第三部门的发展与政府改革

该文从第三部门在全球的蓬勃发展谈起,对“第三部门”的概念进行了界定,对第三部门在中国的发展进行了分析,并围绕第三部门的发展与政府改革的互劝关系展开论述。最后,从实际出发提出了培育和发展第三部门的若干政策建议。     

陈独秀前期国家思想述论

国家主权意识构成了陈独秀前期国家思想的理论起点.由此,陈独秀阐明了有关现代国家理论,对中国封建专制制度及其黑暗现实进行批判,并积极探索了在中国实现宪政制度的具体途径,表现出鲜明的时代特色,代表了历史发展的方向.     

“家族国家观”的悖论

日本儒教中的家族孝主义是家族国家观的重要基础。但是作为幕藩体制下封建武士之间的道德,它无法直接为明治近代化的目标服务甚至形成阻碍。因此家族国家观虽然植根于传统的儒教家族主义,但又是对其不适应时代课题的部分进行修正后,重新建构起来的一种意识形态。因此带有两面性,不是简单的“复古”,也不是儒教家族主义道德的简单复活。虽然家族国家观在统合民众方面发挥了巨大作用,但由于其原理与近代国家原理之间存在抵触,致使家族国家观自身蕴含着重大的悖论。     

清代瓷质祭礼器略论

本文通过对故宫博物院藏瓷器实物的考察,并结合《皇朝礼器图式》、《备物昭诚》等内府彩绘本清代典制书籍,考述了礼书记载的各式瓷质仿古礼器在乾隆时期确有生产,且嘉庆、道光、咸丰、同治、光绪朝都有补做。同时,因清代礼制规定国家诸祀和内廷诸祀的行礼场所和受祭对象不同,导致瓷质祭礼器的生产制度、造型与种类也有所差别。     

Regulating Regional Uneven Development and the Politics of Reconfiguring Belgian State Space

Abstract: This article mobilises a strategic‐relational approach to state spatial restructuring to overcome the weaknesses of the conventional “New Regionalist” account in economic geography of the resurgence of the region as a strategic site for economic governance. Focusing on hegemonic projects and the shifting nexus of spatial dependencies and engagements through which these are reproduced, undermined and transformed, the role and geography of political agency in state spatial restructuring is highlighted. To illustrate this point, I analyse the construction of new regional state spaces in Belgium, paying particular attention to the hegemonic projects that create a social basis for particular state spaces, the construction of collective agency on different scales (Belgian‐national and Flemish‐regional) and the various ways in which these processes are informed by pre‐existing state spatial and scalar selectivities.     

Specialization of ceramic production: A sherd assemblage based analytic perspective

One expectation of emergent complexity is that as ceramic craft specialization increases it is reflected by increasingly homogeneous products due to the modified organization of craft production by specialists. This question has most often been addressed by analysis of sub-sets of larger ceramic assemblages consisting of intact vessels from idiosyncratic contexts. However, excavations often do not yield appropriate whole vessel sub-sets. In order to evaluate the changing context of the organization of ceramic production, we engage a robust methodological approach to the analysis of ceramic sherd assemblages, rather than intact vessels, rooted in cluster analysis but which we rigorously evaluate by other means. We successfully employ this method to assess changes in the organization of ceramic production through a 1000 year sequence leading to the emergence of the Tarascan state, and conclude in this case that no significant reorganization of ceramic production occurred with Tarascan state formation.     

社会层级结构理论与当代中国政府转型——基于一种政治哲学的分析

当代中国政府正面临着由传统的管制型政府向现代的服务型政府的转型,这需要当代中国政治哲学予以学理性关注。社会层级结构理论是把握马克思哲学本性而面向中国问题的当代中国政治哲学新范式,"权力至上"的传统社会层级结构对当代中国政治实践具有深刻影响。因此,需要从改造深层社会结构入手,逐步改造传统社会层级结构,把自上而下的"金字塔式"社会层级结构转变为中国共产党领导下的市场经济、服务型政府和公民社会所构成的三维制约的社会结构,以推进当代中国政府转型。     

基于社会交换理论的西递古村落私人空间转化机制研究

古村落具有双重性质,即具有一般农村社区的特征,同时也具有旅游社区的特性,这种双重性质使得有限的村落空间成为游客与居民争先占有的场所。本文尝试以空间为观察视角,理解和认识古村落内部私人空间转化现象发生的作用机制,并引入社会交换理论来阐述和解释转化动机这一重要的转化前提。通过对西递案例的研究发现:私人空间转化动机包括微观层面上的经济利益、荣誉感和宏观层面上的集体决定、示范效应、共同价值观,并且(1)私人空间转化为游客空间并不是单向发生的过程;(2)当空间转化结果不如行为主体预期时,转化后的空间有可能重新变为纯粹的私人空间;(3)私人空间转化为景点能够延续的前提就在于空间所有者能够从这种转化中获取相对应的收益。     

Pangs of nascent nationalism from the nationless state? Euro coins and undocumented migrants in Malta since 2004†

ABSTRACT. This paper examines recent manifestations of the emergence of national identity amongst the citizens of Malta, now the smallest member state of the European Union. In this search, discrete events and ‘things’ are examined as symbolic paraphernalia, empirical phenomena that provide insights to overarching narratives about identity, nationalism and integration. The discussion and eventual decision on the choice of euro coin faces in Malta is proposed as one that illustrates a process of ‘nascent nationalism’. Meanwhile, the arrival of boatloads of undocumented migrants on Malta's shores has also encouraged the evolution of a secular, national character in Malta. Such episodes, and others, ultimately reflect a need for symbols of national unity that remain largely absent in this ‘nationless state’ which continues to be gripped by a bipolar partisanship that spares almost no one.     

Presentational state power: temporal and spatial influences over asylum sector decisionmakers

Previous analyses of forced migration have drawn attention to the increasing discretion held by asylum sector decisionmakers. According to these accounts, as the state reacts to the political risks associated with asylum migration control, responsibility for forced migration management is increasingly transferred onto a range of intermediate actors, between state and society, including local government employees, asylum interviewers, immigration judges and security staff. Yet little research has directly addressed these intermediaries' collective experiences and the influences to which they are subject. The article therefore focuses attention explicitly upon the nominal conduct of this increasingly authorised, discretionary and highly heterogeneous population. Drawing upon 37 interviews across four sites at which asylum sector intermediaries have significant and increasing discretion over asylum seekers' experiences, the findings demonstrate the importance of institutionalised timing and spacing for the determination of their volitional conduct. The timing and spacing of government institutions are important, not only through their influence over asylum seekers directly, but also because they present asylum seekers to those with discretionary authority in ways that are conducive to exclusionary uses of this authority.
