In the years and months prior to the May 2004 enlargement of the European Union, transitional periods of two to possibly seven years were imposed upon free movement of labour for immigrant workers from new (Eastern European) member states by a majority of ‘old’ member states. This article aims to scrutinize fear of mass migration from new member states by examining where (ir)rationality and political opportunism meet in the perception of this particular flow of labour migration as a cause for contemporary moral panic. To this purpose, the article starts with embedding the notion of fear of mass migration in literature on moral panics, risk society and the ‘othering’ of economic migrants as strangers and folk devils. By means of a case study narrative of the decision‐making process on the free movement issue in the Netherlands, it is subsequently demonstrated that ‘politics of fear’ are deeply rooted in the uncontrollability of mobilities of an unknown magnitude and an uncertain impact on, for instance, domestic labour markets. Beyond rationalizable concerns of job loss, however, labour migrants from new member states are also feared as threats to borders of morality and identity in Western European societies. The narrative's results are placed within a wider context of current boundary drawings with regard to migration in the enlarging European Union.  相似文献

Our purpose in this article is to examine socio‐economic and spatial integration of ethnic minorities in the Oslo region. We analyse relocation between 1998 and 2008 for members of ten minority groups along three overlapping dimensions: upwards in the neighbourhood hierarchy, outwards from the inner city to all suburbs, and westwards from a less affluent to a more affluent part of the region. The results provide some limited support for spatial assimilation theory. Two minority groups, Iranians and Vietnamese, comply partly with the theory. Another group, Filipinos, has stagnated in its socio‐economic and spatial integration. The remaining groups do not relocate in accordance with the native pattern, or fail to integrate in socio‐economic terms. The discrepancy between theory and results is most pronounced along the westward axis. We interpret the results in a broader context of regional and national circumstances: spatial assimilation theory may have different utility in different welfare regimes, depending on spatial inequality and the politics of place.  相似文献

ABSTRACT

Masonry churches represent the major part of the Italian architectural heritage. Recent earthquakes stressed the high vulnerability of these constructions, provoking heavy structural damage and valuable losses. Different approaches have been developed to assess seismic vulnerability of churches. In particular, the complexity related to more detailed models has induced to define simplified methods, which can be used at territorial scale for a preliminary assessment of structural capabilities of homogeneous assets aiming at providing possible post-earthquake damage scenarios and suggesting general interventions strategies. Therefore, the vulnerability assessment of churches is carried out by subdividing the buildings into separate macro-elements, accounting for different possible collapse mechanisms. In this article, a simplified procedure (M.I.T. 2011) has been applied with reference to churches located in Caserta District, particularly those of the Alife-Caiazzo Diocese, by using the MaChro form compilation, previously developed by the authors. The aim of the study is the application of the above procedure in order to verify the possibility to suggest suitable strategies of intervention for structural retrofitting and seismic risk reduction of the churches located in the area under investigation.  相似文献

The sources of archaeological obsidian in central and eastern Europe are briefly described and analyses of 48 samples from 10 of these sources in northeast Hungary and southeast Slovakia are reported. Instrumental Neutron Activation Analysis was used to determine 16 trace elements and two major elements. Principal Components Analysis supported by Discriminant Analysis showed seven analytical groups in these data. A total of 270 pieces of archaeological obsidian were assigned by Discriminant Analysis to three of the Carpathian source groups defined, the remaining four source groups not being represented in the archaeological record. The three source groups used are: (1) Szöllöske and Málá Toron?a in Slovakia (designated group Carpathian 1); (2) Csepegö Forrás, Tolcsva area, Olaszliszka and Erdöbénye in Hungary (Carpathian 2a); and (3) Erdöbénye (Carpathian 2b). Carpathian 2a and 2b type obsidians are both found at the re-deposited source of Erdöbénye. Carpathian obsidian was used most widely in Hungary, Slovakia and Romania, and also reached south to the Danube in Yugoslavia, west to Moravia, Austria and to the Adriatic near Trieste, and north to Poland. Carpathian 2a obsidian was used in the Aurignacian period, Carpathian 1 in the Gravettian and Mesolithic, and Carpathian 1, 2a and 2b in the Neolithic, when Carpathian 1 predominated and obsidian use was at its most intensive. Only Carpathian I type has been identified in the Copper and Bronze Ages. There is no evidence at present for any overlap between the Carpathian obsidian distribution and the distributions of the Near Eastern or Aegean sources, but there is an overlap with Mediterranean obsidian at the Neolithic site of Grotta Tartaruga in northeast Italy where Liparian and Carpathian 1 material were identified. The distribution of obsidian from the Carpathian sources is considered in terms of linear supply routes. Based on limited available evidence the supply zone is significantly smaller and the rate of fall-off with distance slightly lower than that reported for Near Eastern obsidians.  相似文献

Large dams have proliferated in Malaysia in recent decades. Constructed mainly to meet mounting domestic demand for water and energy, they have destroyed large tracts of species‐rich tropical rain forest and displaced many already poor and marginalized indigenous groups from their homes and ancestral lands without their consent. Evicted indigenes were promised a better life in resettlement villages, but for the most part this has not occurred. Invariably traumatized by resettlement and widely forced into cash‐based economies for which they were ill prepared, many resettled indigenes suffered from frayed social relationships, high rates of unemployment and enduring poverty, in large part because the authorities failed to internalize project costs. The consequences for indigenous groups of dam‐induced environmental change and development‐forced displacement and resettlement (DFDR) are explored through a critical reading of the literature on four large dams: Sungai Selangor, Babagon, Batang Ai and Bakun. More large dams are under construction and many others have been proposed, resulting in threats to the future well‐being of many indigenous communities. Generally speaking, the experiences of Malaysia's dam‐affected indigenes mirror those of other indigenous minorities in the greater Southeast Asian region.  相似文献

This paper develops an index of the vulnerability of land to drought and desertification (LVI) for Italy. The index takes into account changes in climate, land use, vegetation cover, soil properties, and population during the period 1990–2000. The LVI was built up through a multivariate approach aimed at assessing the importance of the various indicators included in the synthetic index. Increasing land vulnerability was observed during this time, especially in dry areas of the southern regions. This is interpreted as a consequence of land management practices, agricultural intensification, population pressure, and bio-physical degradation. The LVI can be used in an integrated, decision-support system to evaluate the impact of mitigation policies in rural environments.  相似文献

In investigating ways to reduce community vulnerability to environmental hazards it is essential to recognize the interaction between indigenous and scientific knowledge bases. Indigenous and scientific knowledge bases are dynamic entities. Using a Process Framework to identify how indigenous and scientific knowledge bases may be integrated, three communities impacted upon by environmental hazards in Papua New Guinea, a Small Island Developing State, have established how their vulnerability to environmental hazards may be reduced. This article explores the application of the framework within the communities of Kumalu, Singas and Baliau, and how this could impact upon the future management of environmental hazards within indigenous communities in Small Island Developing States.  相似文献
