citizens of the United Kingdom and Colonies (CUKC) passport drew refugees to Basutoland in the early 1960s, but it was South Africa’s decision to leave the Commonwealth in 1961 that spurred many in Lesotho to formalise their imperial citizenship as well, even as independence for Lesotho became increasingly likely. The stories of those taking up papers illuminate how citizenship became a space for contestation between individuals and governments. The stories also show how the concept of the transfer of power does not accurately reflect the ways in which the sovereignty of newly independent African states, apartheid South Africa and the United Kingdom were all limited by a series of decisions made in the late colonial period. Tracing these stories helps us better understand the limitations of the term ‘decolonisation’ for reflecting the understandings and complications of citizenship in 1960s and 1970s southern Africa.  相似文献

The presence of single and also of married British women in overseas colonies, especially those employed by or married to men in the Colonial Service in the later colonial period, has been the subject of scholarly enquiry. Their lives, roles and values and their distinctive contribution, if any, to the development of empire and of its ending have been debated. Their gendered roles were usually subordinate in a masculine culture of empire, and especially as wives they are commonly regarded as marginalised. The archived records left by Lady Margaret Field reveal her commitment as a single woman to a colonial mission and her sense of achievement as a school teacher and educational administrator, while also acknowledging the independence and career satisfactions she subsequently lost when she married a senior Colonial Service officer who rose to be a governor. But it is also apparent that, though incorporated and subordinate as a governor's wife to her husband's career, she was not marginalised to a separate sphere. As is evident from this case study, governors’ wives had important and demanding political duties, and such responsibilities need to be acknowledged.  相似文献

ABSTRACT

The idea that in the Tudor era the English people became proudly conscious of their national language and history, has been challenged by critical interventions that suggest how England as a nation had to be “written”: the act of writing can construct imagined boundaries, both to appropriate and exclude. In Englands Heroicall Epistles, Drayton replaces Ovid’s mythological figures in the Heroides with specific well-known English historical personas who provide, through their letters, different perspectives on English history. I will contend that Drayton’s assertion of national identity and patriotism is done verbally and semantically, while his allegiance to oppositionist politics is rendered generically and subversively by a remarkable manipulation of the genre of historical poetry in the Heroicall Epistles: this in turn reflects his deep engagement with ideas of history and the construction of national consciousness in early modern England.  相似文献
