This paper deals with the cultural and educational relations between the United States and Portugal during the Cold War. It is built upon the premise that cultural policies and cultural relations between states are a fundamental part of international relations. History of International Relations, therefore, should overcome an analysis based only upon political and diplomatic dimensions to address what can also be referred to as ‘cultural diplomacy’. The Cold War period, because of its historical features, is particularly relevant to the study of processes of cultural diplomacy and some authors even consider it as the ‘golden age’ of cultural diplomacy.11. This paper explores the ways in which one of Australia’s cultural diplomacy initiatives aimed at bringing Australia closer to Asia – the Asialink Arts Residency Program – may provide valuable insights for reimagining cultural diplomacy with a revised understanding of the national interest that reflects the increasingly transnational realities of the contemporary world. Drawing on extensive data gained from interviews and an online survey, the author found that program participants are engaging in exceptionally complex and at times unintended activities, and that policy concerns, such as positive image projection abroad, are rarely high on the residents’ list of priorities. However, these experiences are of particular value for the national interest, in ways not yet formulated by or included in existing cultural diplomacy discourses. With the findings in mind, the author takes a critical cosmopolitan approach to reconceptualising cultural diplomacy.  相似文献

This article draws on recent research and policy developments to make a case for considering international students as an important component of Australian foreign relations. It links historical and contemporary Australian experiences of international students, especially in the Colombo Plan and New Colombo Plan, to the field of public diplomacy, and sets an agenda for further research in this direction. It highlights the need to recover student voices and to be sensitive to the emergence of everyday or ‘vernacular’ internationalism, as a phenomenon of international students visiting, traveling and otherwise encountering different groups of Australians. It suggests a need to take up anew this form of inquiry for both earlier postwar student experiences and the post-1980s period, in which international students’ voices are frequently silenced by debates over commodification, funding needs, and neo-liberal economics.  相似文献

This paper critically examines the development of what is known as ‘pop-culture diplomacy’ in Japan. In the postwar era, the country’s cultural diplomacy was propelled by the necessity to soften anti-Japan perceptions, notably in Southeast Asia. In the late 1980s, the popularity of Japanese media culture in Asia began to attract the attention of policy makers, while subsequent globalized practices of soft power and nation branding gave greater emphasis to the use of media culture to internationally enhance the image of the nation, which has meant the promotion of ‘pop-culture diplomacy’ and, more broadly, ‘Cool Japan’. It is argued that pop-culture diplomacy goes no further than a one-way projection and does not seriously engage with cross-border dialogue. The Japanese case also shows that pop-culture diplomacy hinders meaningful engagement with internal cultural diversity and suggests the necessity of taking domestic implications of cultural diplomacy seriously.  相似文献

The place of political theory in AJPS has historically been a fairly marginal one, partly because Australia does not seem to have a strong national tradition of political theorizing. This is thought to be a function of living in a nation that never produced a great political theorist and was born neither in revolution or utopianism. Yet, although there has been a marked absence of high theory or exegetically-inclined history of ideas over the life of the journal, theorists have responded by contributing work that usefully illuminates applied problems with theoretical insight. Further, it may be the case that there is a peculiarly Australian style of political theory that is pragmatic and self-consciously embedded within our institutions and political culture. The paper explores this and other means by which Australian theorists have adapted in order to retain a presence within the journal.  相似文献

The Festival of Pacific Arts, hosted by a different Pacific Island state once every four years, is a prime site for the reproduction of the global discourse on heritage. Drawing on ethnographic research conducted at the festival, this paper focuses on how the concept of heritage is employed at the festival as both an instrument of statecraft and a tool for the assertion of grass-roots political and economic agency. We conclude that heritage in the context of the festival is a form of cultural practice involving relationships of power and inequality, expressed in transactions of ownership and value transformations that have become over determined by economic logic and the concept of property.  相似文献

Abstract

In September 1899, at the annual meeting of the British Association for the Advancement of Science (BAAS) in Dover, Guglielmo Marconi’s wireless telegraphy system was used to transmit messages across the English Channel (and across a national border) for the first time. This achievement represented a highly effective performance of scientific masculinity and constitutes a key turning point in an important struggle between competing interpretations of invention and innovation as masculine practices within British science. The British Association tended to favor a narrative of scientific research as a collectivist, international, gentlemanly-amateur pursuit, largely confined to the laboratory. Marconi, by contrast, explained the development of wireless telegraphy as the achievement of his own genius. Appealing not only to the established scientific elite but to a range of non-traditional audiences, and stressing the possibilities or ‘imagined uses’ of his technology even more so than his actual results, he succeeded in commanding unprecedented influence.  相似文献
