Voluntary programs have emerged as important instruments of public policy. We explore whether programs lacking monitoring and enforcement mechanisms can curb participants’ shirking with program obligations. Incentive‐based approaches to policy see monitoring and enforcement as essential to curb shirking, while norm‐based approaches view social mechanisms such as norms and learning as sufficient to serve this purpose. The United Nations Global Compact (UNGC), a prominent international voluntary program, encourages firms to adopt socially responsible policies. Its program design, however, relies primarily on norms and learning to mitigate shirking. Using a panel of roughly 3,000 U.S. firms from 2000 to 2010, and multiple approaches to address endogeneity and selection issues, we examine the effects of Compact membership on members’ human rights and environmental performance. We find that members fare worse than nonmembers on costly and fundamental performance dimensions, while showing improvements only in more superficial dimensions. Exploiting the lack of monitoring and enforcement, UNGC members are able to shirk: enjoying goodwill benefits of program membership without making costly changes to their human rights and environmental practices.  相似文献

This article provides keywords and reflections for decolonial methods, drawing on insights from the Indigenous-led Land and the Refinery project, which concerns the history of Canada's Chemical Valley. This project is crucially organized as Indigenous people co-researching the Imperial Oil Refinery, not as academics studying Aamjiwnaang, and asks how Indigenous and decolonial methods might reorient the use of archives toward other futures. Together, the keywords begin to outline a particular place-based theory of change within decolonial historical practice.  相似文献

A contentious issue for Pacific Islanders, as well as researchers of the Pacific Islands, is ni-Vanuatu notions of ‘belonging’ to urban centres. Previous research in Vanuatu has shown that despite generations of people born and raised in Port Vila, the nation's capital, the urban centre is not generally perceived as a ‘place’ to which urban migrants can say they are from. For many, exclaiming that one is ‘from’ town is tantamount to admitting one has ‘no place’. This paper, based on fieldwork among a group of urban young men in Freswota, a residential community of Port Vila, argues that in contrast to this, Freswota young men are generating a new locative identity. Their urban community rather than their parents' home island places is emerging as their primary location of belonging and the source of their sense of self, personhood and social identification. As such, these young men are the urban autochthones of the country.  相似文献

This article explores the social and material repercussions of middle class aspirations in a system that is still infused by socialist aesthetics in Maputo, Mozambique. We argue the activation of “middle classness” reproduces ingrained inequalities and boundaries. This is demonstrated through two ethnographic case studies of urban housing, long central to imaginaries of prosperity. First, fearing downward mobility, members of the upper middle class seek to embody a liberal ideology of “autonomy”, while simultaneously being dependent on state structures. Second, members of the lower middle class attempt to create enclaves to experiment with forms of privatisation normally only accessible to a privileged elite. Through this examination of the ways in which a spectrum of privileged urbanites attempts to secure their position in the face of a precarious future, the article outlines middle classness under contemporary capitalist conditions and how this is shaped by the legacies of the past.  相似文献

This article focuses on the U.S. diplomat and nuclear arms control negotiator Gerald (Gerry) Coat Smith in order to cast new light on the importance of diplomats in the context of the set of international activities currently labelled as “science diplomacy.” Smith, a lawyer by training, was a key negotiator in many international agreements on post-WW2 atomic energy projects, from those on uranium prospecting and mining, to reactors technologies to later ones on non-proliferation and disarmament. His career in science (nuclear) diplomacy also epitomized the shortcomings of efforts to align other countries’ posture on nuclear affairs to U.S. wishes. In particular, the unswerving diplomat increasingly understood that strong-arm tactics to dissuade other countries from acquiring nuclear weapons would not limit proliferation. Not only did this inform later U.S. diplomacy approaches, but it lent itself to the ascendancy of the new notion of “soft power” as critical to the re-definition of international affairs.  相似文献

ABSTRACT

This paper examines the potential for cultural policy to shape sustainable development in the context of expectations arising from research and policy work on development. We use, as the basis of a critique, the categorisation of the relationship between culture and sustainable development proposed by a major study funded by the European Union, being emblematical of how researchers and policymakers understand this relationship. The critique highlights a need for multiscalar social change, towards revaluing relations with the natural world, and reforming social relations between producers and consumers. This paper locates cultural policy as an arm of governance, with the capacity to lead social change across several interdependent pathways (revaluing technological change; fostering an aesthetic appreciation and environmental ethical consciousness; and pro-social behaviour) alongside the development of more sophisticated governance frameworks. The paper further proposes that through (re)education, cultural policy can and should play a more active role in shaping social change.  相似文献

This article uses case studies to examine the rainmaking activities of provincial military governors during a historical period when a decentralized China suffered from frequent droughts. On the one hand, it analyzes why their rainmaking has been interpreted in a very negative light and demonstrates that progressive intellectuals writing in the Republican-era (1912–49) print media were crucial to fostering misunderstandings of the rainmaking activities of these “warlords” as superstitious and backward. On the other hand, it argues that public ceremonies of praying for rain served as a crucial venue for the military governors to perform their local authority and make a claim to political legitimacy. Some of them pursued efficacy by all possible means, including experimenting with Western “scientific” rainmaking techniques of concussion and fire, which suggests that their rainmaking efforts were not merely a utilization of traditionalism, but drew from a complex and eclectic rainmaking culture emerged in early twentieth-century China. In an age when truly effective weather modification methods had not yet been discovered, the highly visible public rainmaking activities of warlords, regardless of results, constituted an integral and important dimension of their local governance, particularly in desperate times, amidst prolonged and severe droughts when popular feeling was unsettled and volatile.  相似文献

This article examines disability as a contested notion of social inclusion by focusing on the blind songstress (guji) in early twentieth-century Guangzhou (Canton). Through personal memoirs, the print press, and institutional documents, this article reconstructs the social life of guji as their experiences intersected with professional community, workplace, and charity. First, I show that the adoption of blind girls from families into training guilds managed by veteran guji was a chosen kinship strategy for blind women since the late Qing period. Second, the commercial sponsorship of guji following the establishment of the Republic not only expanded working opportunities for blind women but also exposed their vulnerability to male-dominated entertainment spheres. Third, the reformist critique of guji as an inappropriate form of sex-related consumption pushed the nascent military government to collaborate with foreign missionaries in “rescuing” blind girls from their professional households. The experiences of guji thus reveal competing ideas of what qualified a disabled person to become a member of society at the beginning of the twentieth century, as work-based inclusion gave way to charitable inclusion as an outcome of shifting social attitudes toward the employment of women with disabilities.  相似文献

This article studies the relationship between local society and social change in rural north China from the late Qing dynasty to the People’s Republic of China period through the activity of “Zhuo huanggui” (literally, “Catching the Yellow Ghost”). “Catching the Yellow Ghost” is a ritual activity in Guyi village, Wu’an county, Hebei province. According to villagers there, “Catching the Yellow Ghost” has been celebrated since the late Qing dynasty. However, due to political pressures in the 1950s, it was not until the 1980s that “Catching the Yellow Ghost” began to be revitalized. Since that time, “Catching the Yellow Ghost” has gained rapid popularity and fame in north China. Through the lens of the “Catching the Yellow Ghost” ritual, this article explores social transformation in China from the late 19th to the early 21st century. By analyzing the continuity and discontinuity of “Catching the Yellow Ghost,” this article offers a new understanding of the relationship between local society and social change in rural north China.  相似文献
