Extending the ‘White Way’: municipal streetlighting and race, 1900–1930

While the illumination of streets by electric streetlights in Western cities is a given today, in the early part of the twentieth century it was a technology whose conspicuous consumption was a status symbol for both individuals and towns. Not long after its introduction, however, electric lighting in cities also became noticeable in its absence. This paper draws on municipal records to consider how ideologies of white supremacy and progress came together to produce the uneven deployment of streetlighting in the small town of Rocky Mount, North Carolina, thus contributing to the city's segregation in the early part of the twentieth century. By tracing the development of hierarchical streetlighting systems, such as General Electric's White Way, I also show how the racialized deployment of streetlighting was aided by large electrical equipment manufacturers. In conclusion, I argue that these insights are crucial to understanding how technologies racialize space, but also how technologies such as streetlighting are central to the production of the spaces in which race is produced and racism takes place.     

Searching for the Promised Land: Examining Dr Martin Luther King's Concept of the Beloved Community1

Abstract: 4 April 2008 marked the 40th anniversary of Dr King's assassination in Memphis, Tennessee. Since his murder we have seen Dr King's message of social justice, the growing threat of militarism, the threat the USA's burgeoning empire posed, and his goal of ending injustice boiled down to a few words spoken in Washington DC when he declared his dream to see his children grow up in a society free of race prejudice. This paper engages with Dr King's work and presents a more geographically sophisticated understanding of King's legacy than the oft repeated Washington speech. Through an analysis of Dr King's concept of the Beloved Community, I argue that Dr King's work stems from the experiences of the Black Atlantic world. Consequently, we should see Dr King's social theory as part of a larger anti‐colonial struggle which sought to integrate African American and Western notions of community, which holds contemporary importance as a counterpoint to current neoliberal conceptions of community.     

Masculinity and the mic: confronting the uneven geography of hip-hop

This article explores the uneven gendered geographies of rap music. It argues that Black men's blocked access to culturally dominant masculinity, vis-à-vis access to public space – and the resulting containment of Black men within Black communities – has produced an overly compensatory form of masculinity, for which access to and control of the public domain within Black communities is essential for access to hegemonic masculinity. Rapidly declining economic opportunity has meant that young Black men thrown out of work put their talents, time, and energy into an emerging youth culture brewing in parks, on street corners, train stations, and viaducts in places such as the South Bronx. The early innovators of the hip-hop movement used this new art form to remake the public space of the abandoned, segregated, and spatially disempowered Black neighborhoods they lived in. It was in this context that the link between masculinity and rap music was established. I conclude by providing an example of how Black women have found ways to break the link between masculinity and the mic by creating spaces where they can confront and remake the uneven geography of hip-hop, restoring hip-hop's radical spatial potential.     

Gestures of judgement and welcome in public spaces: hypervisible migrant newcomers in Darwin,Australia

This paper draws on ethnographic research to show how pigmentation intensities of skin and facial characteristics make bodies of colour recognisable in public spaces of Darwin, a small multiethnic and multiracial north Australian city. This paper shows that the visibility of newcomers, in particular, humanitarian migrants from countries in Africa, the Middle East and Asia, circulates negative sentiments of fear, anxiety and discomfort in public spaces when instantaneous judgements are made. These judgements of misrecognition made by residents of diverse ethnic and racial backgrounds lead to simmering tensions that unfold as visceral events of vulnerability in public spaces such as bus interchanges, neighbourhood streets, shopping centres and car parks. These events that have the potential to wound and numb bodies contribute to the “urban unconscious” of Darwin as a city where public spaces are safe with heightened surveillance. This paper argues, however, that events of hypervisibility, judgement and interracial tensions can unfold quite differently in public spaces if humanitarian migrants sense gestures of welcome, particularly from Aboriginals. Such fleeting moments of welcome in Darwin have the potential to bring together bodies with different histories and geographies of racialisation, so that multiple publics emerge through everyday habits of living with difference.     

GERMANY IN TIMES OF CRISIS: PASSIVE REVOLUTION,STRUGGLE OVER HEGEMONY AND NEW NATIONALISM

Germany appears as the case in point of a country that is getting through the current crisis rather well. Central to this “success” is the passive revolution that the country has undergone in the 2000s during which a state‐led restructuring of the regime of accumulation has resulted in the creation of a new stratum of working poor and an overall lowering of wages. Following a discussion of this passive revolution and the resulting mass impoverishment, this article explores the struggle over cultural hegemony, which has surfaced in various controversies since the beginning of the current economic crisis in 2007. I argue that there is a passive consensus concerning “poverty” – which is unpopular, but regarded as inevitable – that is outweighed by an active consent concerning “Germany” – an immensely popular notion. In Germany, a new nationalism that blends classism and racism in the service of the economic competitiveness of the nation is argued to be at the core of cultural hegemony in these times of crisis.     

ENCOUNTERING RACISM IN THE (POST‐) WELFARE STATE: DANISH EXPERIENCES

Racism, xenophobia and in particular Islamophobia have gained terrain in the European continent during the latest decades, and Denmark has taken a position as one of the iconic cases of this development. In this article, I approach this issue from the point of view of everyday life – from the infinitude of encounters through which we make the world and are made by it in turn. Drawing on material from two recent research projects carried out in Copenhagen, I analyse experiences and feelings generated in cross‐cultural meetings in the city. The analysis is informed by theories of embodied encounters, postcolonialism, strangers and emotions, and it addresses experiences and imaginations raised amongst majority and minority populations alike. As a conclusion the article aims to lift the view from everyday life to a more systemic level and contextualize the analysis in the broader processes of the neoliberalizing welfare state.     

The Discourse of Fear: Effects of the War on Terror on Canadian University Students

This multimethod study is based on written narratives, demographic questionnaires, and interviews. I examine data collected from 99 students of a Canadian university to explore how the War on Terror has affected them. The findings are divided into four categories. The first category of the respondents is mute about the war’s effects. The second shows a disjuncture between the respondents’ lives and the war. The third reflects the effects on the Canadian soldiers’ friends or relatives, and the final represents those who do not have personal connections to the war but feel deeply affected by it. The discourse of fear appears as the most prominent effect in the narratives of the respondents. The basic themes that emerged from the discourse of fear (racism, Islamophobia, and social control) are then developed and discussed as they pertain to the respondents. The findings have many implications for both researchers and educators.
