Stability and Change in Public Policy: A Longitudinal Study of Comparative Subsystem Dynamics

Using the theoretical framework formulated by Baumgartner and Jones in a most similar systems study of Danish civil defense and Danish national home guard policy from 1949 to 2003, this article shows how particular subsystem characteristics affect the magnitude and frequency of policy punctuations. Despite very similar starting points, the two subsystems have experienced radically different policy evolutions since they were created back in 1948 and 1949. The explanation, it is argued, is to be found in a combination of Baumgartner and Jones’ model of issue definitions and conflict expansion on the one hand, and some particular institutional differences in the foundation of the two subsystems on the other. Hence, the aim of the article is to demonstrate that in a long‐term perspective, certain institutional choices not only enhance stability but also increase the likelihood of future conflict expansions and policy punctuations, given the dynamic model of the policymaking process provided by Baumgartner and Jones.     

Race,Gender, and Communications in Natural Disasters

We examine public attitudes toward vulnerability and evacuation in hurricane natural disasters. Using the results of an opinion survey in a coastal, New England state, we find important differences in how men and women, and Whites and minorities perceive natural disasters. Race, gender, and geographic proximity to the coast affect how vulnerable people believe their residence is to a major hurricane, while government officials and media reporting telling people to evacuate influence evacuation decisions. In order to avoid future breakdowns, governments need to understand the different information processing approaches of various groups of people.     

Navigating the Social Safety Net: A State‐Level Analysis of the Relationship between Medicaid and Consumer Bankruptcy

The social safety net in the United States consists of a variety of programs administered by both federal and state governments. Although the populations served by social programs such as Medicaid and consumer bankruptcy likely overlap, policymakers tend to look at individual programs unilaterally and often fail to communicate appropriately with legislators and political leaders at differing levels of government. The result of such an incremental approach to policy reform is a fragmented social safety net system in the United States. In this study, the relationship between two social programs belonging to the larger social safety net is examined, and recommendations for policymakers are offered.     

The Production and Display of Domestic Interiors in Wilhelmine Germany, 1900-1914

In the opening years of the twentieth century, the German homeassumed new cultural meanings and symbolic significance as asite of economic, political, artistic, and social intervention.This article investigates a range of Wilhelmine institutions—fromthe Wertheim department store and the Prussian Commerce Ministry,to the Applied Arts Movement and the Movement for Art Education—toillustrate the variety of German approaches to promoting newconceptions of the home. Examining the ways in which Wilhelmineprivate and state reformers turned the topic of how one livedand dwelled into a topic of pressing significance, the articleargues that private, commercial efforts and state-driven policyinitiatives interpenetrated to a degree previously underappreciatedin Wilhelmine historical studies. These private and state initiativeswere, in turn, closely tied to the cultivation of German consumeridentities, and to larger efforts on the part of Wilhelmineinstitutions to adapt to the dizzying conditions of twentieth-centurycapitalist modernity. As a result of these developments, specialexhibitions of artistic home interiors originated in premierGerman department stores as well as in the halls of the statebureaucracy; historical ornaments termed ‘modern’in one decade were denigrated as barbaric in another; and generationsof craftsmen battled one another for a legitimacy conferred,to a significant degree, by private commissions, generous statesubsidies, and admission into prestigious exhibitions.     

“We Seem to Have Always Spoken in Prose . . .” Policy Analysis Is a Clinical Profession: Implications for Policy Analysis Practice and Instruction

The purpose of this article is (i) to propose the concept of policy analysis as a clinical profession, (ii) to relate to the clinical intellectual processes involved in policy analysis, and (iii) following studies in other clinical disciplines, to infer implications for policy analysis and policy analysis instruction. The article will highlight notions of clinical reasoning and clinical cognitive processes relevant to policy analysis and will address reasoning errors associated with bounded rationality and uncertainty in the clinical analytic process. The article seeks to promote awareness of clinical notions and of their relevance for policy analysis practice and instruction.

Enhancing the mobility of collections and access to cultural heritage: immunity of cultural objects from seizure in Poland

This paper analyses, from the perspective of cultural policy considerations, the legal regime established by the recent Polish law on the immunity from seizure of cultural property on loan (2015). It deals with current trends of international museum exchange and explains the benefits and risks involved in cross-border loans of cultural material. This analysis is carried out by focusing on the actual practice and experiences of Polish museums, national and international regulations in force, and human rights considerations. The authors attempt to situate the Polish model for the protection of foreign cultural property on loan within the broader comparative context of the domestic legislation on museum exchange adopted in selected national jurisdictions. The article also offers a more general cultural policy discussion in the context of international museum exchanges of cultural material. Laws and policies facilitating such exchanges are weighed against other rights and interests encompassed in the protection of cultural heritage and the realisation of all human rights, including cultural rights.     

Cultural retaliation: the cultural policies of the ‘new’ Front National

This study examines the conception of culture and the cultural policies of the French Front National. Tracing the developments of the party’s cultural agenda before and after Marine Le Pen took over the leadership of the party from her father, I show how the Front National has adapted its discourse on cultural policy to its wider programmatic profile. In the context of a strategy of de-radicalisation promoted by Marine Le Pen, recent years have witnessed focussed efforts by the party leadership to professionalise and modernise the party’s cultural policy programme. However, the analysis of the party’s current cultural policy agenda reveals a remarkable continuity in the way the party leadership conceives of national culture and of what cultural policy should promote. This programmatic continuity becomes apparent in the analysis of the local cultural policies of municipalities won by the Front National in 2014. Exploring the cultural agendas of ten local governments with a Front National majority, I argue that the cultural policies of the Front National remain deeply rooted in a nativist understanding of culture and a dirigiste approach that wilfully excludes postcolonial minorities.
