This article investigates the “bureaucratic capture” of migrant children through three technologies of the state: labelling, data production and social services, illuminating the ways visibility and invisibility are constructed and managed in the context of restrictionist immigration regimes. Using the case of unaccompanied asylum‐seeking children, Roma children and undocumented children, we examine how in/visibility is produced; for what purposes, and with what consequences. We demonstrate through the simultaneous broadcasting and disappearance of migrant children, bordering is reconstituted through various performances, rationalities and technologies of immigration governance. The article argues the notion of “best interests” is drawn on when the state can define these interests in accordance with their political aims and resources. The set of cases taken together provide novel insights into how states reconcile conflicting logics and reveals how the implementation of the child rights regime prevents some children from actualising their rights.  相似文献

This paper seeks to extend geographic thinking on the changing constitution of the UK welfare state, suggesting the need to supplement ideas of the “shadow state” with an analysis of the blurring of the bureaucratic practices through which welfare is now delivered by public, private and third sector providers alike. Focusing on the growing convergence of the bureaucratic practices of benefits officials and food bank organisations, we interrogate the production of moral distance that characterise both. We reveal the ideological values embedded in voucher and referral systems used by many food banks, and the ways in which these systems further stigmatise and exclude people in need of support. Contrasting these practices with those of a variety of “ethical insurgents”, we suggest that food banks are sites of both the further cementing and of challenge to the injustices of Britain's new welfare apparatus.  相似文献

This article analyses the visual figuration of children during the Chilean Popular Unity government (1970–1973) in a diverse archive of photographs, posters, album covers, magazines, and comics. First, it reads the realist representation of children in photography, which emphasises the dramatics of poverty as a form of establishing a photographic “civil contract” (Azoulay, The Civil Contract of Photography, 2008). Second, it interprets posters and texts concerning the Allende government’s Plan de Leche (Milk Plan) as an affirmative biopolitics. It concludes by showing that the children on illustrated posters are the idealised version of childhood projected by adults as a way of imagining a coming community.  相似文献

Recent research interest has focused on the bioarchaeology of children. Although paleodemography is essential for accurate reconstructions of lifestyle and health in past populations, currently there is no published technique for estimating fertility and life expectancy at birth for skeletal populations in which adults are under‐enumerated. This paper provides a formula to predict Gross Reproductive Rate (GRR) from the proportion of young infants to subadults in a skeletal population. The formula was developed from 98 of Coale and Demeny's Female Model West Life Tables, which represented diverse fertility and mortality rates. The formula's accuracy was examined using independent samples from historical and archaeological cemeteries. Estimates of GRR from the subadult fertility formula were compared with estimates from Bocquet‐Appel and Masset's juvenile:adult ratio. Results indicate that the subadult fertility formula predicts GRR with consistent accuracy (R2 = 0.98) and precision (± 1 offspring) in the model life tables, across diverse subadult age structures and demographic characteristics. The formula is useful for subadult populations with a proportion of perinates:subadults between 0.12 and 0.45. The adult component of the sample is not included in the analysis and thus the formula is similarly useful in cases where adults are under‐enumerated, or not. When applied to historical and archaeological populations, estimates for GRR are similar to previous estimates from the juvenile:adult ratio. Because crude birth rate and life expectancy at birth can be calculated from GRR using established fertility centred approaches to demography, the subadult fertility formula allows skeletal populations of diverse composition to be included in demographic research, essential for understanding of how mortality and fertility are affecting the morbidity profiles of subadult samples and for comparative bioarchaeological analyses. Abstract

The excavation at Tel Nagila uncovered a series of domestic structures dating to the Middle Bronze Age II. In the following paper, a division of the finds in the various structures is undertaken, in order to further our understanding of the use of space at the site. Within the domestic structures, many miniature vessels were found. We suggest that these were not votive offerings, rather attest to the presence of children in the various rooms of the homes. The role of children and the ability to identify them in the archaeological record is discussed.  相似文献

Drawing on refugee children's narratives about their experiences of settlement after prolonged stays in asylum centres, this article explores how the process of home-making is experienced in the everyday lives of children (7–12 year olds) settling with their parents in Norway. This article examines the importance of home as a material and relational space where children's expectations of an ideal home and existing standards together influence the process of home-making. Settlement is found to be a turning point in the lives of refugee families; it is a way of making oneself at home, sustaining continuity in children's world of movement, as well as linking space and time in their lives.  相似文献

Abstract: This article calls for the recognition of a subsector of the informal economy, which is conceptualized as the “survival sector”. Based on empirical evidence from Antananarivo, Madagascar it is suggested that beggars, street children and other marginalized people constitute a separate, non‐productive subsector of the economy, which is also distinguishable from formal and informal economies because of other aspects, such as the character of its social and economic networks, survival strategies, patterns of social and physical mobility, and the social and public spaces occupied. Given the vast number of marginalized people in the world, it seems useful to consider a survival sector of its own that is, despite interlinkages, fundamentally different from other components of the informal economy.  相似文献

In Victorian Britain rags were not only associated with the inadequate clothing of the poor, they were also viewed as a valuable commodity, widely collected for recycling into paper. This essay examines rags as simultaneously despised and precious objects, tracing the connections between Victorian accounts of poverty, the industrial recycling of rags into paper, and the redemption narratives created by Charles Dickens about rescued children. A supporter of Ragged Schools and champion of rags recycling, Dickens drew on the idea of the transformation of dirty rags into clean paper in his representations of ragged children. To him, the recycling of rags indicated the civilizing forces of modernity, and reading Dickens's representations of ragged children in this context reveals how cloth recycling became a paradigm for society's duties towards destitute children. This essay explains Dickens's juxtaposition of ragged children with references to rag-dealing in his novels; by this means he suggested that street children, like their ragged clothing, were capable of being purified and transformed into social usefulness.  相似文献
