This paper reviews a tourist planning experience developed for the Couto Mixto in 2007–2008. The Couto Mixto is a small territory of three hamlets situated in Galicia (Spain) and bordering Portugal that, until the end of the 19th century, used to be a virtually independent state of 25 km2. This tourism planning process is compared and contrasted with the well‐described Action Research (AR) approach. The paper begins by providing the conceptual foundations of tourism planning which were used as a framework for the research. Then, the tourism planning experience is introduced in detail, focussing on the results of the interviews conducted to identify the tourism resources of the area. Therefore, 23 resources were inventoried and further audited to determine their various degrees of potential for the purposes of tourism planning. Previous AR experiences and the tourism planning initiative developed for the Couto Mixto share a common objective to facilitate change in communities in trouble. However, the case‐study tourism planning experience was not fully compliant with genuine AR in several respects. We conclude by recommending AR as a worthy approach for tourism planning as a way to effectively put the local community in focus.

AbstractOver the last two decades and particularly in the last 10 years, Chinese investment in Mongolia has skyrocketed, with the vast majority of the country’s exports now flowing to China. As foreign investment has grown in Mongolia, particularly in the mining sector, apprehension circulates about the extension and meaning of increased Chinese power. We argue that contemporary anxieties about China’s economic influence in Mongolia go beyond recent and contemporary political economic issues and are tied to memories of the Qing Dynasty. Controversies surrounding Mongolia’s flagship mine, the Oyu Tolgoi copper–gold mine in South Gobi province, demonstrate how even non-Chinese foreign mining operations are intertwined with Mongolia’s past and future relationships with China. Rather than acting simply as resource nationalists, the people and government of Mongolia often see contemporary Chinese economic power through a historical lens, with fears of declining sovereignty and becoming Chinese through control over land and resources. This paper draws on fieldwork conducted by the authors in Mongolia from 2009 to 2015 and contributes to discussions about fears of Chinese influence, extractive industry development, and resource nationalism in Mongolia.

Energy issues are becoming increasingly common subjects of instruction in undergraduate- and graduate-level classrooms across a variety of disciplines. The interdisciplinary character of energy studies provides geographers with a great opportunity to present different applied and theoretical approaches to help students conceptualize energy issues from a critical perspective. This article presents a class intervention as an example of how to incorporate geographic concepts and political economic theory into the classroom to help students understand the social, political, economic, and environmental implications of energy production, distribution, and consumption at multiple scales from a critical perspective.

In this paper, we seek to revisit earlier work on the theory of rent, situating it in the current period of economic crisis and in relation to informal housing in the global South. More than ever, land is treated as a pure financial asset. Finance capital now exerts a profound influence over the production of space and exposes the built environment to the kinds of speculative binges that we have witnessed over the last decade. This is now as much a feature of living conditions in the poorest settlements of the global South as it is in the financial heartlands of the global North. We question key assumptions behind development interventions by arguing that infrastructural upgrading may decrease the security of tenure of residents of informal housing and call for a more nuanced approach that recognises the (post)colonial histories of urbanisation structuring access to land and housing.

Two prominent American specialists on the Russian economy present a fundamental analysis of basic economic factors explaining how the global financial crisis has played out in Russia and its implications for the country's future. More specifically, the authors examine the consequences of Russia's dependence on and addiction to resource (oil and gas) rents and of the management system put in place under Vladimir Putin to maintain, secure, and distribute these rents. They then investigate how each of these factors has emerged from the crisis and how it might evolve in the years ahead. Focusing on the distinction between rent dependence and addiction, the authors question the conventional wisdom that diversification of Russia's economy (away from oil and gas) is a desirable objective that will render it less vulnerable to external shocks. Two seasoned observers of the Russian oil industry analyze the country's policy response to developments in its mineral resources base (often perceived as an exploration crisis), with a focus on oil. The authors review and discuss trends in exploration (including its organization and efficiency), recent developments in its financing, and the reorganization of exploration activity. The evolution of Russia's licensing system is presented, drawing attention to changes that have affected incentives, risks, and barriers to potential resource users, both Russian and foreign. Also identified are conflicts between the objectives of resource managers and broader political goals and interests. Abstract China’s sudden suspension of rare earth exports to Japan in September 2010 represented the opening of a new front in the international competition for natural resources. As the demands of the global economy change, the international demand for rare earths, which are used in a diverse range of high-tech industries, has also increased. As China is currently the largest rare earths exporter, its actions in regulating rare earths exports will directly affect the interests of other states in the supply chain. This paper therefore examines how China assumed this dominant position in the supply chain. It also looks at how major rare earths consumers such as Japan and South Korea are reducing their reliance on and vulnerability to Chinese rare earths supplies through means such as seabed exploration in disputed territories, which might contribute to geopolitical tensions and instability in the East Asian region.
