关于加强网络文化建设和管理的思考

互联网是人类20世纪的伟大发明之一。随着网络的普及和迅猛发展,一种新的文化形态——网络文化逐步兴起并发展,且影响深远。网络既给我们带来了机遇,也给我们提出了严峻挑战。如何加强网络文化建设和管理,是一个亟待深入研究的重大课题。本文在理论联系实际的基础上,从提高各级领导干部的思想认识、加大立法力度、完善体制机制、巩固扩大阵地、搞好产品服务、发展文化产业、提高引导水平、加强行政监管、净化网络环境、强化技术保障、建设人才队伍等十一个方面,提出了加强网络文化建设和管理的对策性建议。     

北京市生态城市建设能力的机理与综合评价--基于城市化与生态化视角

基于城市化与生态化两大子系统,从人口与空间城市化、经济城市化、社会城市化、和生态环境水平、生态压力、生态抗逆能力六个层面,构建生态城市建设能力评价的指标体系,运用相关分析、回归分析和主成分分析等方法,对1991-2002年北京市生态城市建设能力机理进行了综合分析与评价。     

Understanding socio-economic sustainability drivers of sustainable regeneration: an empirical study of regeneration practitioners in UK

The construction industry has been recognized as a major driver towards the delivery of UK sustainable regeneration objectives. Several construction organizations have played various roles in their quest to deliver sustainable regeneration projects in line with sustainable development objectives. Yet, to-date the delivery of such sustainable development objectives has continued to be an on-going challenge for these organizations involved in the delivery of regeneration projects. The study adopted an exploratory research approach, using a questionnaire survey to collect data from 193 construction organizations/practitioners involved in the delivery of sustainable regeneration projects in the UK. The findings revealed that the majority of construction organizations were promoting socio-economic sustainability principles to meet their own corporate business objectives. The findings further revealed that the majority of practitioners’ organizations were integrating socio-economic sustainability principles into their business practices because they believed doing so was the best way to gain advantage over their competitors and remain relevant in their market place.     

Latinos and Environmental Justice: Examining the Link between Degenerative Policy,Political Representation,and Environmental Policy Implementation

The theory of social construction and policy design is insightful for exploring the circumstances in which the allocation of policy benefits and burdens is attributed to the feed‐forward effect of degenerative policy that institutionalizes bias and reinforces the prevailing categorization and embedded social meaning regarding target populations. However, this theoretical framework has not been broadly adopted to analyze the environment‐related phenomena. With a nationwide, block‐group‐level sample, this study examines the extent to which degenerative policies pertaining to immigrants influence state agencies' environmental regulatory outputs for predominantly Latino communities. Results show that in the states with moderately to most restrictive immigrant policy and high levels of Latino representation in legislatures, the rigorousness of government agencies' compliance monitoring activities decreases for Latino neighborhoods of environmental justice concern, as states' policy stance toward immigrants becomes more unfavorable. More Latino elected officials do not bolster policy implementation efforts for the vulnerable communities or offset the backlash effect of immigrant policy.     

Moon,mud, and cell phones: geographies of race and construction of difference through normalization

How does the meaning of space emerge and get negotiated when individuals of diverse backgrounds interact with each other? Studies reporting that African Americans tend not to spend time in outdoor space attribute this finding to limited access to resources, cultural values, degree of assimilation to mainstream practices, discrimination in outdoor space, or a perception that outdoor recreational space is “white space”. Little research has addressed how such meanings relate to other meanings attached to outdoor space, let alone how this happens through interactions between people with different views on outdoor space. This article, based on interviews and participant observation of college students on an alternative break trip from the Northeastern U.S. to New Mexico in 2014, shows how students of various backgrounds experienced nature differently, how differences were articulated and explained, and how they subverted normalization processes that render not “being in tune with nature” as deficiency. Suggesting that geographies of race are fluid and influenced by individuals’ agency, this article calls for encouraging students to examine the ways their subject positions have shaped their experiences and challenge cultural bias in what is deemed universally desirable.     

Property and Propriety: Jewish Landlords in Early Twentieth-Century Toronto

Drawing on literatures on the social construction of place and identity, and on the changing nature of urban property ownership, this paper examines Jewish immigrants to Toronto as housing landlords, situating their activities in the context of wider changes in the city's housing market and of their needs to raise capital, achieve status and foster group identity. Using archival and newspaper evidence to reconstruct the behaviour of individual landlords, it is argued that ownership of inner-city property fulfilled numerous functions, especially related to other aspects of business proprietorship, but that it also accentuated the geographical concentration of poorer Jews, with critical implications for their relations with non-Jews.     

The Newshot Island Boat Graveyard: an assemblage of 19th‐century vessels on the Clyde

A project by SCAPE, NAS, and local volunteers at Newshot Island on the Clyde near Glasgow has documented an important ships graveyard dating to the early 20th century. The vessels tell the story of the creation of the Clyde Navigation, represent a significant aspect of the river's history, and exemplify the technological and industrial development of the region. The survey and research revealed that the remains on site include the earliest diving support vessel known to have been recorded, and has resulted in the designation of the remains as a Scheduled Ancient Monument by Historic Environment Scotland.
