ABSTRACTThis paper critically analyses current depictions of prevention and tries to offer a new theoretical reflection on the concept by reconstructing it on the basis of Jeremy Bentham’s writings on indirect legislation. The aim of this article is to analyse and discuss the development of performative spaces in public libraries from a cultural policy perspective. First, a framework of three concepts of culture, 1.0–3.0, is used as a tool to analyse the overall development of public libraries. Against this background, we introduce the notion of performative spaces in public libraries by highlighting Nordic examples. The tendency can also be seen on a broader level in European and North American libraries, where a ‘performative turn’ can be seen as the relationship between the library and its users, especially the younger ‘digital natives’. The rationales behind the emergence of performative spaces in public libraries are analysed and discussed: democratisation, empowerment and economic impact. This article concludes that the performative spaces are legitimized by multiple rationales in the same way as cultural policies and cultural institutions are legitimised today. 相似文献

This article examines the decision of Glasgow’s magistrates at the beginning of the twentieth century to prohibit the employment of barmaids in the city's public houses, tracing the origins and advocates of the ban as well its effects on the licensed trade and the women who worked behind bars. It responds to Mariana Valverde’s recent work on the relationship between time and space in the operation of law, analysing the ways in which the magistrates sought to differentiate between licensed premises and practices so as to police the gendered boundaries of urban work and leisure culture. By attending to these vital processes of differentiation, in conclusion, it argues for research in social and cultural geography that explicitly connects the experience and management of the temporality of drinking practices to the production and regulation of licensing’s perhaps more obviously spatial geographies. 相似文献

Swimming is a popular form of recreation and exercise in the UK and US. Swimming can take place outdoors but, particularly in the UK, largely takes place in designated indoor pools. Existing research tends to focus on ‘public’ or ‘municipal’ pools leaving broader spatial geographies of swimming pool provision under explored. In response to concern about swimming pool closures, this paper draws from extensive archival research into all swimming pools in the City of Glasgow, Scotland, since the first opened in 1804. Formal and informal programmes of pool building and closure were revealed. Rather than decreasing, public provision has remained constant for the last 100?years but become progressively more spread out in relation to the city’s changing size. Broadening exploration beyond the ‘public’ category exposed a vast drop in school pool numbers around the year 2000 due to a Private Finance Initiative project that consolidated the secondary school estate and outsourced school building management. The lessons: researching all types of swimming pool through time greatly enriches understandings of the changing meaning and extent of public service provision. 相似文献

In 1956, the British Ministry of Health instituted a vaccination programme against poliomyelitis, but run into myriad supply and administrative issues. When Coventry experienced an epidemic in 1957, it came to symbolise these problems. Throughout, it was claimed that the government lacked ‘common sense’. This article explores how and why ‘common sense’ was used as a rhetorical weapon in the debates over policy at the local and national level. While those claiming ‘common sense’ were often at odds with medical and administrative authorities, the arguments were often informed by deeply held beliefs about vaccination and disease. 相似文献

In the late twelfth century we can observe important changes in the propaganda of the crusades to the Holy Land. The popes and the preachers started to stress that the Holy Land should be defended and, after the disasters of 1187, should be reconquered because of its importance personally for God. Six arguments of the crusade propaganda which were invented or became widespread at that time can be mentioned here. Among them there is one that we can call the “vassal argument”, by means of which the papacy and the preachers pointed out that God should be defended when his beloved land is attacked by heathens because he is the Lord and the listeners are his vassals. It seems that the idea was created by the crusade preachers at the end of the twelfth century and then came to be used by the papacy as well, from Innocent III onwards. In the thirteenth century it was extensively enriched by such preachers as Jacques de Vitry and Humbert of Romans who made the vassal argument more illustrative. 相似文献

ABSTRACTThis article proposes a novel approach to cultural policies and cultural policy change, drawing on public policy and institutional analysis to study how decision-making power is distributed between actors in the public and private sectors and at different state levels, as well as the precise roles of public administrations, elected officials and cultural actors. Indeed, rather than directly defining cultural policy, laws on culture mostly designate actors in charge of policy implementation. Based on an empirical application of this analytical framework to the case of Swiss cantons and focusing specifically on the positions of cultural actors, findings show that cultural policies are transformed in different ways, affording more or less power to actors from the cultural sector in implementation arrangements generally dominated by administrative actors. 相似文献

ABSTRACT By reconstructing the eighteenth-century movement of the Italian Enlightenment, I show that Italy’s political fragmentation notwithstanding, there was a constant circulation of ideas, whether on philosophical, ethical, political, religious, social, economic or scientific questions, among different groups in various states. This exchange was made possible by the shared language of its leading illuministi—Cesare Beccaria, Ludovico Antonio Muratori, Francesco Maria Zanotti, Antonio Genovesi, Mario Pagano, Pietro Verri, Marco Antonio Vogli, and Giammaria Ortes—and resulted in four common traits. First, the absence of a radical trend, such as the French materialist-atheist trend and, British Deism. Second, the rejection of inhumane laws and institutions, capital punishment, torture, war and slavery. Third, the idea of public happiness as the goal of good government and legislation. And fourth, the conception of the economy as a constellation where social capital, consisting of education, morality, and civility, plays a decisive role. I conclude that the Italian Enlightenment, not unlike the Scottish Enlightenment, was both cosmopolitan and local, which allowed its leading writers to develop a keen awareness of the complexity of society alongside a degree of prudence regarding the possibility and desirability of its modernization. 相似文献

This study uses service area–based coverage and various count regression methods to assess neighbourhood-level healthy and unhealthy food environments, and food access associated with different socio-economic groups in Edmonton, Canada. We identify three types of vulnerable neighbourhoods according to different food environments: food deserts (i.e., neighbourhoods lack sufficient access to healthy foods); food swamps (i.e., neighbourhoods have excess access to unhealthy foods); and those with overlaps of food swamps and food deserts. We also identify neighbourhoods with superior access to healthy foods (i.e., food oases). Additionally, our results from regression analyses indicate: (1) child population is negatively associated with both healthy and unhealthy food resources; (2) good access to public transportation is associated with good coverage of all healthy food outlets and convenience stores; and (3) deprived neighbourhoods with higher percentages of minority populations have better coverage of both healthy and unhealthy foods in general. The results from this study can help the City of Edmonton identify the key neighbourhoods with high potential for local business and the hotspot neighbourhoods that require particular support. As the world population becomes increasingly urbanised and mobile, “third places” take on greater importance for incorporating new residents into their neighbourhood and reducing social isolation. The third place concept has been applied to a range of public space research and embraces informal public meeting places outside of home (first place) and work (second place). This article critically investigates the connection between community gardens and third place, applying a framework based on the characteristics of third places to qualitative case studies of three Australian community gardens. The article highlights the role community gardens can play as third places in alleviating some of the challenges associated with population mobility. The findings show that two of the case study community gardens exhibit all characteristics of third places facilitating informal interactions between people of the neighbourhood while one does not for reasons considered. Findings also suggest that third place community gardens act as dynamic sites of placemaking, helping to connect people to the place. Community gardens can function as third places with a communal purpose inclusive across socially diverse neighbourhoods, within and beyond the garden boundaries. The article suggests appropriate design and location features for community gardens that best facilitate third place interactions. 相似文献
