保障公民的文化权益是维护社会公平的重要保证

公民文化权利与公民政治权利、经济权利一样,属于公民的基本权利。保障公民文化权益,不断满足人民群众日益增长的精神文化需求,对全面建设小康社会和构建和谐社会具有重大的意义。文化差距而产生的文化矛盾、公共文化服务资源短缺等是制约当前公民文化权益健康发展的主要因素。因此,我们必须从现阶段经济社会发展水平出发,以实现和保障公民基本文化权益、满足广大人民群众基本文化需求为目标,坚持公共服务普遍均等原则,兼顾城乡之间、地区之间的协调发展,最大限度地满足人民群众日益增长的精神文化需求。

社会体育的发展是全面建设小康社会的一个重要体现,全面建设小康社会又为社会体育的发展提供了政治、经济、文化等方面的有利务件。在全面建设小康社会的背景下社会体育应朝着以人为本,提高体育人口数量,逐步改善社会体育环境条件设施,向锻炼手段科学化、活动内容多样化、管理方式多元化等方向发展。     

The relationship between neighborhood design and social capital as measured by carpooling

This paper examines whether social capital in a neighborhood is influenced by its design, taking the cul‐de‐sac as a special case. It offers two contributions: using carpooling to school as a proxy for social capital and a precise definition of the neighborhood using geo‐coded survey data from California. Living in a cul‐de‐sac neighborhood is found to increase the probability of carpooling, but the effect loses statistical significance when residential self‐selection is accounted for. The analysis reveals competing insights about the self‐selection behavior that must be resolved before neighborhood design can be considered an effective policy tool for enhancing social capital.     

The pure effect of social preferences on regional location choices: The evolving dynamics of convergence to a steady state population distribution

This paper tracks the consequences of individuals’ desire to align their location with their social preferences. The social preference studied in the paper is distaste for relative deprivation, measured in a cardinal manner. Location is conceived as social space, with individuals choosing to relocate if, as a result, their relative deprivation will be reduced, holding their incomes constant. Conditions are provided under which the associated dynamics reaches a spatial steady state, the number of periods it takes to reach a steady state is specified, and light is shed on the robustness of the steady state outcome. By way of simulation it is shown that for large populations, a steady state of the relocation dynamics is almost always reached, typically in one period, and that cycles are more likely to occur when the populations’ income distributions are more equal.     

“Protect Wisconsin Families”? Rethinking Left Family Values in the 2011 Wisconsin Uprising

This article seeks to rethink the trope of the “working family” so prevalent in contemporary politics, with particular attention to its promise and constitutive limits for the Left. It takes up contemporary socialist, feminist, anti‐racist and queer scholarship on the discourse of family, bringing it to bear on the case of “working family” rhetoric in the 2011 Wisconsin Uprising against austerity and public‐sector union‐busting. Reckoning with the term's racist and heteropatriachal valences, and its centrality in privatising social reproduction, I conclude by considering potential alternative horizons for thinking intimacy, labour, and social citizenship for the intersectional Left.
